PAVE-NY PROGRAM FACT SHEET

Background

Pursuant to the new five-year State Transportation Plan, the New York State Department of Transportation (NYSDOT) will be apportioning $100 million annually through State Fiscal Year (SFY) 2019-20 to assist municipalities with the rehabilitation and reconstruction of local highways and roads.

Eligible Applicants

PAVE-NY is available to New York City and all cities, counties, towns and villages that report local roadway mileage to NYSDOT pursuant to the Local Highway Inventory (LHI).

Funding Availability

The new five-year State Transportation Plan authorizes $100 million annually through SFY 2019-20. Subject to appropriation, eligible activities will be reimbursed as of April 1 of each respective year.

Apportionment of Funds

Funds are apportioned by NYSDOT based on the ratio of funds each municipality received under the SFY 2016-17 Consolidated Local Street and Highway Improvement Program (CHIPS).

Eligible Projects

Municipal project sponsors must follow locally adopted street and highway design and construction standards. The American Association of State Highway and Transportation Officials (AASHTO) standards for local streets and highways or NYSDOT highway standards may be used for the design of municipally owned roads. Eligible project activities include the following. Please refer to Attachment I for additional detail.

• Highway Resurfacing: Placement or replacement of a pavement course(s) to enable the existing pavement to achieve its design life and to provide additional strength or to improve serviceability while not degrading safety.

• Highway Reconstruction: A major improvement to the existing roadway structure (including drainage and shoulders). This could include realignment, construction on new alignment, and major widening such as adding one or more lanes.

Programmatic Requirements

PAVE-NY will follow the same programmatic and reimbursement requirements of CHIPS, with one notable exception, eligible project activities are limited to Highway Resurfacing and Highway Reconstruction (Attachment I). Please refer to the NYSDOT Program Guidelines for additional information.

Reimbursements

A new reimbursement form, specific to PAVE-NY, has been created and is available on the PAVE-NY website. Reimbursements for SFY 2016-17 will be made on or about September 16, December 16, and March 17. Requests for reimbursements must be submitted within 18 months of a project’s reimbursement.

Carryover Balances

Subject to reappropriation, PAVE-NY apportionments will be eligible for carryover from one SFY to the next. Notwithstanding, municipalities are strongly encouraged to utilize funds in the year apportioned to improve the physical condition of roadways, create jobs and enhance local economic competitiveness.

PAVE-NY: Eligible Project Activities

1) HIGHWAY RESURFACING: Placement or replacement of a pavement course(s) to enable the existing pavement to achieve its design life and to provide additional strength or to improve serviceability while not degrading safety.

Sub project types include:

• Hot mix asphalt overlay (1 ½” or less)

• Cold milling with hot mix asphalt replacement

• Cold milling with cold mix asphalt replacement and surfacing

• Microsurfacing

• Paver placed surface treatment (“Nova Chip”)

• Hot in-place recycling (heater scarification)

• Single course surface treatment (chip seals/oil and stone)

• Double course surface treatment (chip seals/oil and stone)

• Incidental drainage

• Slope maintenance (when performed as part of a geotechnical design)

• Minor widening for turning movements

• Turning lanes at intersections

• Bike lanes and wide curb lanes

2) HIGHWAY RECONSTRUCTION: A major improvement to the existing roadway structure (including drainage and shoulders). This could include realignment, construction on new alignment, and major widening such as adding one or more lanes.

• Hot mix asphalt overlay (greater than 1 ½”)

• Cold asphalt overlay (greater than 1 ½”) with surfacing

• Cold in-place recycling with surfacing

• Double course surface treatment with adequate granular base

• Full depth pavement reclamation with surfacing
