Job Description

Title of Position: CMS Closeout Manager - Supervisor

Department: Contract Management Support

Location: Huntsville, AL

Supervisor’s Title: Senior Director, Government Services

Purpose of Position: This is an ideal position for someone who is looking for a great work environment that will allow them to leverage their skills and experience in government contracting to support the mission of creating opportunities for the blind and to provide quality contract close-out services to our clients.

Responsibilities:

1. Manage a workforce of blind and low vision personnel to ensure contract close out procedures are executed completely and accurately to the highest quality standard and that the completed file is ready for submission to a warranted government contracting officer for close-out.

2. Maintain full accountability for the close-out, ensuring that:

o all contract file documents are properly tracked, validated and reconciled, including but not limited to validation of contract file completeness, product and/or service delivery, receipt, and acceptance research and analysis,

o invoicing and payment research and analysis,

o de-obligation of excess funds and

o drafting contract modifications as required.

3. Establish departmental procedures metrics and status reports.

4. Implement contract close-out standard operating procedures.

5. Manage relationship between customer Contracting Officers’ Representatives and contract close-out staff ensuring issues are identified, elevated and adjudicated in a timely manner

6. Ensure regular communication with agencies are established and maintained and reporting requirements are fulfilled.

7. Other duties as assigned.

Education/Experience Requirements:

1. BA/BS degree (with 24 business credit hours)

2. Five (5) years progressive experience in government contracting. Previous experience as a Contract Specialist a strong plus.

3. Prior supervisory/management experience planning, organizing, monitoring departmental progress and developing employees.

4. Prior experience working with people who are blind, or blind with other disabilities helpful but not required.

Skills, Knowledge and Abilities:

1. Proficiency in use of SPS/ Procurement Desktop Defense (PD2), Federal Procurement Data System-Next Generation (FPDS-NG), My Invoice, and Wide Area Work Flow (WAWF).

2. Expertise in using MS Office (Access, Excel, and Word) products.

3. Ability to develop solutions and train staff to use software listed above and any other programs or procedures related to government contract close out functions.

4. Must possess effective organization skills.

5. Must be a creative problem solver.

6. Must be team oriented.

7. Ability to prioritize and be successful in project management.

8. Must be able to work well under pressure.

9. Must possess strong leadership skills.

10. Excellent communication skills, both verbal and written, required.

11. Must maintain a positive and respectful attitude and demonstrates flexible and efficient use of time.
