STATE BOARD OF EXAMINERSMINUTES – Regular MeetingApril 21, 2020 – 8:55 a.m.Call-In Information – (877)-820-7831; Listen Only Access Code = 6371288*Board Members and staff who may need to actively participate will be given a different Access Code. The regular meeting of the State Board of Examiners was called to order pursuant to Idaho Code §67-2002 and by the order of the chair 8:57 a.m.The following board members were present: Governor Brad Little by phone, Attorney General Lawrence Wasden by phone, Secretary of State Lawerence Denney by phone and State Controller Brandon Woolf by phone. Also present was: Sherri Ybarra, Superintendent of Public Instruction; Greg Wilson; Office of the Governor and Gideon Tolman; Division of Financial Management.State Controller Woolf introduced the consent agenda items. Attorney General Wasden then moved to approve the consent agenda. Secretary Denney seconded the motion. The motion passed on a unanimous voice vote.State Controller Woolf presented the Regular Agenda item.Mr. Wilson stated on March 27th, Governor Little made an Executive order to make a 1% reduction in spending across State government including Education. They are requesting a 1% reduction in the 2020 School Year budget this reduction does 2 important things. First, it transfers funds from the public-school income fund to the general fund and reduces the appropriation in a way that ensures that public education stabilization fund is preserved. Second, the targeted reduction in undistributed line item amounts which provide flexibility in the remaining funds to retain as much discretionary funding as possible for schools. The Governors Office worked closely with the State Board of Education, The State Department of Education to maximize flexibility and to implement the holdback in a way that is least disruptive to the education system. Attorney General Wasden asked to verify that the State Department of Education also agreed with this request. Superintendent of Public Instruction, Sherri Ybarra then commented that her office had been working very closely with Mr. Tolman from the Division of Financial Management on this request. Attorney General Wasden then moved to approve the regular agenda item. Secretary Denney seconded the motion. The motion passed on a unanimous voice vote. State Controller Woolf introduced the informational agenda items.Attorney General Wasden moved to adjourn the meeting.
