Report to the General Assembly

This Report is being submitted pursuant to Public Act 98-990, effective August 18, 2014, which created the Licensed Medication Aide Pilot Program (“Act”). Administrative Regulations (“Rules”) were promulgated and adopted, effective November 24, 2015, for the implementation of the Public Act.

As set forth in 68 Illinois Administrative Code, Subpart E, Section 1300.600, et. seq., the Pilot Program ran from July 1, 2016 to June 30, 2019. The Pilot Program allowed authorized facilities to educate, train and employee individuals to work in their facilities to assist with medication administration while under the supervision of a registered professional nurse in a long-term care facility.

The Act stated that no more than 10 qualified employers and facilities be approved to participate in the Pilot Program and application forms for facilities that wished to participate were accepted between January 1, 2016 and March 31, 2016. On July 30, 2016, after completion of the review process set forth in Section 1300.630 of the Rules, seven facilities were authorized to provide training and subsequently employ individuals as licensed medication aides.

Application for individual practitioners to apply for licensure as Licensed Medication Aides were made available on the Department’s website in October 2016, and the first application for licensure was received on October 3, 2017. The first license was approved on November 14, 2017.

Between July 1, 2016 and June 30, 2019, five applications for licensure were received by the Department, and a total of 4 Medication Aide licenses were issued during the Pilot Program.

During the Pilot Program no complaints were received regarding Medication Aides; no investigations were completed; and, no licenses were disciplined.
