Minutes DRAFT

I. Call to Order by Chairperson Melinda Embrey of RESA 3 and Secretary Rebecca Wise of RESA 7

II. Welcome and Introductions: Welcome Allison St. Clair of Monroe county (RESA 1)

Others in attendance: Kristi Scaggs (RESA 2), Melinda Embrey (RESA 3), Jenny Friel (RESA 4), Kristin Stover (RESA 5), Rebecca Wise (RESA 7), Mary Jane Rinard (RESA 8) and Rebecca King (WVDE-OSP)

III. Approval of minutes from November 4, 2015 meeting in Vienna, WV

Minutes approved. Motion made by Jenny Friel second by Kristin Stover

IV. Old Business

❖ Recommendation/standard for school nurses who are required/given the option to work/ hired as an extra-curricular nurse for sports/etc. to WVASN at the November meeting Discussion followed- Issue was a football student with diabetes and parent was willing to attend practices but county preferred to do extra duty for one of the nurses. Job was posted as $12/ hr extra duty that was not filled. Extra-curricular not required unless identified as a need in IEP or Section 504 plan which would be extra-duty contracted nursing services. Curricular and co-curricular nursing services are required for services during school day. Issue with Co-curricular is trips outside the school day which are extra duty contracts and multiple trips with only one nurse. Being notified of trips is an issue. Automated notification occurs in Berkeley County. Agreed that council will not act on this but will deal with it on a case by case situation.

❖ School Nurse Mentorship Guide- Almost completed and Becky King will try to have them ready for the KidStrong conference.

❖ Other- Becky King also working on supplemental guidelines and check sheets to be ready for KidStrong.

VII. New Business

❖ Mental Health Information for Teachers –Kristin Stover and Jenny Friel- Jenny drafted an informational letter for staff and attached sample recording sheets. Discussed- Neonatal abstinence syndrome- babies born from addicted Moms. Committee decided to adopt the Mental Health information letter and add to supplemental guideline. Jenny will make sure that attached charts do not have copy right restrictions.

❖ Mitrofanoff catheter / bladder stoma for catheterization informational sheet-Motion made by Jenny Friel second by Kristi Scaggs to add the one page Mtirofanoff information sheet to the supplemental guidelines and Becky Wise will develop an information sheet for the “MACe Procedure” with the eventual goal of developing a mitrofanoff and MACE procedure for the Basic and specialized Health Care Procedures Manual. Becky King also suggested a Webinar on the Mitrofanoff and MACE Procedure for the 2016/17 school year.

❖ Naloxone procedure –Carol Cipoletti- ADAPT PHARMA is offering free Narcan syringes (4mg intranasal X 2 cartridges) to all high schools in the state. Waiting for counties to apply for waiver. Dr. Scharman, Executive Director of the Poison Center, is concerned that the dose from Adapt Pharma’s Narcan is 4mg instead of the 2mg which is state DHHR-Office of EMS protocol and produces fewer withdrawal symptoms after administration. Becky King will clarify with ADAPT PHARMA regarding the appropriate dosage. Brooke County’s Standing orders for Naloxone can be included as a sample and an option for counties wanting to adopt a Naloxone policy. Discussion about delegation of Naloxone. Medication Administration policy (2422.8), Section 7.2e states-stock medication are not permitted in the public school system unless schools….Discussed changing language to state stock medication of epinephrine and Naloxone are permitted. In Berkley County a private physician, who specializes in opiate dependency, frequently offers trainings on naloxone administration for family members of opiate dependent patients and anyone else interested.  These trainings have been offered in a private office as well as the Health Dept.   Upon completion of the program, participants are provided with a prescription for naloxone to use in an emergency.

❖ Looked at W.Va. Code §16-46-4 regarding possession and administration of an opioid antagonist by an initial responder.

❖ Lice- A letter was received from a fellow school nurse asking for assistance with head lice and attendance issues. Discussion- do we develop a policy? A position statement was developed last year and will be in the supplemental guidelines. Decided we will all bring our county lice procedure or policy to the next WVCOSN meeting. Discussed developing a head lice protocol and perhaps a bed bug protocol as well.

❖ Other- WVASN updates- they developed a position statement for the Community School Coordinator

❖ Other- Fayette county requested Medicaid billing check off form

VIII. Aim 8 in the new WV Cancer Plan presented by

Juliana Frederick, Grassroots Manager of American Cancer Society Action Network, Inc. and Cathy Chadwell, RN, Nurse Case Manager of the

West Virginia Breast & Cervical Cancer Screening Program- These guest speakers were unable to attend and presented to WVASN at the March 4, 2016 meeting in Flatwoods, WV.

IX. MedExpress Supports to School Nurses and School Health presented by

Sarah Stewart, Field Marketing Manager and Danin Greusel, Field Marketing

Coordinator- Danin Greusel attended. Sarah Stewart unable to attend- Med

Express provides brochures and handouts for nurses. They offer free presentations for schools- one presentation is the teddy bear clinic, they can also participate in health fairs. The handouts are free. Discussed suggestions for flyers and posters that still need to be developed. To obtain flyers or posters- contact Danin at: 304-985-6376 or danin.greusel@.

To discuss events or get in kind donations look on MedExpress website under tab About US, then go to community outreach to request presentations or donations. Discussed what MedExpress can do for schools. They accept Medicaid and most insurance. They offer vaccinations and sports physicals. New center in Logan County. Flu shots is a big campaign. Most centers have med dispense with prescriptions available at the site. No appointment needed. Lab and Xray at all sites. Requested that med express flag patients that are repeatedly going to MedExpress for school excuses. Discussed how some parents using MedExpress to get around attendance policy. Danin said she would look into this but confidentiality may prevent MedExpress from helping with this issue. Patients with chest pain referred immediately to ER. They are opened 8a-8p. Goal is not to walk on Primary care provider’s toes but to provide convenient care and continue the care. They are looking into how to support partnerships with SBHC but not taking over the SBHC. Requested MedExpress look into Behavioral and Mental health services or information. Also requested that MedExpress offer Dental services to help with Dental requirements.
