Position Title: Site Coordinator, Volunteer Income Tax Assistance Program (VITA)/ Earn it! Keep it! Save it!(EKS)

Reports to: Financial Stability Program Officer, United Way of the Wine Country

Classification: Temporary/Seasonal. Must be able to work flexible hours from December through May.

ORGANIZATION DESCRIPTION:

United Way of the Wine Country works to advance the common good along the North Coast of California in Sonoma, Mendocino, Lake, Del Norte and Humboldt Counties. We mobilize the caring power of our communities to address underlying problems, improve lives and build a healthy vibrant community by focusing on issues surrounding education, income and health.

POSITION DESCRIPTION:

The EKS/VITA Site Coordinator provides coordination, organization, and supervision for all aspects of the tax site operation, and is responsible for gathering, maintaining and compiling timely statistical reports as required by the partners. The EKS Program offers free tax preparation services to low and moderate income taxpayers by implementing the IRS VITA program. The program is a partnership with the IRS and over 20 local organizations, led by United Way of the Wine Country providing backbone support to all 5 regions. Free training is provided for all site coordinators and volunteers prior to tax season.

ESSENTIAL DUTIES & RESPONSIBILITIES

The following duties are representative of the responsibilities of this position. These assignments may change as the needs and priorities of the organization evolve.

• Assists with outreach to residents, students and workers, increasing awareness about the program

• Manages tax site operations during the tax season and ensure sites are open as scheduled and adequately staffed with volunteers to meet the demand of appointments

• Coordinates with the lead agency, United Way of the Wine Country on all aspects of site management, IRS and program requirements, e-file administration, volunteer scheduling and support, shift coverage, client appointment reminder calls, set-up and clean-up at the site, and taking the lead in Quality Assurance efforts at the site.

• Performs all responsibilities that will ensure the safe and efficient operation of the VITA sites, including maintaining privacy and confidentiality of taxpayer information (sensitive information in locked storage at all times.)

• Ensures that all volunteers working at the site have completed the required certification, have the proper tools and information to accurately file tax returns, and recognize and appreciate volunteers

• Complete and submit IRS and EKS paperwork specific to site management

• Ensures that any portable equipment is under the care of a volunteer and/or the Site Coordinator at all times

E-Filing/Transmission and Quality Review Responsibilities:

• Acts as the e-file administrator

• Reviews tax returns to be e-filed to ensure quality and completeness

• E-files returns within 48 hours of preparation

• Maintains electronic files for accepted returns and paper returns

• Reviews rejects and informs tax payer within 24 hours. Take necessary action to fix the problem and resubmit the tax return

• Attends relevant meetings and committees as directed by Program Manager

• Completes additional related tasks when requested

REQUIREMENTS, QUALIFICATIONS, SKILLS & ABILITIES

• Ability to take and pass IRS certifications

• Must be available to work flexible hours, evenings & Saturdays from January through April

• Ability to manage and coordinate an all-volunteer staff

• Ability to work independently in a fast-paced setting

• Strong analytical and problem-solving skills

• Strong verbal communication skills

• Good interpersonal skills and comfort with a wide range of people

• Computer skills for maintaining site records and troubleshooting problems with volunteer computers and software

• Ability to take initiative and work with minimal supervision

• Respect client and volunteer privacy

• Must have reliable transportation

• Must have ability to perform work that requires sitting, walking, stooping, bending and lifting up to 25 pounds

• Complete all training and certifications required for Site Coordinators (FREE)

Classroom training or self-study through IRS Link and Learn and a passing score of 80% or more on the tax law and standards of conduct exams at the Advance level. A special IRS Site Coordinator training is provided to the coordinators by IRS-SPEC & United Way representatives on December 2nd. This course covers all the quality site requirements and other administrative items necessary to effectively operate a VITA site.

OUR PREFERRED CANDIDATE WILL:

• Be able to communicate with Spanish-speaking clients (preferred but not a requirement).

• Have previous experience as a VITA volunteer tax preparer certified at the Advanced level or professional tax law experience.

COMPENSATION

• Hourly wage of $15 to $18 DOE
