B. Approval to Hire Two Part Time Dispatchers
Police Chief Donald Campbell requests authorization to hire Timothy O’ Connell
and Joshua Wendell as Part Time Dispatchers. Mr. O’Connell is a seasonal employee
with the Recreation Department so he will need a physical, drug/alcohol testing and
paperwork to be completed. Mr. Wendell will need to have his fingerprints
done along with all the other standard requirements. A proposed hire date on or
after February 3, 2020 is expected. The hourly wage for both individuals will
be $13.52

7. GRANT: Orange Lake Homeowners’ Association
Town Supervisor Gil Piaquadio recused himself from the meeting.
Kevin Sterling of Snider Avenue, Mark Tierney of Snider Avenue and Gregory
Langer of Lakeside Road appeared before the Town Board representing the
Orange Lake Homeowners’ Association (OLHA). The OLHA has been given a matching grant
from the Orange County Water Authority (OCWA) to pursue options for getting
improved water and sewer treatment for the west side of Orange Lake.
The OLHA would like to hire the engineering firm C.T. Male Associates of
Poughkeepsie, New York to locate and utilize other possible water sources
in proximity to Orange Lake. C.T. Male Associates’ fee to OLHA for these services
will be $9,400. OLHA is requesting that the Town of Newburgh contribute
$4,700 to match the grant from OCWA. The Town Board offered to contribute
$2,350 but the Attorney for the Town needs to review the Grant Agreement
from the Water Authority.
Town Supervisor Gil Piaquadio returned to the meeting.
8. PRESENTATION: Darrigo Solar Farm
Jeffrey Lease of John J. Lease Realtors appeared before the Town Board to
discuss his proposal of constructing a solar farm on the property owned
by the Darrigo Family on Lakeside Road. Mr. Lease stated that he has most of
the information needed and is awaiting the formal comment letter from the
Department of Conservation advising him of the “no taking” action with
regards to the presence of any endangered species located on the property.
Once this approval is granted, Mr. Lease can move forward to obtain a
clearing permit. In addition, Mr. Lease would like the Town Board to consider
some potential tax relief involving the 3.75% sales tax on solar equipment.
9. ZONING TEXT AMENDMENT PETITION: Building Blocks Child Care Center
Maria Marino, owner of Building Blocks Child Center, and her attorney
Ashley Torre from the law firm Burke, Miele, Golden and Naughton of
Goshen, New York appeared before the Town Board to discuss their petition
for a zoning amendment to add the use of “Nursery School for Pre-School Children”
as a use permitted. All members of the Town Board do not oppose this
petition.

10. RECREATION DEPARTMENT:
A. Chadwick Lake Park Concert Series
Commissioner of Parks, Recreation and Conservation Robert Petrillo requests
approval to make approximately $4,000 in payments from the T-38 account for
the Chadwick Lake Park Concert Series expenses. Expenses will include the cost
of the entertainment and refreshments for the five events being held June through
August, 2020.

of the Town Board.

Color Page’s quoted price for 9,200 brochures is $5,795 which includes delivery.

approval to exercise the option to select Fireworks Extravaganza to present the
2020 Community Day fireworks at the manual price of $11,500. Fireworks
Extravaganza represented the only quote received from the bid solicitation
conducted in 2018.

A. Approval to Hire Wasterwater Maintenance Worker
Water and Sewer Department Manager Jeffrey Guido requests approval to
hire Daniel Tartter for the position of Wastewater Maintenance Worker.
The hourly salary is per the CSEA contract, which is a Grade 15, is $23.1571 with
a start date of February 3, 2020. Since Mr. Tarter is already a full time Town
employee, no paperwork is needed.

for the position of Wastewater Maintenance Worker at an hourly salary
of $23.1571 per the CSEA contract with a start date of February 3, 2020.

B. Partial Release of Landscape Security for McDonald’s
Landscape Architect Karen Arent recommends that the Town Board authorize
the release of one half of the landscape bond for the McDonald’s located
on Route 32. The total bond was for $65,330 and Ms. Arent recommends
that the Town return $32,665. The remainder of the bond will be held for two years
to ensure that the plants survive.

B. Award Contract for Garbage and Recyclable Collection
Town Supervisor Piaquadio requests approval to select Marangi Disposal of
Valley Cottage, New York as the Town’s garbage and recyclable collector
for the next three years, 2020, 2021, and 2022. Marangi Disposal was the lower
of the two bids received with an average yearly disposal cost of $15,064.32
for the three year contract. The excess pricing per cubic yard for 2020 is $5.00.
MOTION made by Councilwoman Greene to approve the selection of Marangi
Disposal of Valley Cottage, New York as the Town’s garbage and recyclable collector
for the next three years, 2020, 2021, and 2022 at a three year annual average of
$15,064.32 and an excess pricing per cubic yard for 2020 of $5.00.
