POSITION: I T TECHNICIAN

RESPONSIBLE TO: Information Systems & Technology Director

POSITION OBJECTIVES

The IT Technician maintains the IT and Telecommunications infrastructure, and desktop environment for Klamath Tribal Health & Family Services (KTHFS).

The IT Technician assists the IST department in managing, implementing, and maintaining the KTHFS Wide Area Network and Local Area Networks at each KTHFS location.

The IT Technician works to ensure the functionality of all desktop hardware and software necessary to the operations of all KTHFS departments and makes recommendations to the IST Director for equipment purchases and system upgrades.

The IT Technician maintains the telecommunications systems including voicemail systems at all KTHFS locations.

The IT Technician provides technical support to all KTHFS departments and locations and prioritizes requests to ensuring continual daily operations.

MAJOR DUTIES AND RESPONSIBILITIES

1. Maintain KTHFS Desktop environment and hardware/software lifecycles. Maintain standards of practice in configuration and deployment.

2. Maintain KTHFS WAN/LAN and network equipment.

3. Maintain KTHFS telecommunications equipment and software.

4. Respond to support requests on a priority basis and maintain an accurate tracking system to ensure all requests are resolved and closed.

5. Troubleshoot and repair all problems that are encountered with computers, networks, printers and other peripherals, software, fax machines, telephone and voicemail systems, and all other electronic equipment.

6. Assist with maintaining surveillance equipment, proximity access cards, security alarm and all associated software, codes and maintenance for KTHFS buildings.

7. Assist in insuring the security, confidentiality and integrity of all stored electronic data and files.

8. Serve as a point of contact for all electronic equipment within the organization, including computers, printers, network equipment, scanners, digital cameras, computer projectors, telephone system, copiers, faxes, and any other electronic equipment. Serve as primary point of contact for all software and supplies for the above equipment including toner, ink cartridges, tapes, labels, ribbons and other consumables.

9. Provide technical assistance to staff when new programs are installed and provide training on computer security policies and procedures.

10. Assist in obtaining price quotes for computer hardware, software, and supplies and prepare all Purchase Orders for computer, telecommunications and electronic equipment and supplies.

11. Assign employees access and security rights to various network resources.

12. Ensure all systems are free of viruses, adware, malware, worms, Trojan software, chat software, games, peer-to-peer file sharing systems and any other software that violates Indian Health Service or The Klamath Tribes policies.

13. Assist with the enforcement of the Health Insurance Portability and Accountability Act (HIPAA) standards, policies and procedures, etc. as it applies to all computers, networks, telecommunications, and other systems maintained by the department.

14. Responsible for maintaining confidentiality of all user passwords, documents and other files.

15. Stay current on changing technology and recommend standards for all hardware and software needs.

16. Responsible for moving all computer and telephone equipment as needed.

17. The incumbent will be called upon to accomplish other tasks within their scope of work.

SUPERVISORY CONTROLS

The IT Technician works under the direct supervision of the Information Systems & Technology Director who provides general instructions. Work is assigned in terms of functional/organizational objectives. The supervisor assists with unusual situations that do not have clear precedents.

Employee works closely with the IST department staff. Employee resolves problems on the basis of past precedent; exercises judgment in interpreting guidelines and applicability; ensures deadlines are met.

Employee plans and carries out various stages of work by selecting and using approved methods and techniques as appropriate. Work is reviewed for quality and compliance with established policies and procedures.

KNOWLEDGE, SKILLS, ABILITIES

Knowledge of computer operations and various functions, including PC-compatible internal components and peripherals.

Ability to install, update, and manage computer software, including desktop/laptop and server applications, utility drivers, and system software.

Knowledge of computer networking; including TCP/IP LAN and WAN systems, routers, Network Interface cards, IP protocols, and Internet software and services.

Ability to troubleshoot technical hardware and software computer difficulties, identify and repair problems.

Knowledge of electronic systems such as telephone PBX systems, video surveillance systems, fax machines and copiers.

Ability to establish, update, and maintain security codes for all employees.

Ability to communicate in both oral and written form. This person should be able to express her/himself in a clear and concise manner for the purpose of correspondence, providing reports and instructions, as well as for obtaining information or conveying messages.

Ability to perform work and accomplish tasks following specific procedures in accordance with established policies, procedures, practices, and priorities. This includes the ability to plan and organize work using one’s own initiative and seek information and assistance from other sources as necessary, making decisions based on experience.

Ability to maintain strict confidentiality of records and information.

Ability to maintain strict confidentiality of medical records and adhere to the standards for health record-keeping, HIPAA and Privacy Act requirements.

QUALIFICATIONS, EXPERIENCE, EDUCATION

Minimum Qualifications:

• High School Diploma or Equivalent is REQUIRED. Must submit copy of diploma or transcripts with application.

• Associate’s Degree in Computer Science OR one (1) year equivalent work experience is REQUIRED.

• Extensive experience with Windows Desktop, Server, and Network environments is REQUIRED.

• Ability to troubleshoot, repair and maintain Windows (PC Compatible) computer hardware is REQUIRED.

• Ability to troubleshoot, update and maintain software systems is REQUIRED.

• Knowledge of TCP/IP Local Area and Wide Area networks is REQUIRED.

• Must submit to and clear an alcohol/drug screen and random testing as per policy.

• Must submit to and clear a Criminal Background check; as per Indian Child Welfare Act and Indian Health Services suitability for employment guidelines.

• Indian Preference will apply, as per policy. Must submit documentation with application to qualify for Indian Preference.

Preferred Qualifications:

• A+, MCST, MCITP, MCTS, MCSA, MCSE Ccertification preferred.

• Experience with Windows/DOS batch files and scripting languages preferred.
