Various initiatives will be discussed, including activities that took place over the summer. Senators are reminded to let constituencies knows about this session. Senators are encouraged also to ask constituencies about priorities.Faculty survey of priorities: To be distributed Sept. 11 for discussion at All-Faculty listening session. Sankaranarayanan presented on the online survey, which includes a list of priorities for the coming year. Faculty will be invited to fill out the survey starting on Wednesday, 9/11/19. Priorities can be ranked in order of importance. PTR web application update: now live! Department chairs have had a basic introduction to the web app; faculty undergoing review should be able to coordinate the use of the app with their chairs. Some bugs reported early on have been fixed. Ongoing issues can be fixed as they are identified. Concerns can be forwarded to David Simmons, and he will communicate those concerns to the relevant stakeholders.Actions related to faculty governance resolutions and areas of primary responsibility: Approval of SEP Action Plans. Web pages are in the process of being updated. Simmons is working on fixing the links for agendas and minutes. List of faculty senate meetings has been created, but is not yet published to the website. Due dates for submission of agenda items (see end of agenda)2019-2020 Faculty Senate meetings (see end of agenda)Statement of principles of quality instruction. Senators should check Hartwick’s email regarding a potential AAUP resolution about quality of teaching. Given pressures for increased enrollment and numbers, Hartwick argues it’s important to not lose sight of quality. Email contains the AAUP pledge.New Business:Faculty Personnel Rules Committee: New election (discussion item). Simmons encourages senate to look at vacancies on committees and ensure constituencies are aware of the positions. Nomination surveys will be out soon. There are committees that need nominations and faculty members to serve on them. Simmons will check and see if assistant professor vacancies are necessary at this point, given the reduction of hiring in recent years.Emeriti resolutions (Munro, Leitheiser); Motion to approve: Sankaranarayanan.Second: Platt.Discussion: Resolutions were sent in hard copy during spring semester.Motion carries unanimously.resolution of appreciation/posthumous emeritus status for John Stone (action items; attached).Motion: HartwickSecond: Levy-NavarroDiscussion: Interim Provost Cook expressed his thanks for John Stone, who worked on UW-Whitewater’s HLC accreditation, which passed twice without concern as the result of Stone’s dedication. Hartwick adds that Stone’s work as interim provost always respected his work with faculty. Stone left a real mark on the campus and on individuals. IP Cook is planning a recognition event on October 7th at 5:00 to celebrate Stone’s contributions to UW-Whitewater.Motion carries unanimously.Principles of Faculty Governance: a Primer (discussion item; attached). Hartwick discussed the principles of faculty governance. Handout: Primer on Shared Governance at UWW in Accordance with Act 55. Reminder: Board of Regents is a member of Association of Governing Boards. Question: what advice would you give to someone who feels Statute 36 is being violated? Answer: Notify Faculty Senate Executive Committee.Motion to share primer with faculty, chairs, and deans: Gapinski.Second: Kam.Discussion: This isn’t an action item, and it’s not an approved document. Concerns about whether it would be approved by administration. Clarification: this is a new document that makes a different statement. Motion is withdrawn presently.Response from Chancellor Watson: Would like to take the document back to his cabinet and discuss it. What is the interpretation? Invariably, there may be times when the advice is not heeded. What happens then? Is the resolution a capturing of the advice of faculty? Is it possible to consult with faculty regarding issues OUTSIDE the traditional responsibility of faculty? A lot of tension happens between faculty and faculty, so what are the rules in that case? Encourages senate to think about the nuances of discourse across campus when it comes to eradicating tensions.10 minute break at 3:38 pm. Recovened at 3:48 pm.Academic Development Committee update—Jennifer Thibodeaux (action items; attached). Resolution 1. A member of the committee applying for sabbatical was asked to evaluate other sabbatical applications, and was in the room during discussion. Committee chair and Vice Provost Cook (VP at the time of the incident) agreed this was problematic. Scores of this particular committee member were tossed out and other sabbatical applicants were re-evaluated. Office of Research and Sponsored Programs sent out a Qualtrix survey asking about how they felt letting an applicant review other grant applications. There was no need to do this because there was already a resolution passed (Resolution 1). Motion to affirm Resolution 1 as a faculty resolution: BrownSecond: BrenDiscussion: Final sentence needs clarification. “This means that the member must recuse themselves from reading, rating, or considering the applications themselves AND being present when the deliberations occur if the member is an applicant” for clarification.Resolution passed without objection.Resolution 2.Concern is that meetings were being held without consulting members’ calendars. No chair has been elected as of yet.Motion to affirm Resolution 2: Brown.Second: Hartwick.Discussion: From Chancellor: Are these resolutions to guide the committee to follow procedures that are already enshrined in the committee guidelines? Answer from Thibodeaux: Yes. More discussion: change “common practice” to “guidelines.” Note: Simmons can send Bylaws to committees to ensure they’re following the guidelines. Website committee descriptions, functions and membership are out of date.Resolution passed without objection.Resolution 3.Motion to affirm: BrownSecond: NathDiscussion: This changes the function of the committee, which Faculty Senate can’t do. Suggestion: send recommendations to the Organization Committee, which can make changes and then submit them to the Faculty in spring. Suggestion: the rubric for sabbaticals is clear.Motion has been withdrawn. Senate recommends Academic Development Committee further consider this issue in light of discussion and forward any changes to the Organization Committee. SEP update—Elena Levy-Navarro, UPARC chair (discussion item). SEP was discussed. SEP Council meeting on Friday. Handout included, which outlines background and timeline. 8 plans have been approved for 2019-2020. 4 are clearly within the faculty’s primary area of responsibility. These action plans include proposed hires but more precise responses are desired. Action Plan 12 includes hiring 7 academic advisers. Comment from Interim Provost Cook: student government would vote for increasing deferential tuition to hire advisers. SEP Council can’t use other money for advising. Faculty senate appreciates these details. A workbook is being created with the intent of being readable for faculty and stakeholders not on the SEP Council.Question: Can we get a report with an overview of where we are in this process, where we’re going, and how it’s changing? Typically the Faculty Senate has approved Academic Plans. Reports (no action unless noted otherwise)Chancellor’s Report. Discussed principals of shared governance and collaboration. Student success is the common good. UWW is viewed as the pinnacle of success. This is one of the state’s most precious commodities. Question from senator: we deserve an explanation regarding the salary of the former Chancellor, who is not teaching this semester. Answer: Would you want the chancellor to publicly comment on any faculty member? Question from senator: can a general comment be made regarding UW System’s role? Answer: This issue is UW System. Question: Could we ask the Board of Regents? Answer from Simmons: We have an opportunity to communicate our concerns at the October Board of Regents meeting. Question from senator: What about PDP funds?Report of the Interim Provost. The most important thing to convey is that I take the role of chief academic officer very seriously. PDP funds: We decided not to make any changes to PDP funds this year due to the timing, optics, and morale. Question: can we get a fuller picture of the budget cuts? Last year, we were told we were not in the same situation as Steven’s Point and other campuses. At the next meeting, can we have a fuller picture of the budget? Answer: Yes.
