County Executive's Report

September 20, 2021

To quote Ronald Reagan: The greatest leader is not necessarily the one who does the greatest things. He is the one that gets the people to do the greatest things.

Dear Officials:

The volunteer spirit is alive and well across Warren County. We are blessed with so many organizations who give back to our community and contribute to our success. As we all realize, government cannot do everything...nor should it. We cannot thank our support agencies enough for the countless hours of work done to improve the quality of life for all of us.

With the Fair in progress, we move into the fall months with much to accomplish. COVID is not going away so we must groom our policies to accommodate the ever-changing nature of this pandemic. Protecting employees keeps our doors open and services provided. It has been a struggle, but your support and cooperation will allow for operations to continue. The extension of COVID-related pay will be presented to the Commission for approval during the September meeting.

Of course, the stress placed upon our healthcare providers has been overwhelming. We are working with State Officials to get some relief. I have asked Commissioner Piercey for additional assistance to alleviate some of the demands placed upon our hospital, clinics, and health department. We do not need shutdowns and closures, but continue to use a proactive approach to mitigate and contain the spread of the disease. Emotional, reactive responses are not the solution to this problem. Medical Science needs to take the lead in the charge to rid the world of this crisis.

The City of McMinnville has closed most of their offices to the public and has cancelled shows at the Park Theatre until October to protect employees but have a limited reopening plan in place.

Cumberland Caverns Live held their first music event on September 4. Their shows will continue until further notice, but health guidelines will be followed.

Most State and Federal Offices remain closed or have limited access to the public for appointments. Chamber has cancelled the Autumn Street Fair. The Economic Summit planned for later this month has also been rescheduled. We anticipate further closures until our metrics improve. Until then, County will do everything we can to keep facilities open to the public.

Updates:

ECD/Three Star hosted a successful "Listening Tour" Conference here on September 1. It was well attended by state and local officials. Info was shared about grant opportunities and the assistance available from the State. Thank all of you who attended. It was a great learning opportunity for those who wanted information about State Agencies and their programs.

A few weeks ago, I attended the Association of Mayor's Conference in Murfreesboro. A lot of information was shared about the ARP Funds, Census and State Programs affecting county government.

A series of webinars will be available on the ARP Funds. We are awaiting the Final Rule on expenditure guidelines to be announced. Also, On September 23, the UCDD will host a training session with the Comptroller's Office on ARP guidelines.

Governor Lee will be hosting his annual Economic and Rural Development Summits later this fall. Again, I plan to be in attendance and have been asked to participate in some of the roundtable discussions. ARP funding and the use of Governor Grant dollars earmarked for deferred maintenance projects will be topics included in the breakout sessions.

There have been lots of questions about the various monies gifted to the county and their use...especially about the first tranche of the ARP Funds. Finance Director Cotton and I will present the process to the Commission for approving the funding mechanism and use of the funds when the Final Rule has been issued. We will complete all the training webinars in preparation for implementing the process.

Motlow and the State will host a tribute ceremony for the late State Senator Jerry Cooper later this month. I will be one of the guest speakers as we honor Senator Cooper's many contributions to our community and state.

A meeting will be held in conjunction with the $200,000 OCJP Grant the County received for re-entry programs at the jail. We are crafting a plan for workforce training with all our current educational partners. The new TCAT President Melody Edmonds is excited to continue our collaborative approach to criminal justice reforms...reflection of the Governor's Strategic Plan.

Our Three Star Grant of $25,000 will go toward program space technology and fiber/WiFi upgrades. Ben Lomand is submitting the quote for installation of the upgrades. These are pass-through grant dollars so the Commission will approve the line-item addition/amendments to the budget in the September Meeting.

We will continue to partner with Department of Labor and Workforce Development to fund instructional programs at the jail and with the Drug Recovery Program. In a recent meeting with Bridgestone, options on work-based training and employment were discussed as well for those inmates successfully completing our programs. The company wishes to open options on internships/apprenticeships with the school system.

Our success at the jail is well-known across the state and our CJ Reform strategies are being presented by TCI and the Department of Corrections to other struggling counties as a model that works.

The cyber security audit that was recommended by the auditors is almost complete. An upgrade to cyber protection is needed and insurance purchased to protect the county from a major security breach. We are also adding an encryption service to our email accounts to prevent an attack on our messaging system.

We are exploring use of ARP funds to improve the physical security at both the Courthouse and the Admin Building. An RFP will be used to explore the costs and needs of each building to protect employees and secure the safety of our facilities.
