From the Director:

The Iowa Department of Public Health (IDPH) is observing 125 years of organized public health for the state of Iowa this year. The theme is "Advancing Health Through the Generations" and is reflective of public health efforts in the past, the present, and the future.

During the past year, IDPH has partnered with local public health departments, policymakers, health care providers, business, and many others as we have worked to protect and promote the health of all Iowans. Highlights of the challenges we have faced include: influenza, teaching Iowans how to prepare for public health emergencies, promoting healthy eating and fitness, improving tobacco cessation rates, substance abuse prevention and treatment, and environmental health.

IDPH views health as a critical component of Iowa's future ? healthy kids are ready to learn; healthy adults are ready to work; and healthy communities are ready to grow. The department and its local public health and other health provider partners take pride in Iowa's national ratings related to its health status. Iowa is ranked as the sixth healthiest state in Morgan Quitno Press's Health Care State Rankings 2005, making the fifth straight year in the top six. In addition, the Annie E. Casey Foundation's Kids Count project ranks Iowa eighth in child well-being.

We have restructured to create an Office of Community Education that is focusing on health literacy and increasing our outreach through business partnerships. The Office for Organizational Excellence was formed to improve our work processes so that we can provide even better results for Iowa.

I'm excited to tell you about the "Redesigning Public Health in Iowa" process. For the past year, a core work group of local and state public health professionals has been developing a framework for redesigning public health in the state. In the current phase of the process, more than 100 local and state public health professionals are serving on committees to develop standards for local public health. Standards for state public health will follow.

Overall, we met or exceeded the targets for 73% of measures in our FY2005 department performance plan. Major accomplishments include improving rates of children fully-immunized, improving oral health, improving substance abuse prevention, reducing youth smoking, and improving lead-poisoning prevention. More details about these successes are included in the section of this report entitled, Success Stories. You will find in the pages ahead an in-depth description of the department's programs that affect the health and well-being of all Iowans. We are pleased to present this annual report and budget summary to you and welcome your questions or comments.
