Acknowledging their specific vulnerability, through its emergency response programme UNRWA provides them with relief, social and protection services. The irregular status of some PRS in Jordan means they endure a considerable degree of vulnerability and insecurity. The development of negative coping mechanisms among refugees is also a risk, and UNRWA is working to better identify and refer cases of child protection, gender-based violence and other protection related issues.In this context of sensitive operating environment, protection of PRS remains a priority for UNRWA in Jordan. To that end, the Agency mobilizes dedicated resources to monitor and respond to protection issues affecting PRS. To meet at best the needs, monitor the protection environment and improve the protection context for vulnerable refugees, UNRWA Jordan tracks and analyses protection cases, refers internally to appropriate Agency departments and externally to service providers, and engages with the authorities and other stakeholders on protection issues. To lead these efforts within the Neutrality and Protection Unit, the Agency requires the services of an Emergency Protection Associate (EPA) to coordinate and manage PRS the protection component of the EU-funded Madad Trust Fund project implementation including carrying out activities, budget, data management and all protection related reporting requirements. The service provider will be located in the Neutrality and Protection Unit and will work closely with field-based protection staff and the Emergency Coordination Unit. The Emergency Protection Associate will report to the Operations Support Officers Team Leader & Field Protection Coordinator (OSO TL & FPC).Description of Duties and ResponsibilitiesThe Service Provider will:Ensure the smooth, efficient and quality overall management of the Emergency Protection component of the EU-funded Madad Trust Fund project and all related components;Lead the project strategically to ensure meeting at best the needs;Operate the team of five Protection Social Workers (PSW) with and under the OSO TL & FPC, providing support and guidance in casework and referrals of PRS cases;Identify and coordinate relevant activities to increase awareness and responsiveness of the Emergency frontline staff in addressing the protection concerns of PRS;Define as per needs, plan and coordinate with Protection Social Workers (PSW) the planning and implementation of PRS community outreach activities;Ensure quality and accuracy of data collected from beneficiaries and protection services; lead, coordinate and ensure the integrity, accuracy, timeliness of data inputted into the information management system by Protection Social Workers (PSW); then ensure their compilation, consolidation and analysis as well as the generation and production of all required reports and statistics;Analyze trends and provide information and update for advocacy submissions, briefings and reports and contribute to donors visits and presentations;Conduct advocacy and intervention as appropriate and under guidance from the OSO Team Leader & Field Protection Coordinator with external partners/actors on PRS protection issues;Represent UNRWA in inter-agency meetings and other forums as required under the OSO TL & FPC;Ensure that dedicated resources are mobilized and managed at best for optimal results and efficiency at the service of PRS; ensure required internal processes are conducted in the most efficient and result-oriented way ;Any other task assigned.Essential Qualifications and ExperienceAn advanced university degree from an accredited educational institution in social science, political affairs, international relations, international law or a related field;At least seven years of related professional experience including at least three years with an international organization with minimum two years of experience in managing, training and/or mentoring staff and at least 3 years of experience in the field of Protection; Proven experience in protection case management/referral;Excellent command of written and spoken Arabic and English; DESIRABLE QUALIFICATIONSValid driving license is petency Strong management and leadership skills, proven record of managing and capacity building of staff Excellent organizational skills, independent and disciplined with initiative and an ability to work under pressure. Ability to prioritize effectively and to maintain accountability;Ability to deliver;Excellent verbal and written communication skills, with demonstrated ability to tailor language, style and format to match audience;Ability to deal with clients with dignity, respect and confidentiality; and to systematically ensure this practice across the activities and within the team;Demonstrated ability to handle sensitive situations diplomatically and with integrity;Willingness to conduct home visits;Knowledge and understanding of key protection concerns faced by refugees, preferably in related contexts;Familiarity with relevant human rights, protection concepts and practical working tools; CONDITIONS OF SERVICEThe Individual Service Provider contract is limited duration until 31 December 2017 with highly likelihood for extension; Monthly basic salary ranges from $4,000 to $4,500 depending on the qualifications.The incumbent will be based in Amman and will work at UNRWA’s Jordan Field Office, requiring undertaking regular field travel across the country.
