Subject: Revisions to Lithium Battery Packing Instructions Ref: 2012-05

Dear efasim4you user,

The International Civil Aviation Organization (ICAO) Dangerous Goods Panel has proposed to change the Packing Instruction (PI) requirements for the shipment of lithium ion and lithium metal batteries. The changes are expected to be incorporated into the 2013/2014 edition of the ICAO Technical Instructions (ICAO TI) and then into the 54th edition of the International Air Transport Association (IATA) dangerous goods regulations. These changes, if adopted, will be effective on January 1, 2013.

Currently PI 965 (lithium ion) and PI 968 (lithium metal) section II provides for complete relief from all other provisions of the ICAO TI as long as the conditions outlined in section II are met. The current PIs do not restrict the number of cells or batteries per package just the maximum gross weight per package (PI 965 10 kg and PI 968 2.5 kg). ICAO is proposing to break up section II of these packing instructions. The new section II requirements are shown in the table on the next page.

Packages of lithium ion or lithium metal batteries meeting these new requirements would be allowed to continue to be transported under section II of the respective PI, and not subject to other requirements of the ICAO TI. Packages of lithium ion or lithium metal batteries exceeding the new limits specified in section II of PI 965 or PI 968 will be covered under new section IB and will be assigned to class 9 and subject to all the provisions of the ICAO TI, except that they need not be transported in UN specification packagings and the dangerous goods transport documents requirements of section 5.4 are not applicable, provided that alternative written documentation is provided. The information shown on the documentation must be in the following order:

1. The name and address of the shipper and consignee

2. UN#

3. Type of battery and PI (e.g., Lithium ion battery PI 965 IB)

4. The number of packages and the gross mass of each package

This proposed change could have a significant impact on lithium battery shippers who previously made shipment under section II of PI 965 or PI 968 and would now be required to ship under new section IB with additional regulatory requirements. For the complete text of the ICAO working paper go to:
