BOARD OF DIRECTORS MEETING MINUTES

Place: Carmel American Legion, 852 West Main Street, Carmel, IN

Date: Saturday, 23 MAR 2019

Time: 1000 Hours

Those present: CWO3 Jay Morgan, Lt Col Jim Schluckbier, COL Clarence Scott, BG Jim Bauerle, Col Scott Russell, CAPT Jack Carrington, Col Larry Alexander, LTC Ned Moore, RDMU Tom Hill, COL John Topper, LTC Dick Albright, and COL Dave Hinshaw.

Elected Board Members absent were: CMSgt James Frier and Lt Col Joe Swaim.

Meeting Call to Order – CWO3 Jay Morgan

Opening - Pledge to the Flag of the United States: CWO3 Morgan

Opening Prayer – LTC Moore.

Introduction of Guests: None.

Secretary Report on Minutes: Lt Col Schluckbier – Approved and sent via e-mail.

• Submitted NP-20 form to Indiana Dept of Revenue for 2019.

Treasurers Report: COL Scott

• The FY 2019 Financial Report was presented. Balance = $15,940.90.

• Income: Kroger Rewards = $99.92.

• Expenses: Administration expenses = $20.42. Copies for report = $6.68. Award of Merit Medal = $13.74.

• Reviewed and discussed the 2018-19 Budget Report and a draft of the 2019-20 Budget.

• Motion by BG Bauerle and 2nd by Col Russell to approve as presented. Voice vote approved motion.

Section Reports:

• Army VP: BG Bauerle – No report.

• Naval VP: CW03 Morgan for RDMU Hill – The Navy’s F-35 aircraft is not ready for combat, even though accepted as operational.

• Air Force VP: Col Russell for CMSgt Frier –

o The new AFRC Command Chief is CMSgt White. The former Command Chief, CMSgt Kelley, is interested in being a mentor under the new ROA mentor program.

• Chaplain: LTC Moore – Convention Memorial Service for 36 people is ready.

• Legislative Report / Military Coalition: BG Bauerle

o Discussed status of Military/Veterans bills being worked on by the Legislature. Several bills are being worked in both houses. An example is: SB-613 is a Lending Law change that supports high interest rates loans.

• Congressional Affairs: COL Willis (absent) No report.

• Membership Report: COL Runyon

o Membership data from National ROA. Dept = 726, same as JAN.

o Term Members are not deleted for 90 days after MAR 31.

• Drum & Bugle Report: BG. Bauerle – It was published 14 MAR 2019. It is also posted on the ROA website.

• ROTC Report: COL Gary Steinhardt – No report.

Chapter Activities Reports:

• Chapter 1 – Met on 20 MAR 2019 with 19 attendees. Signed up 2 new members. Next meeting will be in MAY.

• Chapter 7 – Met on 13 MAR 2019 with 34 attendees. Charlie Russell spoke about the Air Force C-5 aircraft. A good speaker.

• Chapter 15 – No report.

• Chapter 63 – Started providing a ROA speaker at Commander’s Calls with aim of membership growth. Meetings are planned for APR, AUG, and OCT.

Old Business:

ROA Strategic Moment Campaign / Fund Raisers: Lt Col Schluckbier for RDMU Hill – Discussed several ideas as follows:

• Kroger’s Community Rewards Program for non-profit organizations provides funds when members make purchases at their local stores.

o To help with the program people need to go to to start an account and direct your card number to support ROA, IN DEPT using the following NPO #IM104. The correct phone number is 1-866-221-4141.

o An annual sign-up is “NO LONGER REQIRED” to keep each person enrolled and funds coming to the Dept of Indiana ROA. Need more participants. Currently only 310 of 726 members participate.

• Amazon Smiles Program fund raisers – Need someone to investigate how the Dept of Indiana gets certified as a participant.

Veterans Day at State House – It occurred on 11 FEB 2019. It went well. ROA signed up 2 new members.

New Business:

Dept Annual Meeting (Convention): Col Russell –

• All events will occur in the Dining Facility at Grissom ARB.

• Registration fee is $25. Need people to send in attendance plans.

• Billeting will cost $70 per night. The contact number is 765-688-2844.

• Standing committee chairmen are all appointed.

• Speaker’s: Cong. Jim Baird; Brig Gen Patrick Renwick, and CMSgt Shane Smith. There will be no Speaker’s Dinner.

• Social Time at Chocks (all ranks club) begins at 1800 Friday, 26 APR. Chap 63 is hosting it with some snacks.

Global Affairs Seminar / Fall ROA Meeting: CW03 Morgan –

• Discussed the future of the event. The Fall Meeting is required by the Constitution & Bylaws. GAS is not required.

• Discussed moving the Fall ROA Meeting to 19 OCT from November.

• Chap 7 will host the event at the Carmel American Legion.

Ask for New Business: CWO3 Morgan –

Meeting Date Changes – Discussed changing the following dates:

Dept. Board Meeting – from 28 SEP 19 to 24 AUG 19

Global Affairs Seminar / Fall ROA Mtg.- from 16 NOV 19 to 19 OCT 19.

Changes will be part of the 2019-2020 Meeting Date approvals at the Convention/Business Meeting.

Motion to Adjourn was made by BG Bauerle with 2nd by COL Scott, which was approved by voice vote.
