This vision lays tremendous responsibility for the bank to ensure its operations continued effectively, providing all banking solutions to its customers. In this regard, amongst many other facilities FMFB-A provides the Online Transactions service to it valued customers. GOVERNMENT INCOME TAX OR WITHHOLDING TAX:Pursuant to Article 72 in the Afghanistan Tax Law effective March 21, 2009, FMFB-A is required to withhold "contractor" taxes from the gross amounts payable to all Afghan for-profit subcontractors/vendors. In accordance with this requirement, FMFB-A shall withhold two percent (2%) tax from all gross invoices to contractors under this Agreement with active AISA or Ministry of Commerce license whereas non-registered partners’/vendors bidding for this RFP shall include 7% tax and the mentioned percentage will be deductible upon invoice payment.LICENSES & BANK ACCOUNTS:Before placing the order or signing Agreement, the local companies shall provide a copy of the organization’s Ministry of Commerce license along with the TIN (Tax Identification Number) issued from Ministry of Finance.Foreign companies shall also submit their country issued registration documents, Licenses, Taxation documents, brief introduction of the company and detailed proposal.Bidding Companies are required to have the Bank account, only the winning company shall be asked to provide the bank details on the Proforma Invoice on the letter head of the company duly stamped and singed by the authorized signatory/signatories.PROPOSAL CURRENCY:The proposal currency should be in USD (USD Currency) whereas the transfer will be in AFN (Afghani) currencies to local companies considering the central Bank and market prevailing exchange rates and for foreign companies’ fund will be transferred in EUR at bank mid-rate.ACCEPTANCE, REJECTION OR POSTPONE:The First Microfinance Bank of Afghanistan reserves the right to accept or reject any or all bids and to postpone the bidding process at any time/stage, without thereby incurring any liability to the affected bidder(s) or any obligations to inform the affected bidder(s) of the grounds for FMFB-A action.CURRENT RFP OBJECTIVE:Supply, installation, implementation, integration, and operationalization of a suitable biometric solution, server and finger print devices for identification of customers. Further, the biometric system is required to be integrated with the Core Banking System. The priority objective of the institutional capacity building agenda is to enhance the efficiency and effectiveness of the Bank implementation of biometric solution.PROJECT APPROACH:The overall project approach remains as following:Selected vendor will be required to facilitate FMFB-A to procure related hardware and software for biometric solution integration, implementation and operationalization at the branches of FMFB-A. Activities to be performed by the vendor shall include, but not limited to:Advise on the required hardware and softwareProvide comprehensive solution work flow related to functioning of softwareEnabling staff of the Bank to use the software by integrating it with the Core Banking systemSelected vendor shall be required to:Submit a work plan within 5 days of commencement of the assignment.Review and finalize the work plan based on the feedback from FMFB-A including time lines to undertake stakeholders’ consultations.To develop the SOPs for the new software and hardware implementation.To deliver training and pilot biometric solution implementation at selected branchesSubmit a detailed work plan for Orientation of relevant staff on the new system.Submit draft and final report incorporating comments from plete the project delivery and overall activities within the stipulate PANY CAPABILITIES:At least 5 years of work experience in the areas.Biometric devices and integrations Customization and integration with Oracle Flexcube Core Banking SystemBiometric Server Setup and hardware configurations both active and passive cluster in DR and PRExperience with screen development and new function developmentProject management and project implementation in the financial sector. In-depth knowledge of the working procedures and practices of financial institutions especially Oracle FCUBS and all Flexcube modules.Expertise team in software development and specifically in core banking system integrations and customizations.Excellent technical capacity to ensure smooth and high-quality deliverables.Similar project experience is an advantage.Excellent Technical capacity in software development Life Cycle (SDLC).Project Manager with the knowledge of managing similar 1 project, with at least four years relevant experience in financial technology specially Oracle Financial Services and integration services and implementation.Experience of implementing best practices of project management principals.BIDDER AND PROPOSAL SELECTION/EVALUATION PROCESS:Total transparency will be observed while opening of proposals and the evaluation/selection processes will be based on the following criteria:Technical Compatibility Licenses Low Quoted PricePast experience on deployment and implantation of same services in FI.The Technical Proposals will be evaluated first for technical compatibility. Email: parwiz.popalzai@.afPhone: +93 796 259032 VALIDITY OF PROPOSAL:The pre-qualification, technical and financial bids shall be valid for a period of one month (30 Days) from the date of submission of the proposals.DELIVERY:The Selected bidder should place the order to supply Biometric devices, server and software that are compatible and certified to be integrated, and operationalized in the existing system.The solution should include Finger print scanners and necessary hardware with system software to port Biometric Application.The biometric device should have Web APIs to enable integration through Web browsers with FCUBS core Banking system.The API should work with modern Web browsers and supports Java script.The successful bidder should make sure that the proposed implemented biometric devices are not restricted on client access. The biometric integration should have centralized administration in core banking system. All hardware and devices that are supposed to be procured should have enterprise license.Purchase devices should be granted by the supply company for Maximum 3 years, the bid company should have the competency for the pre-requisite check and verification of the brand and quality of the biometric devices. Any fault, defective and poor quality found in the device will subject to terminate the contract and bid company then bear the cost of procured devices.Battery life for biometric devices should be functioning as per the instruction mentioned in the brand if battery enabled.The device size that are supposed to be supplied should be medium size and should be in latest technology and globally recognized.Size of the finger print template should not exceed 600 bytes and should be stored in central server.Device installation, configuration and setup should be done by the bidder at no additional cost to the bank.The Server have to be configured in Active – Passive cluster at primary Data Centre and also at DR site of FMFB-A.There should not be any application level dependency at branch apart from biometric device connectivity.The Bidder should share with the Bank, a detailed architecture of the proposed Biometric Solution.The server that will host the biometric device data should be synchronized with application system and should be enabled with biometric Development utility to enable the enrolment and verification functionality.The Finger print scanners with USB and Bluetooth interface should be connected to Desktops/laptops etc. installed at Bank branches. Bidder should also provide the necessary device drivers, if any. The Finger print scanners should be plug and play models. The client machine will be interface for both enrollment and verification functions of the Biometric Solution. Customizations on required screens of Oracle Flexcube if any, should be done by the bidder at no extra cost to the Bank.Biometric solution should work within the Bank’s existing network bandwidth capacity, which could be based on Leased Line, MPLS, CDMA, VSAT, RF or any other suitable networking technology/method adopted by the Bank.Details of hardware that are required along with biometric devices should be submitted in a separate sheet along with the technical bid. All Hardware items should carry comprehensive warranty of 3 years from the date ordering. All the related Software, OS and middleware etc., should be of licensed version and if any license is required at a later date, the bidder has to provide the same AT NO EXTRA COST TO THE BANK.The client machine to access through a web browser the fingerprint device which is connected to the machine through USB or Bluetooth and it allows live fingerprint to be captured for enrollment and live transaction verification.The concept of Maker and Checker facility shall be available in customer enrollment process.The size of the fingerprint template to be around 600 bytes. Authentication of customers in all screens of Teller (RT) module through fingerprint scanning.Authenticating customers in the Loan/ CL module disbursement stage using customer unique ID.Authenticating customer duplication in the account creation stage.The solution should provide a secure end-to-end encrypted channel for all data communication between client and server.The successful bidder will be required to provide offshore support for a period of 3 months. Qualified and experienced staff should be available for offshore support of devices, screen functionality and required features of the solution.Post go live and rollout to all branches of the bank with biometric solution, successful bidder should arrange to provide complete technical as well as functional training of the biometric solution to the bank's IT team and arrange a 10 days offshore training in bidder premises under the contract which will be signed as part of the project.PROJECT IMPLEMEATION CYCLE;Implementation and Rollout involves different stages as below;Testing in UAT (User Acceptance Test) environmentCustomization if any, of the solutionPilot implementation in select branches andFinal rollout to all the branches/officesDocument DeliveryTesting in UAT & Customization;The selected bidder should provide all the necessary hardware/software/middleware and support to the bank team for preparing the test scenarios for carrying out testing the biometric solution within the activity time line from date of accepting the Purchase Order.UAT covers testing the entire functionality.Customization/changes required if any, will have to be attended by the selected bidder on day to day basis with no extra cost to the Bank.On completion of customization, Bank shall go for a full round of end-to-end testing before giving sign off to the Bidder.Pilot Implementation;Upon successful completion of testing in UAT environment, the Bidder should pilot the solution in select number of branches.The customized version of the solution should be ported in the test server within project time line from the date of giving sign off. Thereafter, the Bidder should install the required number of Finger print devices and client version of Biometric solution in all required branches and offices.Since the Solution is tightly integrated with CBS software, required precautions to be taken by the Selected Bidder that implementation of Biometric solution should not affect normal functioning of branch where it is implemented as well as in the Branches where the solution is yet to be implemented.Final Rollout;Upon successful completion of pilot implementation, the Selected Bidder should rollout the solution across all the remaining branches of the Bank.Document Delivery;All required documentation including customizations, installation of biometric, integration with FCUBS, screen changes and web services consumption should be delivered to the bank before sign off and closure of the project.
