BOARD OF DIRECTORS / FALL MEETING MINUTES

Place: Carmel American Legion, 852 West Main Street, Carmel, IN

Date: Saturday, 26 JAN 2019

Time: 1200 Hours

Those present: CWO3 Jay Morgan, Lt Col Jim Schluckbier, COL Clarence Scott, BG Jim Bauerle, Col Scott Russell, COL Greg Runyon, CAPT Jack Carrington, Col Larry Alexander, and COL Jim Sweeney.

Elected Board Members absent were: CMSgt James Frier, COL John Topper, RDMU Tom Hill, Lt Col Joe Swaim.

Meeting Call to Order – CWO3 Jay Morgan

Opening - Pledge to the Flag of the United States: CWO3 Jay Morgan

Opening Prayer – CWO3 Jay Morgan.

Introduction of Guests: None.

Secretary Report on Minutes: Lt Col Schluckbier – Approved and sent via e-mail.

• Business Entity Report completed for 2019/2010 for the Indiana Secretary of State.

Treasurers Report: COL Scott

• The FY 2018 Financial Report was presented. Balance = $15,861.40.

• Income: GAS Registrations = $325.00. GAS sponsorship = $300.00. Sustainment Fund Donation from Maj Gen Bob Nester = $100.00.

• Expenses: GAS food & snacks = $ 384.06. Administration expenses = $64.75. Copies for Financial Audit = $34.40. Rolling Thunder Vet Day Donation = $100.00. Treasurer’s Bond = $100.00.

• Motion by COL Willis to donate $150 to Indiana Military Museum 2nd by COL Hinshaw. Electronic vote disapproved the motion.

• Motion by BG Bauerle and 2nd by Col Russell to approve as presented. Voice vote approved motion.

• Financial Audit by LTC Dick Albright and COL Dave Sutherland. All records were “found to be in good order”. Plan to conduct future Financial Audits at the Annual Convention.

Section Reports:

• Army VP: BG Bauerle – New machine gun for both tanks and as a squad weapon. New rifle. New body armor.

• Naval VP: CW03 Morgan for RDMU Hill – Discussed South China Sea tensions.

• Air Force VP: Col Russell for CMSgt Frier –

o 310 Support personnel of from Grissom ARB deploying to the Middle East.

o Grissom Air and Space Expo will occur 7-8 SEP 2019. Appearing there will be the Air Force Thunderbirds and the Army Golden Knights parachuting team.

• Chaplain: LTC Moore – No report.

• Legislative Report / Military Coalition: BG Bauerle

o Discussed status of Military/Veterans bills being worked on by the Legislature. More than 20 bills are in both houses. An example is HB-1010 raising the military retiree deduction from $6,250 max to 100% between now and 2023.

o Veterans Day at State House – It will occur on 11 FEB 2019 from 9:00 AM to 2:00 PM. There will be coffee and donuts plus lunch.

FREE Parking available with shuttle service is planned at Victory Field, home of the Indianapolis Indians baseball team.

• Congressional Affairs: COL Willis (absent)

o Comments by attendees – Government is not working well with shutdown and temporary opening of agencies.

• Membership Report: COL Runyon

o Membership data from National ROA. Dept = 726, a net loss of 32 members.

o Term Members are not deleted for 90 days after MAR 31.

• Drum & Bugle Report: BG. Bauerle – It will be published about 6 MAR 2019.

• ROTC Report: COL Gary Steinhardt – No report.

Chapter Activities Reports:

• Chapter 1 – Met on 16 JAN 2019 with 9 attendees. MG Mark Pillar will speak to the Point Man Group on 15 APR.

• Chapter 7 – Met on 12 DEC 2018 with 36 attendees. A good speaker, Andrew Thieme presented WWI related information.

• Chapter 15 – No report.

• Chapter 63 – Met on 5 JAN with 12 attendees. Lt Col Schluckbier spoke with members about plans for the 27 APR Convention. Also discussed were several opportunities for membership growth.

Old Business:

ROA Strategic Moment Campaign / Fund Raisers: Lt Col Schluckbier for RDMU Hill – Discussed several ideas as follows:

• Kroger’s Community Rewards Program for non-profit organizations provides funds when members make purchases at their local stores.

• To help with the program people need to go to to start an account and direct your card number to support ROA, IN DEPT using the following NPO #IM104. The correct phone number is 1-866-221-4141.

• An annual sign-up is “NO LONGER REQIRED” to keep each person enrolled and funds coming to the Dept of Indiana ROA. Need more participants. Currently only 310 of 726 members participate.

New Business:

Dept Annual Meeting (Convention): Col Russell –

• All events will occur in the Dining Facility at Grissom ARB.

• Billeting will cost $70 per night. The contact number is 765-688-2844.

• Food costs have been determined.

• Speaker’s Dinner buffet will cost $25.

• Speaker Names and any related costs are unknown (COL Willis).

• Registration fee is estimated at $25 or $30 – need all info to finalize it.

Global Affairs Seminar / Fall ROA Meeting: CW03 Morgan –

• Discussed the future of the event. The Fall Meeting is required by the Constitution & Bylaws. GAS is not required.

• Discussed moving the event to 19 OCT from November.

• Tabled discussion until 23 MAR to get more input.

Ask for New Business: CWO3 Morgan –

New Fund Raiser Idea: BG Bauerle -

• Amazon Smile has a community rewards program for charitable organizations. The reward is 0.5% of all money spent by participants.

• BG Bauerle will check into how Dept of Indiana ROA will be able to participate – set up an account, etc.

Meeting Date Changes – Discussed changing the following dates:

Dept. Board Meeting – from 28 SEP 19 to 24 AUG 19

Global Affairs Seminar / Fall ROA Mtg.- from 16 NOV 19 to 19 OCT 19

• Tabled discussion until 23 MAR to get more input to finalize these tentative dates for the next year.

Motion to Adjourn was made by BG Bauerle with 2nd by COL Runyon, which was approved by voice vote.
