Board of Supervisor’s RoomCourthouseMarch 23, 2020 The Board of Supervisors of Humboldt County, Iowa met at 8:30 a.m. on the 23rd day of March 2020 with the following members present: Pedersen, Reimers, Loney, Lee and Underberg. Absent: None. Moved by Pedersen and seconded by Reimers to approve the amended agenda for the March 23, 2020 Board meeting. All voting aye. Moved by Loney and seconded by Lee to approve the minutes of the March 16, 2020 and the March 17, 2020 Board Meetings. All voting aye. Chairman Underberg opened the meeting up for public concerns. No one was present to speak so the Board continued with their regular meeting. The time of 8:35 a.m. having arrived and it being the time and place previously published for a public hearing on the FY 2020-2021 Humboldt County Budget, it was moved by Lee and seconded by Pedersen to open the public hearing. All voting aye. The Board and the County Auditor discussed the FY 2020-2021 Budget, there were no questions from the general public and no public input. It was then moved by Lee and seconded by Loney to close the public hearing. All voting aye. Moved by Lee and seconded by Loney to adopt Resolution #2020-7, a Resolution adopting the Compensation Board recommendations for FY 2020-2021 as follows:RESOLUTION # 2020-7HUMBOLDT COUNTY ELECTED OFFICIAL COMPENSATIONWHEREAS, the Humboldt County Compensation Board meets annually to recommend a compensation schedule for elected officials for the fiscal year immediately following. Moved by Reimers and seconded by Loney to approve the Humboldt County 2021 Iowa Department of Transportation Secondary Road Construction Program. All voting aye. Moved by Reimers and seconded by Pedersen to approve applications to work in the county Right-of-Way with AJM Farms in Section 27 of Weaver Township. All voting aye. Moved by Pedersen and seconded by Lee to approve Voucher #1 to Merryman Bridge Construction Company for Project #BROS-SWAP-CO46(73)--SE-46 for $8,477.80. All voting aye. Moved by Lee and seconded by Loney to approve the closing of the outer courthouse doors effective at noon on March 23, 2020 until further notice due to the COVID-19 epidemic. All voting aye. Moved by Pedersen and seconded by Lee to authorize the Chairman to sign the Canon certification. All voting aye. Moved by Lee and seconded by Loney to leave the Board of Supervisors meeting at every Monday morning at 8:30 a.m. All voting aye. The Board discussed the possibility of teleconferencing/video conferencing future Board meetings. The Auditor will check into using the Zoom application. Moved by Loney and seconded by Lee to approve a Disaster Declaration for Humboldt County due to the COVID-19 virus. All voting aye. Moved by Loney and seconded by Reimers to approve Resolution #2020-9, a Resolution approving temporary amendments to the Employee Policy Manual in Response to an Emergency Disaster Declaration as follows:RESOLUTION #2020-9A RESOLUTIONAPPROVING TEMPORARY AMENDMENTS TO THE EMPLOYEEPERSONNEL POLICY IN RESPONSE TO AN EMERGENCY DISASTER DECLARATIONWHEREAS, Iowa Governor, Kimberly K. Reynolds, on March 9, 2020 issued a proclamation of Disaster emergency; andWHEREAS, on March 23, 2020, Humboldt County issued a Declaration of Disaster Emergency; andWHEREAS, the above disaster emergency declarations were issued in response to the increasing number of COVID-19 cases reported within the State of Iowa; andWHEREAS, the Humboldt County Board of Supervisors desires to implement temporary emergency measures to respond to the increasing number of COVID-19 cases; andWHEREAS, this Resolution is intended to provide better protection for the health and safety of the public, county employees and their families.NOW, THEREFORE, BE IT RESOLVED BY THE HUMBOLDT COUNTY BOARD OF SUPERVISORS:Humboldt County adopts the following employee policies:Employees with a known exposure to COVID-19 and/or employees exhibiting virus-like symptoms can be sent home by their Elected Official/Department Head. An employee sent home under this provision will be paid as provided at paragraph 1(c) below.Sick leave shall not require a doctor’s visitation.Employees will not be required to use their accrued sick leave, or other accrued paid leave, but will remain on paid status for the longer of fourteen (14) calendar days or until released to return to work, if the following criteria is met:If an employee tests positive for the coronavirus and must therefore stay home per their doctor’s and/or Iowa Department of Public Health’s orders.If an employee is quarantined per their doctors, Iowa Department of Public Health and /or the Center for Disease Control orders.If an employee has been exposed to someone who has the COVID-19 virus and needs to be tested.If an employee is needed to care for a family member who has the COVID-19 virus.Employees will be required to use their accrued sick leave for other circumstances connected to the COVID-19 virus outbreak such as:An employee who chooses to self-isolate due to an underlying health condition or age and submits a recommendation for the self-isolation from a health care provider.An employee who needs to stay home to care for a family member due to the closing of a school or child/adult daycare. An employee choosing this option may be subject to callback in order to maintain minimum staffing levels at 24/7 operations and county-designated essential services.If an employee has traveled to an area that is on a restricted travel list (domestic or international) in effect on the planned date of return, employees with underlying health conditions creating greater risk of contracting COVID-19 may be approved by their Elected Official/Department Head for paid leave, if medically recommended to stay home to avoid potential exposure.Elected officials and Department Heads may temporarily waive limitations on use of sick leave to care for family members suffering from flu-like symptoms. Humboldt County adopts the following policies for provision of County Services:Elected Officials/Department Heads may establish a closed-door policy with an appointment-based system for provision of services.Elected Officials/Department Heads may authorize remote access for employees to work from home. The Department Head, in consultation with the County IT staff, shall determine the staff members who can work remotely; hardware needs, the means of connection; the methods of securing access; and the means by which to assure quality and accountability for services. The county will reimburse employee’s out-of-pocket expenses for remote access.The County will provide PSA’s to encourage public use of online and mail in services where possible.County employee travel outside of Humboldt County for county related business is suspended.The Humboldt County Board of Supervisors finds the COVID-19 outbreak is good cause for conducting public meetings in Humboldt County electronically to help minimize community spread of the COVID-19 virus. Public meetings may be held electronically, to the extent permitted by Chapter 21 of the Iowa Code.
