Political System*

Ukraine is a sovereign, independent, democratic, social and legal state.

Ukraine is a Republic. Ukraine's people represent the sovereignty and the unified source of power in the country. People executed power directly as well as through state authorities and local self-administration offices. State power in Ukraine is exercised on the basis of its legislative, executive and judicial branches. Ukraine's Constitution has supreme judicial power.

The President of Ukraine is the Head of the State and acts on its behalf. He is elected by the citizens of Ukraine who are entitled to exercise their common, equal and direct right to vote through ballot. His term of office is five years with two term’s limit. The President of Ukraine is Leonid D. Kuchma.

The legislative branch consists of a one-chamber Parliament – the Verkhovna Rada. Executive power is carried out the Cabinet of Ministers of Ukraine.

Political parties and public organisations are taken an active part in the creation of a democratic state. They are the source of innovation and social and political technologies suggested to the society. They also act as guarantors of the democratic development of Ukraine's state.

There are 125 political parties and 1,714 public organisations in Ukraine with international and all-Ukrainian status.

Favourable Ukraine’s location on interception of main transit flows between Europe and Asia, availability of the Black Sea non-frozen ports, developed railroad, road, and pipeline networks on both latitude and meridian directions creates all preconditions for increasing volume of transit. Over the 2002 than 181.6 million tons of transit goods have passed through Ukraine’s territory. The freights that prevailed were power supplies, oil and products of its distillation, bituminous materials and mineral wax (up to 84.6% of total freight). Among all transport categories pipeline plays the key role (58.6% of total transit), then rails (26.6%) and sea transport (13.6%).

The air space of Ukraine is actively used. The annual number of transit flights performed by international air companies increased by 31% over the last five years.

Direct air routes links Kyiv to 50 cities of the world*1. Among 19 national air companies the largest are: Aerosvit and International Airlines of Ukraine. Regular flights to Kyiv perform thirty three international air companies.

Among the services rendered by Ukraine to other countries in 2002 transportation services held the largest share – 83.5% (USD 3.4 billion), of which pipeline services accounted for 57.1%, sea transport – 14.2%, rail –13.4% and air transport – 7.8%.

There are 18 commercial seaports, 4 fishing and 13 river ports in Ukraine, which are treated 128.7 million tons of freight. Exports of goods (50.5%) and transit of commodities (35.6%) dominate in the freight flow passing through Ukrainian ports. Sea and river ports render services to more than 24.5 thousand vessels, 11.3 thousand of them are of foreign origin.
