Operational Context

The Strategic Business Innovation Group supports the Department to achieve its strategic and operational objectives by focusing on whole-of-department strategic capability and fostering innovative thinking across the department to support DMIRS in building a high performance organisation. The Group is responsible for creating vision, strategies, purposeful policies, and a detailed plan to move the department into the digital world. Ensuring that investments in these digital strategies meet feasibility and viability evaluation to ensure customer centric design and value for money.

Role Overview

This position contributes to building DMIRS into a high-performance innovative organisation by leading and managing the Business Engagement Branch in the delivery of solutions that supports the Department's strategic business operations, including the alignment of its functions and services to its business needs. The role supports the Director Business Innovation in the strategic and operational planning of the Strategic Business Innovation Group.

Role Responsibilities

(The following outlines the key responsibilities and duties related to this position)

Strategic Leadership ? Lead and manage the Business Engagement Branch including physical, human and financial resources and contribute to outcomes identified in the Department's Strategic Plan and ongoing reform initiatives. ? Provide professional advice on the operations of the Branch to the Director Business Innovation. ? Provide strategic leadership in the development of business process reforms across the Department to create efficiencies and eliminate duplication. ? Ensure solutions are aligned with the Department's strategic digital objectives and are in accordance with its ICT Strategy and compliance frameworks, as well as being compatible with its enterprise architecture design and all security requirements. ? Provide strategic leadership in the identification and evaluation of new products and technologies to support the Department's business needs. ? Ensure synergies and collaboration on initiatives across the Department/Government and analyse opportunities to maximise its Return on Investment. ? Liaise with key SBI stakeholders to determine sourcing strategies (SaaS, outsourcing, cloud hosting etc), to achieve best value outcomes. ? Ensure the Department meets its statutory obligations in relation to relevant WA public sector legislation, policies, ethics and standards. ? Represent the Branch in forums, committees and working groups, as required

Strategic Planning ? Contribute to the Strategic Business Innovation Group's strategic and operational planning and development to achieve the Department's objectives. ? Review and validate the viability of initiatives to ensure expected benefits can be delivered. ? Stakeholder Engagement ? Represent the Strategic Business Innovation Group on forums, committees and working groups, as required. ? Liaise with stakeholders to identify business requirements and benefits to scope new services or enhancements to existing services. ? Liaise with internal and external customers to ensure appropriate service delivery and improvement needs and expectations are met.

Business Improvement ? Identify and implement continuous improvement initiatives that contribute towards the efficiency and effectiveness of the Branch. ? Contribute to the establishment and implementation of robust policies and practices to enhance whole-ofdepartment innovation. ? Plan, direct and continuously improve the efficiency and effectiveness of the Business Engagement Branch.

People Development and Culture ? Contribute to the development and implementation of corporate policies and procedures including the achievement of Equal Employment Opportunity and Diversity Outcomes. ? Ensure appropriate skills and expertise is available within the Branch to ensure optimum performance and multi-skilling of staff. ? Coach and mentor Branch staff including managing staff performance within the Departmental performance management system.

What is required in this role?

? High level of knowledge and experience in business analysis best practices, methodologies and frameworks. ? High level of knowledge and experience in consulting with business to develop business requirements, driving

process redesign, defining system requirements and change management (both ICT and business). ? High level of knowledge and experience in the delivery of enterprise-wide solutions involving multiple large

core business systems. ? High level of written communication and interpersonal skills. ? High level of knowledge and experience in sourcing expertise in contract and vendor management, including

financial and budgetary management.
