MEMORANDUM FOR SEE DISTRIBUTION

SUBJECT: Memorandum of Instruction (MOI) for 23-24SEP20 Applied Suicide Intervention Skills (ASIST) Training.

1. Mission: The Resilience, Risk Reduction, and Suicide Prevention (R3SP) Program in partnership with West Central Human Service Center (Bismarck, ND) will conduct a 15 hour ASIST Training to develop the skills required to intervene in a suicide situation. There are five (5) training slots available for NDARNG Soldiers or Military Family Members.

2. Target Audience: The ASIST Trainings are intended for all military service members, military family members and civilians (at least 16 years of age). Completion of ASIST training is one of two requirements for those Soldiers whom are on Suicide Intervention Officer (SIO) Duty Appointment Memorandums.

3. Reporting Instructions: Participants will report NLT 230830SEP20 to RJ Bohn Armory 4200 Miriam Ave; Bismarck, North Dakota; Room Number 393A&B. Training will conclude NLT 241700SEP20.

4. Course Outcomes: The emphasis is on teaching suicide first-aid to help a person at risk stay safe and seek further help as needed. Participants learn to use a suicide intervention model to identify persons with thoughts of suicide, seek a shared understanding of reasons for dying and living, develop a safe plan based upon a review of risk, be prepared to do follow-up, and become involved in suicide-safer community networks. The learning process is based on adult learning principles and highly participatory. Graduated skills development occurs through mini-lectures, facilitated discussions, group simulations, and role plays.

5. Duty Status: Units will contact MSG Myron Huber at 701-333-3417 for all orders and DTS travel questions. All orders should be processed two weeks prior to the scheduled training event: NLT 09SEP20. Soldiers wishing to attend this training will access approval and funding from within their designated unit. R3SP G1 Funding codes are only available for Soldiers who are facilitating this training and are as follows: Program Manager Code 1N0 and Type Duty Code 506.

a. Full Time National Guard Duty (ASIST Facilitator Only) - Operational Support (FTNGD-OS): FTNGD-OS orders can be requested by the unit through the G1. Travel orders will be requested through the Defense Travel System (DTS) by selecting the routing list “G1 Programs.” Leave the accounting line in DTS blank.

b. Active Guard and Reserve (AGR) (ASIST Facilitator Only): AGR Soldiers can request travel orders through DTS by selecting the routing list “G1 Programs.” Leave the accounting line in DTS blank.

c. Inactive Duty Training (IDT) and Annual Training (AT) (ASIST Facilitator Only): Soldiers attending in IDT or AT status will need to have AFCOS and DTS orders resourced from the decentralized account normally responsible for the Soldier’s IDT/AT pay and travel requirements; NO R3SP G1 funding is available.

d. Military Family and Civilians: Funding is not available for pay or allowances.

6. Quarters and Meals: Soldiers required to depart their HOR prior to 0600 in order to meet the 0830 start time are authorized lodging for the evening prior to the start of the designated class. Double occupancy is required which will be coordinated by MACOMs. Meals will not be provided. ASIST Facilitators’ travel (FTNGD-OS and AGR pay status only) funded by R3SP G1 must be routed through G1 Programs. There are no funding allowances for Military Family and Civilians.

7. Transportation: Government transportation is required. If Government transportation is not available then POV may be authorized by the unit representative. Non-government personnel may not utilize government transportation.

8. Pay Package: Upon completion of selected training event, attendees are responsible for completing pay packages with their assigned units. Facilitator’s travel vouchers will be submitted through DTS through the “G1 Programs” routing list within five (5) days following the training event. There are no funding allowances for Military Family and Civilians.

9. Uniform: Civilian Attire.

10. Coordinating Instructions: Unit Command will submit attendance roster (Encls 1) via email to the point of contact listed below NLT three (3) weeks prior to the scheduled training event (NLT 02SEP20). Military Family and Civilians may contact the POC listed below to register for this event. Trainings are subject to cancelation should less than eight (8) attendees be verified within the submitted attendance rosters.
