This project will be replacing or upgrading the following electrical equipment within building 1 of the JC campusReplace all panelboards dated prior to the 1980’s Replace all existing cloth feedersReplace the identified Motor Control Centers with new distribution panelboardsUpgrade the starters in identified Motor Control Centers Provide seismic bracing to ensure equipment critical to facility emergency operations will not be loss during a seismic eventDue to the critical nature of this medical facility the replacement of the panelboards and cloth feeders will be phased to limit outages and in some cases temporary panelboards will be installed as part of this contract. This work will be conducted under the appropriate ICRA/ILSM guidelines. The majority of this work is expected to occur outside of the normal business hours of this hospital in a manner that minimize the impact to patient care. The Estimated range to complete this work is $2,000,000 to $5,000,000 in Pursuant to 38 USC8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care andInformation Technology Act of 2006, this construction project will be solicited as a Total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The North AmericanIndustry Classification Code (NAICS) for this procurement is 238210(Electrical Contractors and Other Wiring Installation Contractors), with a small business size standard of $36.5 million. The duration of the project will be 330 calendar days from Notice to Proceed. This completion period includes final inspection and cleanup of the premises. Award will be made utilizing the Best Value Lowest Price Technical Acceptable (LPTA) Source Selection Process in accordance with Federal Acquisition Regulation Part 15. Proposal submission instructions will be included in thesolicitation package. The government plans to award without discussions. The offeror isresponsible to monitor and download any amendments from the Federal Business Opportunities() website, which may be issued to this solicitation. In accordancewith FAR 52.204-7, Required SAM and in accordance with Veterans Affairs AcquisitionRegulation (VAAR) 802.101, VetBiz Registration, prospective contractors must be registered inSAM and in the VetBiz databases under the applicable NAICS. Firms may obtain SAMinformation at and VetBiz information at solicitation package with the specifications and drawings should be available for downloadon or about February 5, 2019 and the proposal due date will be on or about March 7, 2019. An organized site visit will be scheduled and the information will be made available attime of solicitation issuance.
