Overall Purpose of Job

1. Professional responsibility for a case load of statutory child care cases.

2. To ensure that every child/young person has a smart plan that ensures review and evaluation of outcomes.

3. To contribute to improving the resilience and independence of Newham’s children, young people and their families

4. To ensure each child’s personal record is maintained within the HCPC Social Work England required standards.

Job Context

1. The post holder reports to a Practice Leader

2. The post holder is required to contribute to the management of the team budget.

3. The post holder will be required to work evenings, weekends and occasional

Public holidays, in order to meet service requirements.

Key Tasks and Accountabilities

Key tasks and accountabilities are intended to be a guide to the range and level of work expected of the post holder. This is not an exhaustive list of all tasks that may fall to the post holder and employees will be expected to carry out such other reasonable duties, which may be required from time to time.

Social Worker PO1-PO3

1. To effectively protect and promote the welfare of all children for whom the post holder is responsible.

2. To undertake assessments of children in need in accordance with the National Assessment Framework , Working Together, London Child Protection Procedures and Children Acts 1989 and 2004.

3. To lead the investigation of allegations of significant harm to children in consultation with the Practice Leader and other professionals.

4. To arrange regular visits with children and ensure that the views, wishes, feelings and lived experience of children is captured and at the forefront of all assessments, interventions and plans.

5. To establish professional relationships and behaviours that safeguards children and empower families to make positive changes.

6. To be responsible for making realistic child centred plans within a review timeline, that will manage and reduce identified risks and meet the needs of children. Apply twin and triple track planning to minimise the drift or delay, and be alert to the effectiveness or otherwise of current plans.

7. To share information with partner agencies in accordance with legal requirements and local protocols and ensure that partner agencies are fully involved in planning for and delivery of services to children in need and their families and are updated on any critical incidents.

8. To ensure that reports for case conferences, panels and reviews are prepared to a high standard, in time for deadlines and evidence the involvement of children, parents and carers.

9. Where appropriate prepare statements for Court and give evidence in care proceedings and private law cases.

10. To maintain at all times a courteous, helpful and polite response to children, parents and carers and to ensure that individual needs are recognised and supported.

11. To be personally responsible for loading and updating AZEUS with allocated children's personal details and maintaining a high standard of record keeping and completion of all necessary administrative procedures.

12. To use the Department’s electronic communications system, data base, spreadsheets, word processing packages and templates competently and in accordance with council procedures.

13. To work as part of a team, following all team systems and procedures, including cover for colleagues as required and participate in the team duty service on a rota basis.

14. To progress plans for children appropriately and in accordance with supervisory and management instructions and with regard to budgetary cost.

15. To attend supervision, training and appraisal sessions as required. To contribute to a personal development plan and to strive to improve knowledge and practice as a social work professional.

16. To act in a way that protects the reputation of the Local Authority and the social work profession, whilst always privileging the best interests of children. To immediately alert the Practice Leader and Service Manager to any issues that may leave children at risk.

17. To undertake other duties within the competence of the post holder that may be required from time to time.

Progression through the bars will be subject to the decision of the Progression Assessment Panel (Bars at spinal point 35 and 41: 35 in order to move to Level 1 Social worker and 41 in order to move to a Level 2 Senior Social (Practitioner) Worker

Social Worker (PO4)

1. Hold a caseload of complex cases, co-work with Social Workers as required and assist with the day to day supervision of less experienced social workers including newly qualified staff.

2. Responsibility for prioritisation of Team allocated work held in the Duty system under the direction of the Practice Leader.

3. Lead responsibility for liaison with key agency e.g. CMHT, Health Visitors, Schools as directed by the Service Manager.

4. To conduct care proceedings on behalf of the Department with appropriate guidance and authorisation.

5. To represent the Department in Magistrates, County and High Courts.

6. To instruct solicitors, counsel and expert witnesses, in care proceedings with appropriate authorisation.

7. To follow Departmental procedures for the authorisation of care packages, placements, financial expenditure and accommodation of children.

8. To play a leading role in improving practice and quality of assessments and care planning within the Team via mentoring assigned social work staff, leading Team meeting discussions and workshops, taking responsibility for updating Team on practice developments and research findings, induction of new staff.
