EU Support to Agricultural and Food Policy Implementation (SAFPI)Recruitment Terms of ReferenceTechnical Coordination and Monitoring Consultant– Public Finance Management To improve financial management, budgeting, accounting, audit and control within the Ministry of Agricultural Policy and Food (MAPF) and in line with agriculture and rural development strategy until 2020 and the guidelines laid down by the Ministry of FinanceThe overall objective of the European Union Support to Agricultural and Food Policy Implementation (SAFPI) project is to reinforce the capacity of the Ministry of Agrarian Policy and Food (MAPF) to implement the Agriculture and Rural Development (ARD) Strategy in line with Ukraine’s commitments under the Association Agreement and the Deep and Comprehensive Free Trade Agreement (DCFTA). The project’s main beneficiary is the Ministry of Agrarian Policy and Food.As part of its capacity building effort, SAFPI needs to engage the services of an expert with experience of Financial Management, Budgeting, Accounting, Audit and Control and who can help MAPF and other EU specialists to improve the budgetary process along the whole budget cycle from budget preparation, execution and reporting, monitoring, evaluation and internal control. The IT expert will operate as part of the Reform Support Team (RST) located in MAPF.Scope of Work. The coordination and monitoring consultant (public finance management) will provide technical, coordination and monitoring support to other specialist EU consultants to ensure that all activities on the work plan are achieved in line with the specified deadlines and to a high quality and specifically:Familiarise themselves with all relevant documentation in regard to strategic planning and budgeting in Ukraine and in respect of the MAPF in particular – paying close attention to the new ‘Public Financial Management (PFM) System Reform Strategy 2017-2021’ and the ‘Single and Comprehensive Strategy and Action plan for Agriculture and Rural Development in Ukraine for 2015-2020;Support the project team in establishing good interpersonal relationships and contacts with officials in the MAPF (Finance and Credit Policy Department and subordinate units in particular), Ministry of Finance (MoF) and the Ministry of Economic Development and Trade (MEDT). In particular, to those officials responsible for the introduction of medium-term budget planning as per the GoUA’s intention;Ensure that technical work being supported/undertaken with its main counterparts in government is followed through in an orderly and sustained manner in order to achieve effective results. This will be especially important in regard to the introduction of medium-term budget planning and the creation of a proposed Medium-Term Sector Expenditure Framework designed to link policy, planning and budgeting;Together with other project experts, manage other short-term non-key expert technical assistance brought in under the project to support delivery of the work plan activities – this will include drafting of initial commissioning terms of reference and support for the organisation of training;Raise any emergent risks or problems which may adversely affect results and propose mitigating actions and brief stakeholders (including the client, beneficiary, other GoUA officials, and donors) on the nature and status of work as necessary Qualifications and ExperienceRelevant University degree to Masters level with significant focus on Economics, Accounting and Public Finance Management (PFM);Good knowledge of public finance management reform in Ukraine;Good knowledge of working processes and procedures in the MoF, MAPF and its subordinated bodies, and the MEDT would be an advantage;At least five years of working in a public sector organisation in Ukraine, ideally in a finance related fieldKnowledge of donor engagement on the PFM reform agenda in Ukraine would be an advantageGood communication skillsFluent in spoken and written Ukrainian and Russian, working knowledge (written and spoken) of English is highly preferable Duration: Until 31st July 2018 and with the possibility of an extension ................
