| 14. General Summary of Function/Purpose of Position |
|The position will be solely responsible, within a specific geographic area, for conducting annual on-site compliance reviews of state and Federally-funded |
|employment and training programs administered by the Department. Funding is granted to 16 local Workforce Development Boards (WDBs) who contract locally |
|through the Michigan Works! System to provide the employment and training programs in their local area. The programs are primarily Federally-funded by the US |
|Department of Labor, US Department of Health and Human Services, and the US Department of Agriculture. The programs provide employment and training assistance|
|to adults, youth, and dislocated workers who are eligible through the Workforce Innovation and Opportunity Act, Trade Act, or Wagner-Peyser Act, and welfare |
|recipients who are eligible through the Partnership. Accountability. Training. Hope. Program or the Food Assistance Program. The position will work |
|collectively with TIA staff responsible for programmatic functions in order to increase customer service and encourage continued participation by employers and|
|job seekers. As the pass-through agency for these funds the Department is required to monitor the grant recipients and their service providers for compliance |
|with the fiscal and administrative requirements set forth by the Federal Office of Management and Budget circulars, as well as, other Federal and state laws |
|and regulations, including compliance with the Single Audit Act. The position will be the primary point of contact for the local grant recipients and their |
|service providers, including the provision of technical assistance. |

|Conducts annual on-site compliance reviews of state and Federally-funded employment and training programs for a specific geographic area, including compliance |
|with the Single Audit Act. Each area has its own unique fiscal/administrative procedures and systems; the position must exercise considerable independent |
|judgment in selecting a proper course of action. Collect data, evaluate documents, and apply information gathered through interviews to determine eligibility |
|and/or compatibility with program requirements. Determine acceptability of fiscal/administrative documents, procedures, or applications, and decide what |
|actions to take. Extensive multi-agency contact necessitates the use of organizational skills to independently determine action needed to accomplish the tasks|
|within the limited time frame. Diplomacy and tact are needed to maintain favorable public relations with local officials. |

|Analyzes and synthesizes monitoring results and consolidate data for (1) preparation of a formal report of findings which includes corrective action and |
|recommendations for improvements of local level management controls, systems, and procedures to resolve a variety of issues; and (2) identification of issues |
|and assistance in development of recommendations for departmental policies and procedures. |

|Conduct follow-up monitoring of corrective action efforts and documentation as the result of deficiencies identified in monitoring, Single Audits, and Federal |
|monitoring. Determine acceptability of corrective actions and prepare official reports of follow-up results. |

|Designs monitoring instruments for on-going evaluation of programs and special studies as needed. Determine appropriate methods for review and evaluation. In|
|the absence of specific guidelines, research topics relative to applicable state and Federal laws and regulations, and policies of other bureaus, departments, |
|and agencies that impact on program compliance. Consult with and coordinate information from Federal, state, and local officials in this regard. |

|The Department requires grantees and contractors to establish and maintain financial and administrative systems for grant operations. There are broad |
|standards and guidelines established for the development of these systems. However, specifics are left up to local discretion. Therefore, there are |
|frequently a myriad of different systems in operation. The position must review complex and varied systems in the absence of specific procedures and determine|
|whether these systems meet Federal and state standards. Decisions are based on interpretations of Federal and state regulations. |

|Frequent travel within the state is required. Overnight travel and travel during winter months is required. Travel may include time outside of the normal |
|business hours of 8 a.m. – 5 p.m. The majority of the work is performed in an office setting. The office setting mainly consists of sitting and typing for |
|long periods of time in normal physical conditions. Occasionally both the official work location and field work locations may include physical activity, such |
|as, standing, stooping, crouching, reaching, lifting boxes/reference materials/equipment, carrying boxes/reference materials/equipment, walking, and bending, |
|as well as, physical conditions that may include cold, heat, noise, dust, odors, etc. |

|EDUCATION: |
|Possession of a bachelor’s degree in business administration, economics, finance, accounting, or related field. |
|EXPERIENCE: |
|Financial Analyst 9: No specific type or amount is required. |
|Financial Analyst 10: One year of professional experience providing a systematic review, analysis, interpretation, and/or |
|evaluation of budgets, mortgages, loans, or other financial data, equivalent to a Financial Analyst 9. |
|Financial Analyst P11: Two years of professional experience providing a systematic review, analysis, interpretation, and/or evaluation of budgets, mortgages, |
|loans, or other financial data, equivalent to a Financial Analyst 10 |
|KNOWLEDGE, SKILLS, AND ABILITIES: |
|Knowledge of Federal laws, regulations, administrative policies and procedures. |
|Knowledge of financial data sources including periodicals, manuals, and reports. |
|Knowledge of fiscal and program planning and budgeting. |
