Proposed Substantial Amendment to the Consolidated Plan 2008 Action Plan
For CDBG-R Funds
Jefferson County, Alabama, and a consortium of municipalities located within Jefferson County (excluding Birmingham, Bessemer, Hoover, County Line, West Jefferson, Sumiton, Argo, and Helena), received from the U.S. Department of Housing and Urban Development an annual grant for the 2008 Program Year from the Community Development Block Grant program, HOME program, and the Emergency Shelter Grant program.
Pursuant to the requirements of the Housing and Community Development Act of 1974, as amended, Jefferson County, Alabama is hereby publishing the Proposed Substantial Amendment to the Consolidated Plan 2008 Action Plan. The Final Substantial Amendment to the Consolidated Plan 2008 Action Plan will be developed after receiving citizen comments and views at a public hearing to be held on Monday, May 18, 2009, at 2:00 p.m. at the Jefferson County Courthouse, 716 Richard Arrington Jr. Blvd. North, Suite A-420 (Downtown Birmingham). Comments regarding this proposal will be received until 5:00 PM on Friday, May 22, 2009. Special accommodations are available, upon request, for those with disabilities. AVAILABILITY OF THE PROPOSED SUBSTANTIAL AMENDMENT TO THE CONSOLIDATED PLAN 2008 ACTION PLAN
This is a summary of the proposed Substantial Amendment to the Consolidation Plan 2008 Action Plan for Community Development Programs. A complete copy of the Substantial Amendment may be reviewed at the Jefferson County Office of Community Development, 716 Richard Arrington Jr. Blvd. North – Suite A430, Birmingham, AL 35203, or by calling 325-5761. Arrangements can also be made to meet the Special Needs Requirements of those with disabilities. The Proposed Substantial Amendment to the Consolidated Plan 2008 Action Plan has been developed so as to give maximum feasible priority to activities which will principally benefit low and moderate income persons and families. In addition, the projected use of funds is consistent with Jefferson County’s goal of:
a) Stabilizing low and moderate income neighborhoods located in consortium cities and unincorporated Jefferson County;
b) Providing safe and affordable housing;
c) Providing jobs for low and moderate income persons and families; and
d) Improving the economic life in Jefferson County by encouraging business development.
The purpose of this Amendment is to include in the Consolidated Plan 2008 Action Plan the CDBG-R funding under the American Recovery and Reinvestment Act of 2009. The purpose for CDBG-R funds under this amendment is to reduce the current rate of foreclosures through housing counseling by a HUD certified housing counseling agency and to improve energy efficiency and a green environment in the homes of low and moderate income home-owners under Jefferson County Housing Emergency Grant Program.
Activities to be Undertaken:
(1) Foreclosure Legal Aid: This activity will provide assistance to Legal Services Alabama to provide foreclosure prevention services to lower income homeowners.
(2) Job Retention: This activity will provide assistance to Child Care Resources which provides child care to low and moderate income families thus enabling household adults to maintain existing jobs.
(3) Improve energy efficiency and a green environment in the homes of low and moderate income home-owners under Jefferson County’s Housing Emergency Grant Program.
(4) Housing Program Delivery: Direct program delivery costs for Jefferson County’s Housing Emergency Grant Program.
(5) Administration: a) Eligible Pre-Award Administrative Costs for Jefferson County, Alabama – Those costs directly related to preparing the application for submission to HUD. b) Eligible Administrative Costs – (1) Accounting for use of grant funds; (2) Preparing reports to HUD; (3) Program audits; (4) Administering the grant; and (5) Staff salaries and training for staff who will administer the program and for case managers. c) Administrative Costs – 10 percent maximum to the grantee and its sub-grantees.
