Main Purpose of Job

1.1

The post holder will take principal responsibility for the guidance and management of all casework referred to the CST relating to complex tenancy breaches and anti-

social behaviour through to non-legal and legal interventions.

Key objectives and tasks

2.1

Be an active member of the Community Safety Team, taking ownership and direction of referred cases.

2.2

Investigate ASB, domestic violence and hate crime cases. Taking complaints,

completing complainant and perpetrator interviews, using a range of investigation

techniques and interventions to resolve issues whilst constructing a detailed evidence base to progress the case if necessary.

2.3

Establish quickly, from reports or the case file or available case detail, the priority for actions, and how to effectively resolve ASB or tenancy breach issue/s using

your knowledge of legislation to identify appropriate legal or non-legal resolution

Construct detailed evidential base for legal action. Ensure the provision of clear,

coherent and well-detailed witness statements, letters and file notes to facilitate

success in such action.

Attend Court during trials to provide evidence and to act as a professional

witness. Recognising and acting on the needs and interests of witnesses with

regard to legal process and associated matters.

2.6

Assist in the delivery of new initiatives within the workplace to combat anti-social behaviour and enhance community cohesion.

2.7

Work with all appropriate partners and stakeholders at a local level to improve the area, ensure that neighbourhoods are managed effectively, share information

(within data-sharing agreements) and contribute positively to the lives of the

residents.

2.8

Maintain accurate records of all actions and cases.

2.9

Provide cover for colleagues as appropriate.

2.10

Ensure up to date on legal requirements relating to ASB and accept training and support to develop the skills and knowledge necessary to meet objectives and

targets.

Provide surveillance in accordance with Data Protection and RIPA guidance and any other legal requirements.

Qualification Experience

CIH Level 3 in Housing Practice (or equivalent Housing Professional qualification)

Good standard of secondary education including Maths & English Grade C or above Experience of working in a housing environment Experience of working in a community safety environment Experience of maintaining accurate records

Experience of working with a range of customers, professionals and agencies to deliver cross tenure services. Experience of delivering excellent customer service and care

Experience in the preparation of cases for Legal Action through to Court attendance and advocacy Experienced in producing accurate witness statements and supporting evidence for civil court proceedings Experience in engaging and directing legal representation

Experience of managing and prioritising own workload, and ability to work effectively as part of a team. Experience of safeguarding procedures and the responsibility of a landlord Knowledge of non-legal and legal interventions required and at what stage of the investigation they should be used

Knowledge of current housing and anti-social behaviour legislation and best practice & understanding of principles of mediation & restorative practice Understanding of Government policy and current housing and estate management issues A knowledge of the local area

Reliability, discretion, diplomatic manner and impartiality of judgment Excellent communication skills, record keeping and report writing skills Ability to extract salient points from written or oral statements

Capacity to develop and maintain own knowledge of relevant case law, legislation and best practice relating to ASB Ability to prioritise workload Excellent time management and organisational skills

Ability to forge and maintain relationships with public and statutory authorities and represent SLH at multi agency/partnership meetings

Flexible approach to meet deadlines and willingness to provide cover involving estate and court visits Current driving licence Car owner Able to attend some meetings out of normal office hours Enhanced DBS Certificate
