MINUTES OF A REGULAR MEETING OF THE

BOARD OF PARK COMMISSIONERS OF DECATUR PARK

DISTRICT, MACON COUNTY, ILLINOIS, HELD AT

DECATUR PARK DISTRICT ADMINISTRATION OFFICE

620 E. RIVERSIDE AVENUE, DECATUR, ILLINOIS

AT 12:00 NOON ON THE 7th DAY OF OCTOBER, 2020

The Board of Park Commissioners of the Decatur Park District, Macon County, Illinois, met in a regular session on Wednesday, the 7th day of October, 2020 at the hour of 12:00 Noon at the Decatur Park District Administration Office, 620 E. Riverside Avenue, Decatur, Illinois at which time and place there were present the following officers and members of said Board:

Dr. Kristin White, Commissioner

Absent: Chris Harrison, Commissioner

A quorum of the members of the Board of Park Commissioners being present, President Young called the meeting to order and declared the Board to be in session for the transaction of business.

The Pledge of Allegiance to the Flag of the United States was recited.

NO. 16031 A motion to approve items 1 – 2 on the Consent Agenda was made by Commissioner Brilley and seconded by Commissioner Kenny. All voted aye.

NO. 16032 As part of the capital budget each year, staff plans for the replacement of playground structures. Due to the construction of the amphitheater and aquatics center, the replacement of playgrounds had been put on hold for a couple of years. Last year staff was able to replace the play structures at Coates, Cresthaven and South Shores Parks. This year there is money in the capital budget to replace the play structures at Lincoln, Torrence and Fairview Parks. Staff has the opportunity to purchase the three structures through a grant provided by GameTime. The grant provides for 50% off of the equipment making the total cost to the District $128,360.19. Upon approval, staff will order the equipment and then the installation will take place in the spring. A motion was made by Commissioner Kenny and seconded by Commissioner White. Upon call of the roll, all voted aye.

CFO An Illinois public act has been passed mandating that all governmental units will observe November 3, 2020 as a legal holiday. The DISC and golf courses will continue to operate under normal hours.

Staff is working on facility fees, the 10-year capital plan and the tax levy. Facility fee recommendations will be presented for approval at the November 4th Board meeting. While working to set the fees for 2021, staff is keeping in mind the minimum wage impact, and participation and attendance projections. For the capital budget update, the focus will be on equipment and maintenance in the coming year. The 10-year capital plan will be presented to the Board for approval on November 18th. The tax levy will be presented to the Board for approval on December 2nd.

Golf for the month of September was up in rounds by 21% from last September. Year to date, golf is up 8% in rounds.

Staff is keeping track of all Covid-19 related expenses and to date, approximately $27,000 in invoices have been submitted to the DCEO for reimbursement. The funds for the reimbursement are provided from the Federal CARES Act program CURE grant.

OPERATIONS Park and golf course staff have been working with contractors at Hickory Point to install the new cart paths. They have done approximately 14,000 linear feet of path in a week and a half. Nice team work!

The new flooring in the blue gym at the DISC is coming along nicely.

The forms and rebar for the floor of the lazy river are about half done in preparation for the pouring concrete. The weather has been amazing for construction projects.

Decatur had a recent visit from FlowerChick and four Decatur Park District gardens are featured in their documentary “Visiting Midwest Gardens”. The feature really highlighted the work of our horticulture department and is very complimentary of the Park District. The feature can be viewed at: decatur-gardens/.

Staff will aerate the grounds at Overlook Adventure Park and Splash Cove at the end of the month.

RECREATION Glow golf last weekend had nearly 100 people despite the weather. Numbers in September are up 31% from last year. The ropes course numbers are up 15% from last year. Staff hopes for a busy October.

Boo-at-the-Zoo will have capacity restrictions this year. At this time, 65% of tickets have been sold and some evenings are sold out. Staff and volunteers will have masks and gloves and there will be a one way path through the Zoo. People will be encourage to follow all CDC guidelines and groups will be kept 6 feet apart. The train and carousel will not be operating.

FUNky Fit Kids for kids K-8th grade will be offered for six weeks at the DISC and P.E. in the Park starts back up next Tuesday.

Fall lacrosse has 35 kids participating outdoors and fall volleyball has about 100 participants inside the DISC. Staff is preparing for indoor soccer following all guidelines and limitations.

The Turkey Trot will be virtual this year. Registrants can pick up a t-shirt and participation medal at the Scovill Activity Center or items can be mailed for a fee. Participants can run November 14-21 and results will be posted on November 22 on the DPD website.

AIRPORT Thanks to the teamwork of Airport and Red Tail Run staff, crack filling of the cart paths is being done at Red Tail Run.

Kelly Sibthorp, Airport Administrative Assistant, has brought to life “Pilot Teddy”. Pilot Teddy can be seen in various places throughout the Airport and has been quite popular on social media.

Current air service is in a grim situation with passenger numbers being less than half than last year. In 2019, daily travel numbers reached above 2-million, on Monday there were 590,766 people flying. Since the shut-down, the daily passenger count has not reached 1-million. American and United Airlines furloughed 32,000 employees this week.

Decatur Airport enplanements are at 2,502 so far this year.

EXECUTIVE DIRECTOR There is a need for an executive session to review executive session minutes and for the lease of property.

COMMISSIONER COMMENTS

Commissioner White Staff has done an excellent job of getting good/positive news out to people.

Director Misner met with District #61 representatives regarding getting the District’s Activity Guide to students. District #61 has been charged with going paperless. At this time, there are no kids and therefore no backpacks. They have agreed to allow the Park District to have a segment in their school newsletter. Staff will be able to see who has clicked into it.

Commissioner Brilley complimented Director Gerhard and his staff on the video clip that was shown. It shows that park staff has their heart and soul in the landscaping throughout the District.

Commissioner Kenny agreed with Commissioner Brilley and added that park staff has done an outstanding job. He appreciates the efforts of our staff.

President Young reminded everyone that there is a Parks Foundation meeting tomorrow.

At approximately 12:35 p.m., Commissioner Brilley made and Commissioner White seconded a motion to move into executive session to review the executive session minutes and for discussion of the lease of property.

A motion to adjourn executive session return to open session was made by Commissioner Brilley and seconded by Commissioner White and unanimously approved.

During the open session, there was a motion made by Commissioner White to leave the Executive Session Minutes for 2/19/2020, 3/04/2020, 5/06/2020, 5/20/2020, 6/03/2020, 6/17/2020, 7/01/2020, 7/22/2020 and 8/19/2020 closed until the next time for review which was seconded and unanimously approved.

There was a motion by Commissioner Brilley to approve the New Era Signs, Inc. lease which was seconded by Commissioner White and unanimously approved.

Next, there was a motion to approve the Adams Aerial Solutions, LLC lease by Commissioner Brilley and seconded by Commissioner White and unanimously approved.

A motion to adjourn the open session was made by Commissioner White and seconded by Commissioner Brilley and unanimously approved.
