The Francis Marion & Sumter National Forests will soon advertise for a Forestry Technician (Recreation), GS-0462-05, on the Andrew Pickens Ranger District in Mountain Rest, South Carolina. This position is a permanent, full-time position. Major Duties of the Position

The position provides recreation support and serves as a Recreation Technician, working predominantly in developed and dispersed recreation management. The primary duties include the operations and maintenance of developed recreation areas, such as campgrounds, picnic areas, and trailheads; in addition, dispersed campsites in non-wilderness and wilderness areas. The incumbent will perform routine safety hazard analyses of public recreation use areas and trails, and takes, or recommends, corrective action including taking monthly water samples. The position serves as an inspector for recreation permits, which may include private boater river permits, outfitter/guide permits, and recreation events. The incumbent will assist in planning field projects including the utilization of volunteers to accomplish projects. The position will serve as a Collection Officer, Chainsaw Operator (minimum qualification Class A), and a Forest Protection Officer with responsibility in enforcement of laws and regulations associated with forest and recreation use. During the peak recreation season (April – September), the incumbent will work on weekends, including holidays, on a rotating schedule with other recreation staff.

In wilderness areas, the incumbent will ensure areas are operated, used, and maintained in accordance with the Forest Service Wilderness Policy.

Within the Chattooga Wild and Scenic River, the incumbent will ensure areas are operated, used, and maintained in accordance with the Forest Service Wild and Scenic River Policy including specific policy for the Chattooga River corridor.

The incumbent will provide detailed information about recreation opportunities to Forest visitors, and explains Forest Service rules and regulations, including information on resource management practices and current conditions.

The incumbent may be assigned to operate whitewater craft (e.g., canoe, kayak, or raft) while accompanying the river ranger on the Chattooga River to perform compliance checks, outfitter/guide inspections, and hazard tree assessments/eradication as skill level (whitewater), conditions and funding warrant. The incumbent may be assigned to other resource management duties, including prescribed burning and wildfire fighting, as skill level, conditions and funding warrant.

During the off-season, the incumbent may continue working independently, or with other employees and volunteers, on performing trail maintenance, construction projects, and resource protection/inventory/survey and data entry projects. The incumbent has responsibility for maintaining district recreation equipment and facilities, and has some administrative duties such as timekeeping, travel, entering data into databases, seasonal employee work scheduling, developing employee training plan, and assisting in the orientation of temporary employees.

The incumbent will be required to wear a Forest Service uniform and adhere to the agency’s uniform policy; drive a government vehicle and adhere to agency’s vehicle operation policy; operate a vehicle with a trailer; work with a variety of hand tools and mechanized equipment in an outdoor setting including adverse weather conditions such as high heat and humidity; require moderate to strenuous physical exertion including walking in rugged/steep terrain, bending, lifting, and carrying supplies for long periods of time. 

Duty Station

The Andrew Pickens Ranger District has a fairly even distribution of programs and work across all functional areas including wildlife, fisheries (including cold water trout streams), fire, timber, recreation, special uses, and lands. The district is slightly over 85,000 acres located in Oconee County. There are approximately 12 full time employees and 7 temporary employees in any given year. Popular attractions on the district include the world-class Chattooga Wild and Scenic River, the remote backcountry in Ellicott Rock Wilderness, and 15+ waterfalls. With the District being among the foothills of the Blue Ridge mountains the setting provides opportunities for hunting, fishing, hiking, backpacking, fall color sightseeing, camping, horse-back riding, and white-water boating. The management on the district also emphasizes habitat restoration and enhancement for a diverse range of wildlife and plant species with emphasis on rare, threatened, endangered, and sensitive species.

The Forest

The Sumter National Forest is headquartered along with the Francis Marion National Forest in Columbia, South Carolina. The forests consist of five staff groups within the Supervisor’s Office and four ranger districts encompassing more than 629,000 acres in the mountains, piedmont and coast. The other Sumter districts are the Long Cane Ranger District near Edgefield and the Enoree Ranger District near Union. The Francis Marion National Forest and Ranger District is located near Charleston.

Community Information

The mailing address for the Ranger Station (Stumphouse Ranger Station) is Mountain Rest, located in Oconee County. Mountain Rest is one of several small communities located within the boundaries of the district. Just outside the district boundaries are the towns of Walhalla (pop. 4,000), Westminster (pop. 3,400), Salem (pop. 128), and Seneca (pop. 8,000). Schools (K-12) are located in Walhalla, Seneca, Salem, and Westminster. Clemson University is located in Clemson (pop. 12,000), about 18 miles away, as are several other public and private colleges. The city of Greenville is a little over a one hour drive from Mountain Rest, and Atlanta, GA is about a two hour drive. The nearest airports are in Greenville, SC; Atlanta, GA; and Charlotte, NC. Government housing is not available.

Climate

The average maximum summer temperature for Walhalla is 88.6 in July. The average minimum winter temperature is 30.2 in January. Average total precipitation is 60.64 inches per year. Average total snowfall is 3.8 inches per year. Temperatures in the mountains (Mountain Rest) are typically a few degrees cooler year round with heavier rainfall amounts.
