Nature of Work

The Technical Projects Specialist is responsible for all assigned phases of projects within the Vehicle and Facilities Maintenance department, ensuring all required tasks are performed on time and within budget. Specific responsibilities include scheduling, budget management, quality control, safety, and coordination of contractors, vendors and internal staff. The position represents the Maintenance department's interests in various projects by managing relationships with vendors, assisting in the development of project scopes, prepare reports, maintain schedules and budgets, and ensure quality reviews are complete. Facilitates the transition of capital assets from project to operational and ensures up to date plans are in place so STA assets remain in a state of good repair, compliant with relevant codes and regulations, and meets the needs of internal stakeholders. The Technical Projects Specialist will also be the subject matter expert for all maintenance technologies and serve as the maintenance super user for the Tyler Munis enterprise resource planning (ERP) system and other maintenance databases. Additional responsibilities include providing technical and quality guidance to the Maintenance department as requested.

Supervision Received

Position is under the general supervision of the Senior Maintenance Manager.

Essential Functions

Facilities & Vehicle Maintenance

Coordinates with the Vehicle and Facilities & Grounds Managers to ensure the preservation of all assets. Maintains the replacement schedules for all assets and verifies maintenance is performed. Assists with creating, maintaining, and organizing documentation relating to vehicle-based electronic systems and

their integration with ancillary support systems. Coordinate with the procurement department and maintenance managers to obtain goods and services and ensure

compliance with Federal Transit Administration (FTA) regulations. Assists with creating, maintaining, and organizing documentation relating to vehicle-based electronic systems and

their integration with ancillary support systems and the development and revisions of maintenance procedures for vehicle-based electronic systems and related ancillary support systems. Provides quality assurance checks for maintenance department work orders, purchase orders, time keeping and Tyler Munis (TM) reports. Serves as the liaison between maintenance department and other internal departments to ensure operational alignment. Track vendor progress on asset order fulfillment and provides status updates to management. Identifying resources needed and assigning individual responsibilities. Assist with the development and maintenance of specifications for vehicle-based electronic systems and Battery Electric Buses (BEB). Resolves problems, implements solutions and advises management on procedures related to the maintenance and repair of BEB. Locates and maintains records for contaminated soil and other hazardous or contaminated materials and submits proper reporting to environmental agencies.

Position Description Technical Projects Specialist

Technology

Develops and maintains standard operating procedures, process and approval flows, troubleshoots issues, and trains new and existing users on ERP and other systems as it relates to facilities and vehicle maintenance.

Serves as first liaison and translator of end user needs for the various systems and technologies the maintenance department utilizes while understanding the technologies' architecture.

Assists in conducting research, provides analysis, and makes recommendations on new and emerging technologies that will support STA's objectives and remains abreast to BEB technology, trends, and updates to make recommendations to management on BEB electronic control module (ECM) updates and battery pack replacements.

Develops procedures for STA's electric vehicle charging system and other assets to remain in compliance with local, state, and federal regulations.

Develops technical manuals and presentations for publication and dissemination. Develops and maintains maintenance database. Update and maintain Munis Asset Tracking System.

Project Management

Coordinates with vendors and contractors to ensure successful delivery of assigned projects. Creating and executing project work plans and revise as appropriate to meet changing needs and requirements. Prepares schedules, estimates and budgets that are complete, realistic, and fully meet project goals for each assigned

project and is responsible for adhering to the approved project schedules and budgets. Coordinates with vendors and contractors on all aspects of assigned projects. Resolves issues associated with contract

fulfillment. Ensures contractors' deliverables meet contract specifications, timetables, and budget. Conducts project status meetings with Maintenance department management, the STA Executive Team and with

other groups as required. Coordinates all major events on assigned projects by assisting various work groups and contractors to solve mutually

dependent items, calling conferences when necessary. Works closely with other internal departments in coordinating project activities on or within STA facilities. Provides support to the Capital Development team with various projects where the maintenance department has significant interests. Represent Spokane Transit in professional and positive light to the community. Must be punctual, reliable, and maintain regular attendance. Must be able to accurately and honestly represent STA in any legal proceedings that may result from the normal performance of the position. Other duties as assigned.

Minimum Requirements

Training and Experience

Minimum three years' experience in Project Management, Fleet Management, or Facilities Management. B.A. or B.S. In Business, Engineering, Information Systems, Construction Management, Project Management or related field preferred. A combination of education and experience can satisfy the minimum requirements. A technical certification in Project Management can satisfy one year of experience.

License

Must possess a valid driver's license from the state of residence and be able to obtain a CDL.

Physical Requirements

The physical requirements of this position include accessing job sites that may require climbing a ladder, crouching or walking long distances. Office work is generally sedentary in nature. The position requires communication both orally and in writing. Must be able to receive detailed information through oral communication and to make discriminations in sound. Exert up to 10 pounds of force occasionally and/or a negligible amount of force constantly to move objects. Visual acuity to determine depth and field of vision. Repetitive motions of wrist, hands and/or fingers.

Computer Skills

Extensive Experience within the Microsoft Office environment, particularly Outlook, PowerPoint, OneNote, Word and Excel. Understanding of TM or other ERP systems. Experience with AutoCAD and Microsoft Project preferred. Ability to quickly learn new software programs.

Demonstrated history of successfully directing projects of varying size through project completion. Demonstrated ability to quickly learn rules, regulations and policies. Demonstrated ability to leverage technology in communicating. Working knowledge of federal and state rules and regulations related to construction or transit. (e.g. ADA,

environmental, prevailing wage). Willingness to learn established policies and procedures while contributing to constructive improvements to said

processes. Knowledge of management techniques and principles. General knowledge of intergovernmental relations (e.g. FTA, and other federal or state agencies). Advanced and/or specialized technical knowledge and skills. Communication and leadership skills to successfully complete assigned projects while soliciting and obtaining the

good intentions and contributions of stakeholders, both internal and external. Demonstrated team building, conflict resolution and problem solving skills Demonstrated planning, scheduling and budgeting skills. Skill in managing a number of projects or programs simultaneously.
