RFP 19-021TECHNICAL PROPOSALATTACHMENT FPlease supply all requested information in the yellow-shaded areas and indicate any attachments that have been included. Document all attachments and which section and question they pertain to.2.4.1 Respondent shall provide the clinical and supervisory staff to manage and deliver the Indiana Sex Offender Management and Monitoring (INSOMM) Program to all eligible offenders incarcerated with and paroled by the IDOC. Respondent shall recruit, hire, and train all staff. Respondent shall ensure that all staff members possess the necessary qualifications and experience, including credentials and or licensure, required to perform the services. Respondent should provide in its response to this specification a proposed staffing schedule/pattern for the services based on FTE’s (full time equivalents). In addition, Respondent should provide job descriptions and qualifications for each position in the staffing schedule/pattern for IDOC review. The services are currently being provided with a total of 30 FTE’s, which include 5 FTE’s for administrative staff; 2 FTE’s for office staff; 8 FTE’s for Phase II (adult); 4 FTE’s for Phase II (juvenile); and 11 FTE’s for Phase III (adult). (This information included for reference only.) The Respondent should describe how it intends to meet this specification, indicating where the proposed staffing schedule/pattern can be found. Additionally, the Respondent should respond to this specification by indicating it understands the specification and is willing to meet the requirements upon being awarded a contract resulting from this RFP.2.4.2 The Respondent shall provide a proposal for the pre-release management of sex offenders with special needs placements through early identification of problem placements and provision of assistance in finding housing for these offenders. The proposal should include:The development and use of a sex offender special needs placement module to be delivered as the last module in the INSOMM Phase II sex offender group treatment program, to include:When offenders with placement problems have been identified via a group module, individualized case management and small group classes for those offenders will be held on a monthly basis until placement problems are resolved and/or until all options are exhausted.These classes will utilize information obtained from both the “Sex Offender Special Needs Housing Guide” and from the direct experience of the District Coordinator in the offender’s district who will be available with housing options available in that district at the time of the offender’s release.Respondent shall designate staff to implement this requirement. These staff shall be identified as “District Coordinators.” Where appropriate, the District Coordinator will strengthen positive supports by providing pre-release information and guidance to potential offender support persons.As an initial step in meeting this requirement, the District Coordinators will conduct systematic review and evaluation of all available special needs housing in each parole district throughout the state. Once an initial assessment of available resources has been completed, a “Sex Offender Special Needs Housing Guide” will be completed. This reference guide will list available community resources for special needs housing of sex offenders within the respective parole districts. The guide will be updated continually as information changes and new resources are located.As part of the initial assessment process, and on an ongoing basis thereafter, the District Coordinators will meet personally with landlords/apartment owners within each parole district to educate, problem solve, and locate special needs housing opportunities that were previously unknown or unavailable.The District Coordinators will actively utilize public and private resources throughout the state (e.g., the Indiana Housing Authority, the Family and Social Services Administration, faith-based organizations, etc.) to continually locate and secure additional special needs housing options for paroled sex offenders.Respondent’s staff will draft the necessary forms and documentation and develop processes that ensure appropriate communication between Respondent’s personnel and the IDOC regarding placement recommendations prior to offender placements.As a means of reducing parole violations, the Respondent will conduct educational classes in parole district offices relating to finding employment, compliance with sex offender registration and residence restriction laws, and increasing compliance with treatment and supervision requirements.The Respondent should describe how it intends to meet this specification. Additionally, the Respondent should respond to this specification by indicating it understands the specification and is willing to meet the requirements upon being awarded a contract resulting from this RFP.2.4.3Respondent will collaborate with appropriate IDOC staff to offer new, and expand existing, initiatives for measuring and demonstrating reductions in offender recidivism. Respondent should propose to apply its research and analytical expertise to augment outcome measurements and improve the specificity, reliability, and internal and external validity of INSOMM recidivism data. These research efforts will drive publications and presentations that will promote the State of Indiana as the leader in correctional treatment and community management of sex offenders. The Respondent should describe how it intends to meet this specification. Additionally, the Respondent should respond to this specification by indicating it understands the specification and is willing to meet the requirements upon being awarded a contract resulting from this RFP.2.4.4Respondent shall be responsible for program management while working in collaboration with the Indiana Department of Correction staff in Central Office, facilities, and parole districts. Respondent will ensure its overall programming meets all applicable statutory requirements for sex offenders.The Respondent should describe how it intends to meet this specification. Additionally, the Respondent should respond to this specification by indicating it understands the specification and is willing to meet the requirements upon being awarded a contract resulting from this RFP.2.4.5Respondent shall maintain a network of approved treatment providers within local communities. Respondent shall also supply information in the qualifications required to be an approved provider and how it intends to manage, monitor, and audit network providers. For reference, current practice provides that there are seventeen (17) different agencies used, with a total of thirty-four (34) credentialed treatment providers (therapists). Because some of the agencies provide services at more than one office location, services are provided by these providers at thirty-five (35) different locations across the state.The Respondent should describe how it intends to meet this specification. Additionally, the Respondent should respond to this specification by indicating it understands the specification and is willing to meet the requirements upon being awarded a contract resulting from this RFP.2.4.6Respondent shall oversee and manage all phases of the INSOMM Program. Respondent shall be responsible for all management, administrative, and direct clinical cost to provide INSOMM Programming. IDOC will provide the Respondent with security coverage, programming space, furniture and utilities at designated INSOMM Program sites. IDOC will provide access to the Offender Information System (OIS), Parole Case Management (PCM), Adult Case Management Systems (ACMS), and the Total Case Management System (TOMS). Respondent should provide all computer equipment and consumable supplies. The IDOC shall provide long-distance telephone services and connect fees from the Outlook Email System and internet for Respondent employees at INSOMM prison-based facilities and expenses that are the result of dial back/computer activity line charges. All costs to implement and manage subcontracts for an approved provider network shall be responsibility of the Respondent.The Respondent should describe how it intends to meet this specification. Additionally, the Respondent should respond to this specification by indicating it understands the specification and is willing to meet the requirements upon being awarded a contract resulting from this RFP.2.4.7Respondent and its employees and subcontractors shall abide by all laws regulations, policies and standards of the State of Indiana, Indiana Department of Correction, and American Correctional Association.The Respondent should describe how it intends to meet this specification. Additionally, the Respondent should respond to this specification by indicating it understands the specification and is willing to meet the requirements upon being awarded a contract resulting from this RFP.2.4.8Respondent shall permit the IDOC, Indiana State Department of Health, or any other authorized agent to monitor, at any time, all activities conducted pursuant to this contract. Such monitoring may consist of internal evaluation procedures.The Respondent should describe how it intends to meet this specification. Additionally, the Respondent should respond to this specification by indicating it understands the specification and is willing to meet the requirements upon being awarded a contract resulting from this RFP.2.4.9Respondent shall be responsible for the cost of ongoing training of its INSOMM program employees. This training shall include training some staff in the area of Penile Plethysmograph (PPG). Respondent shall provide specialized training to IDOC personnel, including new parole agents, and periodically to community Approved Network Providers at the Respondent’s expense. The Respondent shall additionally hold, at its expense, a two-day INSOMM training conference open to IDOC staff and service partners in the community. The respondent should include a sample agenda for these training sessions. The respondent’s agenda should include a variety of topics that represents the interests of Adult and Juvenile parole and clinical staff.The Respondent should describe how it intends to meet this specification. Additionally, the Respondent should respond to this specification by indicating it understands the specification and is willing to meet the requirements upon being awarded a contract resulting from this RFP.2.4.10Respondent shall be responsible for data collection and maintenance. The Respondent shall utilize the INSOMM electronic case management record keeping system to maintain all treatment records. All date and records shall remain the property of the IDOC. The Contractor must follow Indiana statutes, IDOC policies and procedures, with respect to releasing or disclosing the contents of such records or files. The Respondent should describe how it intends to meet this specification. Additionally, the Respondent should respond to this specification by indicating it understands the specification and is willing to meet the requirements upon being awarded a contract resulting from this RFP.2.4.11Respondent shall coordinate with medical, mental health, and substance abuse personnel. Medical and mental health services for IDOC offenders are contracted out through a separate contract and not within the scope of responsibilities of the Respondent. Additionally, the Respondent should respond to this specification by indicating it understands the specification and is willing to meet the requirements upon being awarded a contract resulting from this RFP.2.4.12Respondent shall be responsible for establishing and/or maintaining a current reference library at each facility providing INSOMM Programming. This should include materials pertaining to sex offender management and supervision with emphasis on the containment model philosophy.The Respondent should describe how it intends to meet this specification. Additionally, the Respondent should respond to this specification by indicating it understands the specification and is willing to meet the requirements upon being awarded a contract resulting from this RFP.2.4.13Respondent shall provide Phase I, Phase II, and Phase III services to juvenile sex offenders. Respondent shall use polygraph and/or voice stress analysis examinations as a part of its Phase III containment model for juvenile sex offenders. The Respondent should describe how it intends to meet this specification. Additionally, the Respondent should respond to this specification by indicating it understands the specification and is willing to meet the requirements upon being awarded a contract resulting from this RFP.2.4.14Respondent shall meet the Performance Requirements negotiated for the contract resulting from this RFP and agreed on by the parties. IDOC shall be responsible for all contract management, review, and oversight. If Respondent fails to cure any performance deficiencies after a reasonable opportunity, it will be assessed liquidated damages.The Respondent should describe how it intends to meet this specification. Additionally, the Respondent should respond to this specification by indicating it understands the specification and is willing to meet the requirements upon being awarded a contract resulting from this RFP.2.4.15Respondent shall provide a staffing plan in response to this specification that shall include all management, clinical and treatment positions, including positions planned to be sub-contracted. Additionally, the Respondent should respond to this specification by indicating it understands the specification and is willing to meet the requirements upon being awarded a contract resulting from this RFP.2.4.16Respondent shall exclude from working at any IDOC facility any employee deemed by the IDOC to be incompetent, insubordinate, or objectionable for safety of security reasons, or for any other reason deemed objectionable by the IDOC. Respondent shall conduct background checks on all employees prior to hiring. Respondent will not hire, nor rehire any employee who was removed for cause or resigned with prejudice from the IDOC.The Respondent should describe how it intends to meet this specification. Additionally, the Respondent should respond to this specification by indicating it understands the specification and is willing to meet the requirements upon being awarded a contract resulting from this RFP.2.4.17Respondent will ensure that its staff and contracted staff in facilities will undergo all training and orientation required by the IDOC for working with offenders, including on-going in-service training. The IDOC shall provide this training, but the Respondent shall be responsible for the salaries of its employees while attending the training. Respondent will be responsible for training its employees in the INSOMM Program philosophy and methodology, and ensuring that its employees and contracted providers maintain all required licensing and credentials required by their services. The respondent should include a sample agenda for these training sessions.The Respondent should describe how it intends to meet this specification. Additionally, the Respondent should respond to this specification by indicating it understands the specification and is willing to meet the requirements upon being awarded a contract resulting from this RFP.2.4.18Respondent shall participate in 1 (one) meeting of INSOMM stakeholders on an annual basis. The meeting shall include IDOC leaders and include a diverse array of stakeholders invested in the success of the INSOMM Program. IDOC shall determine who attends the meeting. The Respondent should describe how it intends to meet this specification. Additionally, the Respondent should respond to this specification by indicating it understands the specification and is willing to meet the requirements upon being awarded a contract resulting from this RFP.2.4.19The Respondent shall assist the IDOC with an established GPS monitoring program for adult sex offenders in Phase III.??The Respondent shall agree to work cooperatively with the IDOC’s contracted provider of GPS hardware and monitoring services.The Respondent will provide one full-time GPS Coordinator at New Castle Correctional Facility, or future designated facility, to coordinate GPS services as offenders are released to parole. The GPS Coordinator will collect clinical information for the purpose of completing GPS Risk Information Worksheets for soon to be released parolees. The position will also be a resource for IDOC Parole Agents and serve as a link between facility and community staff regarding GPS related issues. They will also oversee and track inventory of GPS equipment at New Castle Correctional Facility, or future designated facility.In addition to GPS duties, this position will provide sex offender specific re-entry classes to sex offenders that provide information regarding parole stipulations and sex offender registration requirements. The position will also meet with special needs sex offenders to provide assistance in locating housing using information from the “Sex Offender Special Needs Housing Guide.” The Respondent will maintain 24/7 coverage of GPS alerts during evenings, weekends, and holidays by providing at minimum two (2) on-call District Coordinators who will field alerts/calls that cannot be cleared by the IDOC’s contracted GPS vendor. The Respondent would assist the IDOC in managing the GPS management and monitoring program for 400 sex offenders on GPS equipment.The Respondent will utilize the information provided by the vendor to make clinical determinations and/or to report behavior to parole agents, contract case managers, local law enforcement, Indiana State Police, and the Indiana Parole Board. Additionally, the Respondent shall not charge IDOC parolees for these services, or other reimbursements, but the Respondent will, if the IDOC requests, collect such charges from participating offenders on behalf of the IDOC.?? Additionally, the Respondent should respond to this specification by indicating it understands the specification and is willing to meet the requirements upon being awarded a contract resulting from this RFP.2.4.20Respondent will conduct polygraph and/or voice stress analysis examinations for adult INSOMM participants at least one day a week, 48 weeks a year. Respondent will provide information on how it will recruit, manage, maintain, and audit certified polygraphist/voice stress examiners. For reference, current practice provides that there are 15 credentialed polygraph examiners in the network.These examinations will be in addition to polygraph and/or voice stress analysis examinations given to paroled offenders as part of a Phase III containment model. Adult parolees may be responsible for a co-pay on all polygraph and/or voice stress tests, unless otherwise deemed to be indigent. Current practice provides that parolees pay 50%, while incarcerated offenders do not pay. This rate may be altered with written approval of the Parole Director, Indiana Department of Correction.The Respondent should describe how it intends to meet this specification. Additionally, the Respondent should respond to this specification by indicating it understands the specification and is willing to meet the requirements upon being awarded a contract resulting from this RFP.2.4.21The Respondent will provide INSOMM programming for juvenile sex offenders according to the standardized curriculum developed by the IDOC, or according to its own proposed curriculum. The Respondent shall incorporate the three Phases into its curriculum.The Respondent will deliver Phase I of INSOMM programming for juvenile sex offenders, which will include a psycho-sexual interview and signing of all consent forms. Phase II shall consist of a group treatment setting in which the juveniles will participate in the standardized curriculum developed by the IDOC, or according to its own proposed curriculum. The Respondent will provide Phase III services to juvenile sex offenders by assisting in the monitoring the juvenile in the community using the Containment Team Model. Respondent will also provide a community based supervision and treatment program for paroled juvenile sex offenders. The Respondent will recruit, credential, develop, and train community providers to assist in expanding juvenile sex offender treatment capacity. Respondent shall provide oversight and supervision of the Juvenile sex offender community supervision program, which includes IDOC and Division of Youth Services (DYS) staff supervising juvenile sex offenders. Respondent shall work with the IDOC---Juvenile Parole, Adult Parole, and IDOC Central Office staff – and other stakeholders to ensure integration of services across government agencies, departments, and jurisdictions.Respondent will deliver specialized training for Division of Youth Services (DYS) Juvenile Reintegration Specialists. This training shall teach specialized skills and knowledge specific to the supervision, management, and treatment of juvenile sex offenders. The Respondent will provide guidance to new Juvenile Reintegration Specialists supervising juvenile sex offenders. Respondent shall provide reports to the IDOC and DYS on the delivery of services for juvenile sex offender parolees and other pertinent data demonstrating program effectiveness.The Respondent should describe how it intends to meet this specification. Additionally, the Respondent should respond to this specification by indicating it understands the specification and is willing to meet the requirements upon being awarded a contract resulting from this RFP.2.4.22If the Respondent has a personnel vacancy for over forty five (45) calendar days, there may be a reduction of 150% of salary for each position/day/occurrence dating to the initial date of vacancy. Respondent will be prohibited from shifting personnel from one position to another to escape the liquidated damages outline herein; however, Respondent may make personnel shifts when agreed to by the IDOC, without invoking this clause.The Respondent should describe how it intends to meet this specification. Additionally, the Respondent should respond to this specification by indicating it understands the specification and is willing to meet the requirements upon being awarded a contract resulting from this RFP.2.4.23The Indiana Department of Correction will allow the Respondent’s cost for certain specific services, such as polygraph testing, GPS monitoring, and some treatment programs, to be offset by payments by the offenders receiving the treatment or services paying a portion of the cost.??The Offender costs may be pro-rated for the type and frequency of services received by the offender, and whether the service is initial or part of ongoing maintenance.? These costs shall not exceed a 50% portion of the cost, nor shall the offender’s portion for all services be 50%.??Offenders who are indigent will not be expected to pay any portion of the cost.For example, current practice provides that non-indigent offenders are responsible for $10 of the initial evaluation, $10 of the first two (2) treatment sessions, $20 of the next two (2) treatment sessions, $30 of the next two (2) sessions, and the entire cost of all sessions thereafter. Indigent offenders do not pay for treatment services. Current practice also provides that Respondent shall pay for 50% of polygraph fees, while the non-indigent offender pays the other 50%. Respondent shall pay for 100% of polygraph fees for indigent offenders. Respondent should also include initial tests, maintenance and monitoring, and index offense tests.The Respondent should describe how it intends to meet this specification.
