POSITION: WIA Career Advisor - Woodstock Campus

Job Purpose: Under minimal supervision, plans and organizes the daily activities of the Workforce Investment Act program at a technical college. Recruits applicants for the program. Performs case management and referral activities. Assists with program entry paperwork, job placement and follow up. Communicates and maintains accurate records and reports of client participation. Establishes a working relationship with the public, community and service delivery organizations/agencies.

MINIMUM QUALIFICATIONS:

• Bachelor’s degree in psychology, Education, Assessment/Career Counseling or a related field from an accredited college or university.

• Experience: Minimum 2 years experience in interviewing, counseling, and/or job development or human services field.

• Computer literate.

SALARY/BENEFITS: Salary commensurate with education and experience. Benefits include paid holidays, annual leave, and the State of Georgia Flexible Benefits Program.

Job Description:

Under minimal supervision, plans and organizes the daily activities of the Workforce Investment Act program at a technical college. Recruits applicants for the program. Performs case management and referral activities. Assists with program entry paperwork, job placement and follow up. Communicates and maintains accurate records and reports of client participation. Establishes a working relationship with the public, community and service delivery organizations/agencies.

Job Responsibilities & Performance Standards:

1. Plans and organizes the daily activities of the Workforce Investment Act Program at a technical college. Participates in the development and implementation of employment service programs. (Performed by all incumbents)

• Assists in the development of plans to meet the workforce development, economic and social service needs of a WIA program utilizing data from a wide array of sources.

• Develops managerial controls to ensure program accountability and regulatory standards are met.

• Anticipates and actively plans for programmatic changes through constant monitoring and analysis of community and regional needs.

• Facilitates and serves as a liaison with other job training, employment and social program officials in the region.

2. Recruits applicants for the WIA program. (Performed by all incumbents)

• Plans and organizes communication materials and agendas to be used in meetings and presentations.

• Presents verbal information about the WIA program in a professional manner. Responds to questions and critical feedback in an appropriate manner.

• Presents information and responds to inquiries in the degree of detail appropriate to audience's level of expertise and understanding.

• Demonstrates thorough knowledge of WIA program including eligibility and service requirements, funding, target population groups, accountability, one-stop locations, etc.

• In a timely manner, schedules and conducts meetings with staff from participating human services agencies to disseminate information on WIA program and increase referrals.

3. Performs case management and referral activities as prescribed by federal, state and local guidelines for services in the WIA Program through the local WIA Board. (Performed by all incumbents)

• Thoroughly assesses and evaluates students to ensure needs which can be met and barriers which can be resolved through training and case management activities.

• Evaluates and encourages participants to complete training and gain employment through case management activities.

• In a courteous and professional manner, discusses issues with clients and makes appropriate referrals to community resources, if necessary.

• Determines what additional information is required through analysis of school records, employment history and other data.

• Confers and collaborates with professionals within and outside the technical college in a professional manner to obtain data and discuss client issues.

4. Assists with program entry paperwork, job placement and follow-up. (Performed by all incumbents)

• Assists with the application process for admission to the technical college and for financial assistance.

• Provides information concerning availability of jobs in the chosen field, expected wages and growth expectations for the occupation.

• Performs telephone transactions for WIA participants, former and prospective participants to assist in their job search.

• Conducts follow-up meetings and completes required documentation.

5. Communicates and maintains accurate records and reports of client participation and outcomes to ensure compliance with standards of WIA. Enters data into computer or terminal. (Performed by all incumbents)

• Communicates regularly with work service delivery teams regarding clients' progress.

• Maintains accurate and complete client attendance and activity reports.

• Provides feedback to clients on their progress and areas for improvement to ensure achievement of goals within acceptable time frames.

• Completes written evaluation and progress reports in required formats and in a timely manner.

• Enters data as appropriate through the Management Information System and/or ITA Tracking System in accordance with departmental guidelines in a timely and accurate manner.

6. Establishes a working relationship with the public, community, and service delivery organizations/agencies. (Performed by all incumbents)

• Responds to inquiries from individuals, officials of federal, state and local jurisdictions with complete and accurate information, and in a timely manner.

• Ensures personal and telephone contacts are handled in a professional and courteous manner.

• Regularly attends related conferences and meetings.

7 Assists with the design and execution of special events, projects and activities as requested. (Performed by all incumbents)

• Readily assists with special events, projects and activities.

• Shares information with other departments regarding activities in a timely manner.
