Building Permit Process

Items to be submitted by the applicant:

1. Completed Building Permit Application Form. Please fill out all lines on the upper section of the application that includes contractor information, site address, project description, etc. Submit an estimated cost of project that does not include the cost of the land. The applicant shall sign and date the application.

2. Two identical sets of building plans that provide sufficient information for the building official to ascertain the scope of the project. Hand drawn plans may be accepted, however, all documents shall be drawn to scale or contain dimension lines. The drawings shall be produced with the aid of a straightedge. Construction documents shall include a floor and foundation plan and also a section view from footing to roof or as applicable. All rooms shall be labeled. List finished and unfinished square footage of the proposed structure. Construction documents should be on a minimum of 8½ X 11-inch paper. Post frame buildings and other non-conventionally framed structures may require a complete set of engineered documents with a licensed engineer’s stamp. For commercial and industrial work, professionally drawn documents will also be required.

3. A site plan that shows the proposed footprint of the structure on the lot. Drawings shall be to scale and shall include a north arrow. Dimension to all of the property lines shall be represented. The building footprint and relevant property lines shall be staked at the proposed site at the time of permit submittal.

4. All new dwellings and businesses shall obtain a permit to construct a wastewater system from the Public Health Department.

5. All projects that include adding heated space will require an energy review. Insulation R-values shall be listed on the building plans for all wall, floor, and ceiling components as applicable. U-values shall be listed for all windows and doors. If any component of the building envelope contains a value lower than the code minimum, an energy audit shall be completed at and submitted with the building plans. Other methods for verifying compliance with the Iowa Energy Code will be accepted.

6. New homes and additions to existing homes of more than 25% shall meet the visit-ability standards found in Section R320 of the Johnson County Building Code. These provisions shall be shown on the building plans.

Once all the information is received the application will be processed in 7 to 10 business days as follows:

1. The Planning and Zoning office will conduct a site review to insure that setback and all other zoning requirements are met. An address will be assigned to the property if it does not already have one.

2. The Building Inspection Division will perform a plan review to insure compliance with the Johnson County Building Code. The construction documents are stamped “Reviewed for Code Compliance”.

3. The Public Health Department will review the information they receive to insure that all applicable septic issues have been addressed.

4. After all departments have signed off, the applicant will receive a notification call that the permit has been approved. The permit will be held at the Johnson County Planning and Zoning office until the fee is paid.

5. The approved permit, a stamped set of construction documents and a pink inspection record card will be given to the applicant in a weather protective pouch. These items shall be posted at the construction site in a location that is visible from the road and accessible to the building inspectors for the entirety of the project. The Building Inspection Division will retain the second set of construction documents for permanent record.

6. It is the responsibility of the applicant to schedule the required inspections.

Notes: No construction (including excavation) may commence before permit issuance. Planning and Zoning may put a permit on hold if there is an embargo placed on the road accessing the construction site by the Johnson County Secondary Roads Department.

Licensing and Permits:

1. For residential projects within Johnson County, all trades (Building, Electrical, Mechanical, and Plumbing) may be included under the building permit issued for the structure itself. Individual permits (Building, Electrical, Mechanical, and Plumbing) may be applied for all commercial and industrial projects. The following requirements apply for all types of building permits.

2. Electrical: An electrical permit may be issued to any of the following:

A) A person holding a valid class A master electrician’s license issued by the State of Iowa, or

B) A person holding a valid class B master electrician’s license issued by the State of Iowa and has performed permitted electrical work in Johnson County after December 1, 2000, or

C) The owner of an existing, owner-occupied, single family dwelling. The scope of the project shall be contained within said dwelling or any accessory buildings on site. The building shall be used exclusively for residential purposes. The owner must personally purchase all materials and perform all labor in connection with the permit. Applicants for a homeowner’s permit shall pass an exam administered by Johnson County before a permit may be issued.

Exception: The homeowner’s test may be waived if the applicant holds a valid journeyman electrician’s license issued by the State of Iowa.

All work performed shall comply with the 2008 National Electrical Code and local amendments.

3. Mechanical: A mechanical permit may be issued to any person holding a valid master HVAC license issued by the State of Iowa. All work shall comply with the 2009 International Mechanical Code and local amendments.

4. Plumbing: A plumbing permit may be issued to any person holding a valid master plumber license issued by the State of Iowa. All work shall comply with the 2009 Uniform Plumbing Code and local amendments.

5. Fuel Gas: Any individual working with liquefied petroleum or natural gas must submit a copy of an approved and valid C.T.E.P. or equivalent certification that is applicable to the work being done. Other licenses, certifications, or requirements may be necessary as required by the building official.

6. Inspections: Johnson County enforces the 2009 International Building Code, the 2009 International Residential Code, the 2009 Uniform Plumbing Code, the 2009 International Mechanical Code, the 2009 International Fuel Gas Code, and the 2008 National Electrical Code (NFPA 70).

Contractors shall provide a minimum of 24 hour advance notice for all inspection requests other than concrete inspections. All concrete inspections require a minimum of 4 hour advance notice. Hours of inspection are 9:30 AM through 3:30 PM.
