About this Document

The focus of this planning document is on the organizational impacts of the project with an analysis of the impacts to individual and agency work productivity. It follows the Project Charter section 2.4 “Impact on Organization” “The impacts on the organization are areas that need to be addressed by the project through its planning process. They may not be internal project risks, but they can impact the success of the project’s implementation.”

Organizational Impact Analysis Objectives

The objectives of the Organizational Change Management Plan are to:

• Assist in the assessment and analysis of the organizational impacts of the project

• Implement organizational changes to meet the impacts of the project.

• Anticipate and address the concerns of those who will be impacted by the project.

While the project is presumably being undertaken for positive results, to remove business problems or to improve on the delivery of the agency’s mission, it is necessary for the project to explore the human dimension of their organization, and the changes that the project will be imposing.

Infrastructure/Technology matters are covered in other project planning documents, so the focus of this document is on:

• Organizational Structure

This document provides a template for a process that starts with project initiation and planning, and is revisited at each phase of the project as it moves from planning through requirements definition and specification, solution design, build, piloting and deployment with its transition to operations.

Project Description

The “elevator speech” approach

Imagine that you are in an elevator with the executive sponsor or Cabinet Secretary and can take advantage of the few minutes to pitch the project. You have a limited amount of that person’s attention to sell the problem and the solution to the problem.

Project Context

We need to evolve a way of graphically representing the context of the project that pictures the technology, the organization(s), groups being impacted, and the nature of the changes the project will bring to bear.

The context diagram below can be edited in MS PowerPoint or the project can substitute its own visual. The idea is to provide an easy way of portraying the context into which the project will place its business solution.

The bullet points in the text boxes can be accessed by double clicking on the boxes.

This section focuses on the broad category of change that the project will be implementing, not on the specific detail of application screens. The focus is not on the desired business objectives, but rather on the means that will be used to bring about these goals.
