Context:

IOM the Gambia is implementing a Regional Programme entitled “Safety, Support and Solutions” with generous funding from the Department for International Development (DFID) of the UK government. Under this programme, IOM’s response takes a twofold approach to improve migrants’ access to protection, while supporting migrants’ sustainable reintegration. The intervention includes a combination of capacity building efforts, direct protection and voluntary return, and pilot initiatives to operationalise an integrated approach to sustainable reintegration.

Under the direct supervision of the Programme Officer, and the overall supervision of the Chief of Mission, the successful candidate will support the implementation of the project “Safety, Support and Solutions” with a focus on the development and implementation of capacity building activities.

Core Functions / Responsibilities:

1. Pro-actively contribute to day-to-day project implementation and ensure conformity to expected results and project work-plans.

2. Contribute to the establishment of a national referral mechanism on protection and sustainable reintegration among main stakeholders in the Gambia, with a focus on vulnerable migrants, such as unaccompanied migrant children and victims of trafficking.

3. Act as the primary focal point in liaising with the Gambian governmental counterparts on all issues related to the project to ensure a collaborative relationship and the successful and timely implementation of project activities.

4. Draft correspondences and provide translation of documents, training materials and other communications/materials as required.

5. Liaise with relevant governmental and non-governmental entities, international organizations as well as other relevant stakeholders for effective implementation of project activities and represent IOM, when required, at coordination meetings on protection with governments, NGOs and other stakeholders.

6. Responsible for making logistical arrangements for capacity building workshops, including identifying and inviting key participants and speakers, identifying and liaising with hotels, making travel and other logistical arrangements, and preparing workshop materials.

7. Advise and assist international and national consultants on all aspects of allowances, travel claims and other financial matters and calculate payments due for claims and services.

8. Preform administrative tasks including preparing administrative and financial documents as purchase requisition, request for payment, and request for advance of funds and/or direct payments in accordance with internal regulations for the prompt and effective implementation of the project activities.

9. Monitor budget expenditures allocated for capacity component of the project and maintain a proper record of approved project budgets and their revisions.

10. Arrange external and internal meetings (including the meetings of the Project Committee, Technical level, as well as other relevant meetings etc.).

11. Draft minutes of project related meetings.

12. Contribute to the design and preparation of training materials and case study exercises.

13. Contribute to unit reporting and communications through drafting and editing reports for capacity building events and other project activities, interim donor reports, assisting to review evaluations, producing/updating briefing notes, visibility products and project factsheets.

14. Assist in conducting evaluations of capacity building activities, including development of evaluation tools and incorporation of the findings into final reporting.

15. In coordination with Finance Unit, support the Programme Officer in monitoring financial expenditures and planning project activities in line with available resources.

16. Perform other such duties as may be assigned.

Required Qualifications and Experience

Education

• University degree in International Relations, International Development, Law, Social Sciences, Development Studies, Human Rights, or other relevant field from an accredited academic institution, with three years of relevant professional experience, preferably in administrative and project management support or similar roles; or

• Completed High School degree from an accredited academic institution, with five years of relevant professional experience.

Experience

• Experience with international humanitarian organizations, nongovernmental or governmental institutions/organizations in a multi‐cultural setting

• Experience and/or knowledge of child protection standards, protection of migrant’s rights or migration governance is a distinct advantage;

• Excellent verbal and written communication skills

• Strong organizational and

• time management skills

• Sound knowledge of programme implementation and evaluation and familiarity with financial and business administration

• Ability to work in a multi‐cultural environment and respect for diversity and gender equality

• Team work oriented but with a capacity to work independently

• Computer literate

• Excellent command of English

• Knowledge of migration and immigration institutions and processes is a distinct advantage.

Languages

Fluency in English and one of the local languages is required

Knowledge of French is an advantage
