PURPOSE OF THE REQUEST FOR INFORMATION (RFI)The purpose of this RFI is to gather information regarding the development of a single client account (Hoosier Digital Link – HDL) planned to become the single source of client information for agencies across the State of Indiana. “Client” for the purpose of this RFI shall be defined as members of the public who utilize or access the State of Indiana’s various government systems and/or services.The information gained from this RFI may be used in the development of a future competitive solicitation process, leading to the designation of an entity or entities best suited to provide services that meet the Indiana Management Performance Hub’s (MPH) requirements. MPH is interested in learning about technology products and support services in pursuit of the creation of the HDL single client account. RFI response information will guide the course of action MPH may take in the future toward implementation of this Indiana single client account. The State may elect to limit participation in any future competitive solicitation to vendors that respond to this RFI.II. BACKGROUNDMPH and HDL Single Client Account VisionMPH is an Indiana state agency that partners with both government agencies and external organizations to leverage data to drive decisions, inform policy development, increase government efficiency, and improve outcomes for Hoosiers around the state. MPH’s vision for Indiana’s HDL single client account is to build a more holistic view of clients and the services they use, and to harness the power of cross-agency data to improve operations and services, and ultimately help improve the quality of life for clients statewide. With these goals in mind, high-level conceptual discussions have focused on a few primary specifications: The single client account will serve as the consolidated “single source of truth” for client information, rather than an aggregation of data from separate databases. This “single source of truth” will be the reference to which data users can turn when they want to ensure that they have the correct version of a piece of information.The State’s target is to achieve a 100 percent match rate for the consolidation of records from separate agency databases.Master client data should be able to be shared with individual agency databases.Development of the single client account should be driven by needs of State agencies in their pursuit of effective client service.The solution shall utilize existing and ongoing State efforts (see Section II.C. Progress to Date below) where possible. HDL OverviewHDL will be a statewide effort to develop the single client account, leading to improved quality of government service and increased internal efficiencies through enhanced system interoperability. The project will be completed in three phases:Completion of the Access Indiana single sign-on portal where citizens can streamline their interaction with the State of IndianaAnalysis of a consolidated record for an individual at the State levelImplementation of a mechanism for user interaction with their personal data. Progress to DateA number of steps have been taken by MPH in recent months relating to the HDL project, as detailed below:Target Agencies and Advisory Committee: Six Indiana target agencies have been identified for inclusion in the initial phase of the HDL project. Additionally, an advisory committee comprised of the Chief Information Officer (CIO) of each of the six target agencies was created to help shape discussions and determine the course of action that will be taken. The six initial agencies are: Bureau of Motor Vehicles (BMV)Indiana State Department of Health (ISDH)Family and Social Services Administration (FSSA)Department of Workforce Development (DWD)Department of Revenue (DOR)Indiana Office of Technology (IOT)Access Indiana Single Sign-On: In the first phase of the HDL project, plans are in place to begin development of a single sign-on portal called “Access Indiana,” that will enable clients to link and then view their accounts across all State agencies with a single username and password. Once clients have linked their accounts on the front-end, a unique identifier would be assigned, allowing for data matching on the back-end. In future phases, this portal may serve as the client-facing element of the single client account, with the clients themselves helping to ensure data accuracy. BMV and DOR have been identified as the initial pilot agencies for Access Indiana single sign-on. Within the next few months, MPH plans to implement single sign-on, linking accounts with a single Access Indiana credential. The remaining pilot agencies will also incorporate single sign-on through the end of the year and into 2019. Benchmark Interviews: As part of exploratory research, MPH team members conducted interviews with six government agencies that are currently using or developing databases similar to the intended single client account. This research provided insight into potential functionality and helped MPH further develop its vision for the HDL project. Additional Project PhasesHigh level planning discussions for future phases of the project have focused on increasing the number of agencies included, building in additional back-end and front-end functionalities, and expanding record linkage and harmonization. Given the scope of developing a solution of this magnitude, the current strategy is for the single client account to be built in stages, with an agile incorporation of each new module. As mentioned above, the next main stages are analysis of a consolidated record for an individual at the State level and then implementation of a mechanism for user interaction with their personal data. As a part of these stages, potential functionality may include, but will not necessarily be limited to, innovative support of: Record linkageClient self-service Identity proofing/verification Enterprise ID assignmentCross agency data analysis and reporting Case managementPotential eligibility determinationAdding agencies and existing datasets Data accuracy testingThe results of this RFI may further inform what functionality will be incorporated into a future single client account.III. VENDOR REQUIREMENTSIn order to respond to this RFI, the vendor must have one of the following: Experience providing or implementing single client account-like services or solutions for a government agency.Experience providing or implementing single client account-like services or solutions for a private entity.A single client account-like product or service that has not been implemented but could be developed for implementation in the near future.Respondents shall indicate which of the above criteria apply in their response to the RFI.IV. If a competitive solicitation results from this RFI, the information contained in the response submissions for this RFI will be made available to the public once the resulting solicitation has been awarded and the protest period has ended. Proprietary information may be requested to be kept confidential. Any such information must be marked clearly in your response submission as “CONFIDENTIAL MATERIAL”. It is the responsibility of the Respondent to ensure that all confidential information is easily identifiable.VI. QUESTION / INQUIRY PROCESSAll questions/inquiries in regards to RFI 19-006 must be submitted in writing via email using Attachment A, Questions and Answers Template, to Mark Hempel at mhempel@idoa. no later than 3pm ET on Wednesday, June 6th, 2018. The email subject line should contain the following phrase “RFI 19-006 – Questions”.The Procurement Division personnel will compile a list of the questions/inquiries submitted by all Respondents. The responses will be posted to the IDOA website. The question/inquiry and answer link will become active after initial responses to questions have been compiled. RFI REVIEW, CLARIFICATIONS, AND DISCUSSIONSThe State will review responses as outlined below. Note that the State is not reviewing responses with intent to award, but rather to help the State better understand the responses received. Step 1In this step responses will be evaluated to ensure that they adhere to Mandatory Requirements (Adherence to Section III. Vendor Requirements and submission of a complete response). Any responses not meeting the Mandatory Requirements may not be reviewed. Step 2 The Business and Technical responses for vendors that meet the Mandatory Requirements will then be reviewed. Step 2 may include one or more rounds of response discussions (oral and/or written) focused on response elements. Note on Oral PresentationsIf the State chooses, response discussions may include oral presentations. If the State holds oral presentations, only Respondents invited by the State may attend. All Respondents submitting a response must be available for oral presentations on the date specified in the Key Dates section of this RFI (This date is subject to change).
