Assumption: Carol lives 25 miles from their office for a normal commute time of 30 minutes and her normal work day is 8:00 am to 4:30 pm.

Scenario 1: Carol travels to an examination 120 miles from her residence (2 hours travel time) and 110 miles from the office for a 2 week assignment (starts on a Monday and ends on a Friday).

CTT applies for the beginning and end of the assignment so the employee would travel on work time minus their normal commute. The 90 minute rule applies for intervening weekend travel as the assignment is more than 100 miles from both the RS and the FO and thus the employee is authorized to stay out over the weekend.

1. What time should Carol leave her residence on the first Monday? 7:30 (30 minutes before the start of her work day ) (What time would she leave if her normal commute time was 1.5 hours?) 7:00 (1 hour before the start of her work day – Shumway one hour rule kicks in as maximum travel on own time)

1. What time should Carol leave her residence on the first Monday? 7:40 (to get to the bank at 8:00, the start of her work day.

2. What time should Carol leave the bank on the first Friday? 4:30 (the end of the work day)

Scenario 5: Carol travels to DC on Sunday for a school that begins Monday morning. She lives 15 miles from the airport (the airport is 60 miles from the office). She leaves her residence at 1:30 pm and arrives at the airport at 1:45 pm for a 2:45 pm scheduled departure. She has a 1 ½ hour layover between connecting flights and arrives in DC at 7:15 pm. After getting luggage and a cab, she leaves the airport at 7:30 pm and arrives at the training center at 7:45 pm. (assumes all times are eastern)

1. Assuming Carol is a commissioned examiner (exempt from FLSA), what is her CTT claim for Sunday? 6 hours (1:45 - 7:45) – CTT begin when Carol arrives at her local airport (1:45) as it is within her normal commuting circle. It ends when she arrives at the TC.

2. Assuming Carol is a non-commissioned examiner (non-exempt from FLSA), what is her overtime claim for Sunday 3 hours (1:30 – 4:30), what is her CTT claim?

3 ¼ hours (4:30 – 7:45) – OT is paid for travel on a non-work day that occurs during the employee’s normal work day; in this case it begins when Carol leaves her residence and ends at the end of her normal workday (4:30) then CTT begins and ends when she gets to the TC (7:45).

Scenario 6: Carol travels home from DC following that same school which ends at noon on Friday. She leaves the training center at 12:30 pm. She arrives at the DC airport at 12:45 pm for a 2:00 pm scheduled departure. She arrives at her home airport at 6:45 pm and after getting luggage, leaves the airport at 7:15 pm. Carol arrives at her residence at 7:30 pm. (assume all times are eastern)

1. Assuming Carol is a commissioned examiner (exempt from FLSA), what is her CTT claim for Friday? 2 ¾ hours (4:30-7:15) – CTT begins at the end of the workday and ends when Carol leaves her local airport; the commute time between the airport and her residence is excluded from CTT as it is within her normal commute circle.

2. Assuming Carol is a non-commissioned examiner (non-exempt from FLSA), what is her overtime claim for Friday 0, what is her CTT claim? 2 ¾ hours (4:30-7:15) – there is not OT claim as Carol was already being paid for travel during the work day. Travel outside of the workday is covered by CTT.

Scenario 7: Carol travels to DC on Sunday for a school that begins Monday morning. She lives 60 miles from the airport. (the airport is 60 miles from the office) She leaves her residence at 12:45 pm and arrives at the airport at 1:45 pm for a 2:45 pm scheduled departure. Carol arrives in DC at 7:15 pm. After getting luggage and a cab, she leaves the airport at 7:30 pm and arrives at the training center at 7:45 pm.

Assuming Carol is a commissioned examiner (exempt from FLSA), what is her CTT claim for Sunday? 6 ½ hours (1:15 to 7:45) – since the local airport is not within Carol’s normal commute circle the trip between her residence and the airport is eligible for CTT (minus her normal commute of 30 minutes). CTT begins at 1:15 or 30 minutes after she left her residence. It ends when she arrives at the TC.

Scenario 8: Carol travels to a bank Board of Director’s meeting on Monday morning which begins at 8:30 am. She leaves her residence at 6:00 am to arrive at the bank at 8:15 am (the bank is 120 miles from her residence and 90 miles from the field office).

CTT applies minus her normal commute.

Assuming Carol is a commissioned examiner (exempt from FLSA), what is her CTT claim for Monday? 1 ½ hours (6:30 – 8:00) – CTT begins 30 minutes after Carol leaves her residence (her normal commute) and ends when her workday begins (8:00).
