Key accountabilities/primary responsibilities% TimeDesign and manage the delivery of electrical installation work by: Accepting and interpreting Small Works Requests that have been allocated by the Head of Engineering Services on the Planon Computer Aided Facilities Management System.Liaising with the customers, providing specialist guidance on complex issues to make sure that they are clear about the likely implications of the Request (cost, benefits, risks disruption, their associated longer term obligations etc) Completing specialist technical design and clearly communicating this to the Measured Term Electrical Contractor with the clarity needed to allow the work to be delivered accurately and efficiently.Overseeing the delivery of the work including negotiating and agreeing with those affected any necessary shutdowns and pleting spot safety and quality checks of the work.Verifying completion of work including all necessary testing and inspections and the rectification of any defects.Handing over the completed work to the customer, ensuring that they are satisfied with the work and are clear about their obligations.Handing over the completed work to the operational team responsible for future operation and maintenance, ensuring that they are clear about their obligations.Being accountable for close management of costs and ensuring best value for money is achieved. 60%On any construction project there will be tensions between the aims and objectives of the construction project team and those who will become responsible for operating and maintaining the electrical building services after handover. By applying their organisational, technical and interpersonal skills to challenge, persuade and influence, the post holder will be accountable for ensuring the smooth transition of responsibility between the two parties. Particular responsibilities include working alongside the construction project managers to:Identify, agree and write the scope of electrical engineering building services design and briefing documents. Select and appoint suitably qualified design engineers in compliance with Procurement RegulationsMonitor and examine the work of the appointed design engineers sufficient to ensure that their work is technically correct, meets an appropriate level of quality and is delivered with due diligence.Consult with the Operations Teams and in so doing ensure that the designs meet their operational needs from a technical and management perspective. Manage the planning of necessary shutdowns, investigations and other support needed by the designers and provided by the Operational teams. Meet the University’s obligation to reasonably assure itself that all electrical building services designers and contractors working on the electrical services elements of construction projects have the appropriate level of knowledge, experience and qualifications to deliver the work for which they are appointed. Oversee the witness testing by the appointed designer and constructed by the appointed contractor of completed electrical building services installations, examining all record documentation safety and other certification to ensure that they have been properly constructed, set to work and commissioned and are in a fit state to be handed over to the operational teams. 30%Assisting the Head of Engineering Services and senior electrical engineers in the development and changes of processes and procedures, Standard Specifications etc.5%Any other duties as allocated by the line manager following consultation with the post holder.5%Internal and external relationshipsFaculty Team Leaders/Project Managers - Integrating the detail of the electrical design into overall Projects, managing expectations in terms of cost program and practicability is again an important part of this role.External Customers - In this context these will be academic and other departments who regularly submit Small Works Requests as described above.Electrical Operations Team members, Energy Management Team, Finance Team Etc will both require input from the Electrical Engineer and will be in a position to assist him/her.PERSON SPECIFICATIONCriteriaEssentialDesirableHow to be assessedQualifications, Level 4 NVQ, HNC or equivalent in electrical engineering discipline.Level 5 NVQ, Bachelor’s degree, HND or equivalent in electrical engineering discipline.Examination certificates.Knowledge & experienceClear understanding and experience of delivering work in compliance with BS7671and ability to specify and inspect all common Electrical Building Services installations.Willingness to expand engineering knowledge and qualifications through further training.Application form and discussion at interviewPlanning & organisingAbility to plan and prioritise own work load (communicating with customers to determine urgency) and then to allocate the work of the contractor(s) in a prioritised way.
