1 By means of this letter, the ITU has the pleasure to invite your administration or organization to attend the following events kindly hosted in Tashkent by the Telecommunications Administration of Uzbekistan: ITU Regional Forum 2012: “Bridging the standardization gap for RCC countries which will take place on 2 April 2012, the RCC Regional Preparatory Meetings for the World Telecommunication Standardization Assembly (WTSA-12) (3-4 (am) April 2012) and the World Conference on International Telecommunications (WCIT-12) (4 (pm)-6 April 2012), organized by the Regional Commonwealth in the field of Communications (RCC) and the International Telecommunication Union (ITU). ITU will be represented at these meetings by Malcolm Johnson, Director of the Telecommunication Standardization Bureau.

2 These three events will take place at the Hotel “Dedeman Silk Road Tashkent”.

3 Participation: The ITU Regional Forum 2012: “Bridging the standardization gap for RCC countries is open to ITU Member States, Sector Members, Associates and Academia in the RCC countries, as well as to any person from a country that is a Member State or Sector Member of ITU who wishes to contribute to the work. This includes persons who are also members of international, regional and national organizations.

The RCC Regional Preparatory Meeting for WTSA-12 is open to ITU Member States and ITU-T Sector Members.

The RCC Regional Preparatory Meeting for WCIT-12 is open to ITU Member States and ITU Sector Members in the RCC countries and representatives of other regional organizations.

4 The ITU Regional Forum 2012: “Bridging the standardization gap for RCC countries, will highlight ways and means to enhance cooperation and participation in ITU’s standardization work and standards implementation in the RCC countries. Moreover, it will address relevant Resolutions from RA-07 (Geneva, 2007), WTDC-10 (Hyderabad, 2010) and WTSA-08 (Johannesburg, 2008) that aim to bridge the standardization gap between developing and developed countries.

5 WTSA-12 will be held in Dubai, United Arab Emirates from 20 to 29 November 2012, preceded by the Global Standards Symposium (GSS-12) on 19 November. The RCC Regional Preparatory Meeting for WTSA-12 provides information about the preparations for the Assembly and coordinates regional views. Detailed information on WTSA-12 can be found at: ().

6 WCIT-12 will take place in Dubai, United Arab Emirates from 3-14 December 2012. The RCC Regional Preparatory Meeting for WCIT-12 will provide important information about this first-ever event and its preparations, including background on the issues to be discussed and the International Telecommunication Regulations (ITRs) and is also aiming at coordinating regional views which will be presented at the Conference. Detailed information on WCIT-12 can be found at: ).

7 Preliminary programmes for these meetings are set out in Annex 1. Further information about the meetings will be made available at the ITU website: . The information will be updated as new or modified information becomes available.

8 Interpretation and documentation: Discussions for these events will be held in Russian and English. Simultaneous interpretation will be provided. Please note that this will be a paperless meeting and in order to facilitate meeting management and document handling process, ITU encourages the use of electronic documents during the meeting. Electronic copies of the meeting documents will be made available on the website. Participants are encouraged to bring their laptop computers for the meeting.

9 Fellowships: ITU will provide one full or two partial fellowships covering return air ticket and daily allowance for each eligible country within the RCC countries only and within the available budget. The participants must be duly authorized by the respective RCC Administration from Low-Income developing countries with per-capita income under US 2,000. While the provision of fellowships is limited to only one full or two partial per country, the number of delegates from a country is not limited provided the expenses of additional delegates are borne by the country. Participants requiring a fellowship are requested to complete the Fellowship Request Form in Annex 5 and return it to the ITU by e-mail to: bdtfellowships@itu.int or by fax to +41 22 730 5778 by 2 March 2012 at the latest.

11 Visas: There may be visa requirements for citizens of some countries to enter Uzbekistan. Where that is the case, the visa must be requested and obtained from the office (embassy or consulate) representing Uzbekistan in your country. Participants who need support from the host country to obtain an entry visa should provide their passport information and fax number, using the Visa Support Form in

12 Accommodation: Participants will be responsible for meeting their accommodation costs.

Transportation

Transportation will be available for delegates from the airport to their respective hotels, as well as from the hotels to the venue of the meetings. Airport

There are currently twelve airports in Uzbekistan that are operated by Uzbekistan Airways National Air Company. Five of them: Tashkent, Samarkand, Bukhara, Urgench and Termez airports are international.

Tashkent International Airport completely meets international standards and the ICAO requirements and receives all the types of aircraft. Following a complete overhaul the passenger terminal for international flights provides a maximum level of convenience and services for passengers.

Entry Requirements and Visa Information for Republic of Uzbekistan

Those participants requiring entry visa to the Republic of Uzbekistan are requested to contact their local Embassy/Consulate of the Republic of Uzbekistan for information well in advance and to fill in a form .

Visas are issued to foreign citizens in the diplomatic and consular missions of the Republic of Uzbekistan abroad on the basis of the Visa Support Letter (permission from the Ministry of Foreign Affairs of Uzbekistan).

Consular Bureau visas can only be issued, upon arrival at Tashkent International Airport, to those foreign citizens arriving from countries that do not have diplomatic or consular missions of the Republic of Uzbekistan. In this case visa support from the hosting administration is required.

General Information

The Republic of Uzbekistan is situated between the rivers of Amudarya and Syrdarya and occupies 447,400 square meters. The span of the territory from the west to the east is 1,425 km and from the north to the south - 930 km. The territory borders on Kazakhstan in the north, on Kyrgyzstan and Tajikistan in the east and southeast, on Turkmenistan in the west, and on Afghanistan in the south.

Uzbekistan is the oldest land in Central Asia having a twenty-five centuries long history, the country with the arranged specific historical and cultural community different from that of other regions. Lately, tourism interests in Uzbekistan have been noticeably raised and accordingly, the range of travel facilities and services of local tour operators are being increased year by year for attracting more travelers to explore this wonderful place.

On the spaces of Uzbekistan there are many cities where hundreds of architectural monuments of different epochs are located. Among them are Samarkand, Bukhara, Khiva, Shakhrizabs, Termez and Kokand. These cities were the centers of science and the art.

The Great Silk Road, one of the most significant achievements in history of the World civilization has also passed through these cities.

Insurance

Insurance is not necessary for coming to Uzbekistan.

Vaccination requirements and medical facilities

No need for vaccination. A Medical Service will be available on-site, with immediate transportation and admission to a hospital for emergencies. During the Meetings first medical aid will be provided.

Climate

The climate of Uzbekistan is sharply continental, characterized by high amplitude of day and night, summer and winter temperatures. The temperature varies rather considerably with respect to the seasons. Average temperature in January falls below -6 C, while the average temperature in March may rise above +20-+24 C. Average annual atmospheric precipitation on the plains is 120-200 mm, in mountainous areas - 1000 mm. The amount of precipitations is low, which is why the agriculture relies on irrigation to a great degree.

Uzbekistan is 5 hours ahead of Greenwich Mean Time (GMT+5) 

Currency

The national currency of the Republic of Uzbekistan is the Uzbek Sum. All payments must be made in the national currency. Currency exchange offices are available in every city of Uzbekistan. Also currency can be exchanged at “bureaux de changes” in hotels and at banks.

Banks are open from 09:00 am till 19:00 pm from Monday to Saturday.
