VICKIE STANLEY VOTED AYE.PUBLIC COMMENTVickie Stanley mentioned a neighbor who was stopped in his golf cart with his granddaughter. Acting Chief Tim Mellor stated the granddaughter was driving and is underage.LYNDEE MILLER – WATER LEAKLyndee Miller stated there was a leak at her residence and now her bill is over two thousand dollars. Mrs. Miller was wondering if she could set aside the amount and pay her regular monthly bill plus extra. Wayne Gingell suggested figuring out the overage and remove some of the cost of the water at Myton City’s raw water rate. MOTION: WAYNE GINGELL MOTIONED TO ALLOW A PRECEDENT TO DEDUCT OUR RAW WATER COST FOR LEAKS WITH THE ADVICE AND CONSENT OF THE MAYOR. DAWNETTA HASKINS SECONDED. LARRY DYE VOTED AYE. VICKIE STANLEY VOTED AYE.CITY MAINTENANCE REPORT ON THE LAST MONTH’S ACTIVITIESRonnie Young – MaintenanceRonnie Young reported that he has been working on the sprinkler system at the park. He has dug two pot holes at Wilford Conetah’s meter to see about connecting Mr. Conetah to Myton City water.Mayor Cooper stated there will be a meeting Monday, June 15 at 11:00 a.m. with Duchesne County Water Conservancy District regarding the Victory Pipeline. The meeting will be held at the Conservancy District’s office. Wayne Gingell suggested we could utilize volunteers to put in the connection to Victory Pipeline for around $100,000 and a little engineering. There are two gas lines that we would have to cross. We can eliminate 800 feet of pipe by going through one of the ponds. Wayne Gingell stated the new playground equipment will be installed just north of the red and white spiral slide. The project is slated to begin July 15. Alan Allred – Fire DepartmentAlan Allred presented the fire department’s activities. Mr. Allred stated they have been working on Myton Daze and reported they have received the new pagers. Alan Allred stated the fire department still has a couple applications that have not been approved yet. Mayor Cooper stated we will need an executive session to discuss those names and this item is not on the agenda. Mayor Cooper instructed Kalecia to add this item to next month’s agenda as well as appoint Alan Allred as fire chief. Acting Chief Allred stated the fire department needs some MRE’s and Wyes to reduce the city’s ISO rating from a 7 to a 6. The ISO rating is what determines how much insurance costs in the city for homeowners.Motion: LARRY DYE MOTIONED TO ALLOCATE $2,200 FROM A SUNDRY FUND TO PURCHASE MRE’S (MEALS READY TO EAT), WYES AND FIXING THE AIR COMPRESSOR. DAWNETTA HASKINS SECONDED. VICKIE STANLEY VOTED AYE. WAYNE GINGELL VOTED AYE.Alan Allred suggested purchasing a flow test meter kit so the fire department can track readings from the hydrants and drop our ISO rating further. All hydrants need to be tested annually.MOTION: WAYNE GINGELL MOTIONED TO PURCHASE A FLOW TEST METER KIT FOR $2,100 TO PERFORM HYDRANT TESTING. LARRY DYE SECONDED. DAWNETTA HASKINS VOTED AYE. VICKIE STANLEY VOTED AYE.Tim Mellor – Police DepartmentTim’s presentation is discussed in the law enforcement proposal(s).DISCUSSION AND ACTION ON LAW ENFORCEMENT PROPOSAL(S)Acting Chief Timothy Mellor presented his idea of a town marshal that would be similar to a police department. Sheriff’s Deputy Travis Tucker stated the county sheriff’s department would help implementing this idea. The county would also require operating procedures if the city elects to have a town marshal. Deputy Tucker stated they will still need a Memorandum of Understanding if Myton wants to keep their own employee. Mayor Cooper stated if we can fund our police department for under $40,000 we can keep it.ORDINANCE 061115-001 – OFF HIGHWAY VEHICLE ALLOWANCES IN MYTON CITYKalecia reported that Amy Hugie, Myton’s attorney, reviewed last month’s ordinance and she added a preamble to the ordinance. Amy Hugie would like this version adopted as the ordinance.MOTION: DAWNETTA HASKINS MOTIONED TO ADOPT ORDINANCE 061115-001 AS WRITTEN AND PRESENTED FROM MYTON CITY’S ATTORNEY, AMY HUGIE. WAYNE GINGELL SECONDED. VICKIE STANLEY VOTED AYE. LARRY DYE VOTED AYE.FINAL BUDGET PUBLIC HEARING FUTURE YEAR 2015-2016Mayor Cooper presented the budget for 2015-2016 fiscal year. Mayor Cooper stated this budget is what is proposed. We gave a 1% COLA (cost of living allowance) raise. Mayor Cooper stated she has tightened spending as much as she could. There are no sundry funds for the future year. Mayor Cooper asked Kalecia to check on money set aside in the Capital Projects Fund to fund the police department for this year. Wayne Gingell stated we could propose transferring $52,000 from PTIF to fund the police department for the future year. Timothy Mellor presented three funding proposals for consideration. Mayor Cooper instructed Timothy Mellor to check with Duchesne County Sheriff’s Office about using the county’s umbrella for the fat-pot program. Mayor Cooper stated we would only need two users. Council decided on proposal 2 for funding the police department.MOTION: WAYNE GINGELL MOTIONED TO AMEND THE FUTURE YEAR 2015-2016 BUDGET BY TRANSFERRING $52,000 FROM CAPITAL PROJECTS TO FUND THE POLICE DEPARTMENT AND INCORPORATING PROPOSAL 2 FROM TIMOTHY MELLOR TO BALANCE THE BUDGET.
