The University Finance function must maximise value for money and ensure increased efficiency, economy and effectiveness.? As part of this review it was identified that strategic procurement was a key enabler in the University’s aim in delivering value for money and the formation of a professional procurement function was established to help embed a modern culture throughout the organisation.The University’s procurement function will provide strategic direction and coordination to ensure efficient and effective procurement of goods and services to the University, which meet all legislative requirements, minimises commercial risk by demonstrating and achieve best value principles, actively engaging all relevant stakeholders, facilitating innovation and continuously improving all of the University’s procurement activities in support of its corporate strategy.The Procurement Service is also responsible for managing the University’s insurance function, in order to ensure that adequate cover is provided and claims are dealt with appropriately.Specific Duties and Responsibilities of the postTo provide an efficient and effective insurance and risk management service to the University. Review all insurance covers on an annual basisEnsure value for money is achieved with regard to insurances Provide advice to Schools/Faculties and departments on all insurance queriesVetting the liability or indemnity clauses of contracts and agreements on behalf of departmentsRepresent the University on the NUIG Insurance GroupSource additional ‘ad-hoc’ insurance covers as requiredLiaise with insurance brokers on risk management issuesAdminister the university’s Uninsured Loss fundBenchmark university insurance costs against other organisationsThe production of appropriate risk management guidelinesEnsure the University’s financial regulations are adhered to.Ensuring all insurance claims are processed effectively and efficientlyThe production and maintenance of an Insurance web siteUndertake insurance claim and insurance trend analysis and reporting to Head of ProcurementManagement of the Inventory systemSubmission of annual declarations to brokers in a timely and accurate mannerThe tendering of insurance broker and insurance cover as appropriateCollating property and other valuationsCollating information on income streams in a manner that will provide the greatest benefit when negotiating insurance contractsProducing insurance cost comparisons against budget and previous yearsProviding annual reporting and charts for inclusion in the Procurement Annual ReportUtilise the University's eTendering and eProcurement systems.Ensure catalogues are uploaded on to the University’s eProcurement system and are up to date.Provide day to day purchasing services for the University in accordance with procurement policies, procedures and service level agreements.Facilitate value for money procurement across the University.Support the Category Manager in the management of strategic university wide contracts, as required by the Category Manager in-line with the category plan.Maximise the effectiveness and efficiency of the Procurement Service activities.Facilitate value for money procurement across the University.Implementation of the Category PlanIntegrated and seamless service delivery.High levels of customer care, communication and feedback.Efficient deployment of pliance with legislation.The University receives a responsive proactive procurement service.The effectiveness and efficiency of procurement service activities is maximised.Procurement actions optimise the economies of scale and best value for the University.GENERIC JOB DESCRIPTIONThe job duties and responsibilities listed below are intended to describe the general nature of the role.
