CALL TO ORDER

Ms. Viar, Chair, called the meeting to order at 2:00 p.m.

APPROVAL OF MINUTES

Motion (I) was made by Ms. Pirrung seconded by Ms. Dubick and unanimously carried by the Board to approve the minutes of the April 22, 2013 meeting as submitted.

CONTINUING EDUCATION COMMITTEE REPORT

The Board approved the following Course(s):

After the Committee's report, discussion ensued about the lag time for approval of courses submitted by the public. Ms. Edwards stated that she has a person on staff who reviews continuing education audits and courses for two of the other design boards She stated that the staff person could review interior design courses. After discussion the Board decided to change the procedure for approval of continuing education courses. Courses will be reviewed by the administrative staff person with the caveat that any unusual or questionable courses will be referred to the Board for review.

Motion (II) was made by Robyn Dubick, seconded by Karen Zopf and unanimously carried to accept the report of the Continuing Education Committee and the proposed change in procedure.

CORRESPONDENCE

An email was received from Robert Lopez, Executive Director of the New York Board, regarding a bill that was introduced in New York that would give the Certified Interior Designers a "Practice Act" for the first time. They had a "Title Act" for many years. He attached a copy of the bill for the Board's information.

NEW BUSINESS

Ms. Dubick informed the Board that she would be attending the CIDQ meeting in November. She said that she was asked to give a three-minute presentation on what is unique about the Maryland Board. Ms. Trust pointed out that an excellent example of what makes the Maryland Board unique is that the five professional boards form a "design cluster" and the joint chairs of the design boards meet quarterly to discuss common topics resulting in a cooperative effort to resolve issues. Also, legislation is introduced jointly rather than by just one board further benefitting the Boards' efforts.

Ms. Trust stated that she received a call from Barbara Brocato about municipalities accepting the signature and seal of certified interior designers on documents and plans. Ms. Trust noted that the law states that a certified interior designer shall sign and seal interior design documents before issuing to a client or submitting to a public authority. It further states that the interior designer shall state in each of the designer’s interior design documents that the document is not an architectural or engineering drawing, specification, or design and is not to be used for construction of any load-bearing column, load-bearing framing, or load-bearing wall or structure. However, permit officials are still requiring that architect's sign and seal the drawings. The Board discussed this and directed Janet Morgan to include an article in the next newsletter regarding this issue.

REPORT ON THE JOINT CHAIRS MEETING

Ms. Edwards reported that the joint chairs met on October 23, 2013. It was reported at the meeting that the special fund balance as of August 31, 2013 was $66,870. Projections by the Acting Commissioner indicate that the fund may end the fiscal year with a negative balance but it will be relatively insignificant and that adjustments could be made. It was also reported that the firm permit bill for the architects, land surveyors, and landscape architects was approved as part of the DLLR legislative package and will be pre-filed.

PUBLIC HEARING

The public hearing giving the public the opportunity to present comments regarding the increase of the license fee from $68 to $76.50 was opened at 2:25 p.m. No one appeared to comment on the increase. The increase of fees was discussed by the Board. Final action to adopt the increase will be taken at the January meeting. Hearing was closed at 2:35 p.m.
