Program Manager Consumer Health Services – State of New Jersey

Oversight responsibility over all program areas in the Public Health Sanitation and Safety Program for the State of New Jersey, Department of Health and Senior Services in the Division of Epidemiology, Environmental and Occupational Health.

• Oversight and implementation over all program activities in the Public Health Sanitation and Safety Program to include Infection Control Prevention, Body Art and Permanent Cosmetic Procedures , Public Recreational Facilities, Campground Sites, Youth Camps, Disposal and Cremation of Dead Bodies, Acute and Ambulatory Care Facilities, Hospital and other various Health Care Facilities, Box spring and Mattresses, Tanning Facilities, Regulated Medical Waste Enforcement, General Sanitation along with other activities.

• Plan, organize, and coordinate the technical and administrative activities along with establishing program priorities, policies, and the administration and oversight of program contracts and agreements with several departments and agencies in New Jersey such as the New Jersey Department of Environmental Protection, New Jersey Department of Corrections, New Jersey Department of Human Services, and Health Care Facilities in the New Jersey Department of Health and Senior Services.

• Plan and supervise the development of program strategy consistent with all state and federal laws, rules, and regulations along with reviewing existing, current, and newly proposed Federal and State legislation and rules for program impact.

• Plan, organize, and manage the overall work operation and functional activities for the Public Health Sanitation and Safety Program. Responsible for the evaluation of Program Personnel, along with effectively recommending the hiring, firing, promoting, demoting, disciplining, and training of employees in the program. In addition I provide managerial guidance to senior supervisory personnel involved in evaluating Public Health needs.

• Oversee the planning and supervision the preparation of reports, correspondence, along with the maintenance of records and reports for the program. In addition, I also represent the Program and Division at meetings, conferences, along with serving on various committees and presenting to various groups and agencies on various Program topics.

• Provide and oversee the consultative services and technical support to various Public Health agencies such as Local and County Health Departments in New Jersey such as the, New Jersey Health Officers Association, New Jersey Environmental Health Association, New Jersey Public Health Association, New Jersey Hospital Association, and several County Public Health Associations along with other out of state Public Health Agencies, Associations, and organizations. In addition provide these services to the general public, medical and health care providers, and industry.

• Coordinate with other agencies to develop program activities such as developing contracts and agreements for services, organize and oversee committees of professionals both in the governmental and business sectors for the development and implementation of both new and existing laws, rules and regulations along with training programs for agencies to educate them on the rules along with researching newly developments in Public Health.

• Oversight in the development and implementation of new and existing licensing programs for such activities as Tanning Facilities, Youth Camps and Regulated Medical Waste. Ensure the up keep and evaluation of existing data systems in the program along with exploring new data entry programs to best serve the program

Food Safety and Compliance Consultant Part Time – New York & New Jersey

• Perform Safety Audits for various private food service clients in NYC and surrounding areas

• Consult with clients on preventive and corrective measures and other areas of compliance

Health Officer

Oversight responsibility for all public health activities and programs for the town and its agencies.

• Planned, documented and implemented several new programs and initiatives in areas such as Communicable Disease Prevention and Control, Epidemiological Surveillance, Childhood Immunizations, Environmental Health and Safety, Animal Control and Zoonotic Diseases, Lyme Disease Prevention, among others

• Obtained and provided oversight compliance on grants dealing with various Public Health Issues.

• Responsible for enforcement of all public health laws and regulations, including inspections of retail food establishments, public recreational bathing facilities, child and adult day care centers, schools and various institutions, youth camps and other public and private facilities along with Epidemiological Surveillance and Investigations, Bioterrorism Prevention, Health Educational and Promotional Activities, and ensuring the town’s compliance of the states Public Health Practice Standards for Local Boards of Health in New Jersey. Issued corrective and punitive actions that ranged from follow up inspections to fines, embargoes, and facility closures.

• Responsible for communication and reporting of outbreaks or potential outbreaks of communicable diseases, as well as resulting action plans, if necessary.

• Coordinated with various state and county agencies on a variety of Public Health matters such as Bioterrorism and Emergency Preparedness, Pandemic Influenza, Communicable Disease and a variety of other areas.

City of Elizabeth – Elizabeth NJ September 1996 to October 2003

First as Sr. Environmental Health Specialist and then later, promoted to Assistant Health Officer for the Department of Human Services, had hands on and leadership roles in all areas of the City’s public health programs and initiatives

• Assisted the City’s Health Officer in the planning and implementation of several new programs
