13. BASIC FUNCTION OF POSITION

This Foreign Service National (FSN) position is located in the Office of Environment and Health (OEH) at USAID/Jamaica. The position is regional in scope and provides senior leadership and management to the Office of Global AIDS Coordinator (OGAC) President's Emergency Plan for AIDS Relief (PEPFAR) program in Jamaica and the Caribbean countries of Suriname, Barbados, Guyana, Trinidad & Tobago. The regional PEPFAR program is an interagency effort consisting of USAID, Center for Disease Control and Prevention (CDC) and Health Resources and Services Administration (HRSA), totaling $25 million per year. The job holder is a HIV/AIDS Project Management Specialist and a key advisor leading the PEPFAR program in USAID/Jamaica, lead for several Technical Working Groups in the Interagency PEPFAR team, the Government of Jamaica (GoJ) and the donor community.

The jobholder is the main point of contact to the Director of the HIV/STI Program at the Ministry of Health (MoH) and helps ensure U.S. Government health policies and programs are adequately coordinated with GoJ priorities. In addition, the incumbent plays a pivotal role in the coordination of HIV/AIDS activities with civil society organizations and other implementing partners and that carry out PEPFAR-funded prevention activities in Jamaica. In addition, the job holder has responsibility for technical leadership and coordination and collaboration with other PEPFAR agencies i.e. CDC and HRSA and implementation partners in the Caribbean region to ensure program implementation addresses program strategic objectives and internationally recognized public health standards and best practices. The job holder also represents USAID at technical, policy and strategic planning meetings, including meetings with GoJ, collaborators and donors.

14. MAJOR DUTIES AND RESPONSIBILITIES

The Project Management Specialist - HIV/AIDS serves as in-house subject matter expert, institutional memory and key advisor regarding Jamaica and Caribbean key populations based HIV/AIDS programs and projects and will provide technical and managerial input on health policy matters. The incumbent will establish effective working relationships within USAID/Jamaica and USG agencies i.e. CDC and HRSA, as well as the GoJ and international donor community. The incumbent has responsibility for leading dialogue and coordination with other PEPFAR agencies and donors and multilaterals i.e. UNAIDS, Pan American Health Organization, and the Pan Caribbean Partnership Against HIV/AIDS in the Caribbean region to ensure that project implementation addresses program strategic objectives and internationally recognized public health standards and best practices.

The USAID Project Management Specialist brings specialized project management skills and experience to the implementation of the USG Caribbean Regional Program in Jamaica in coordination with five Caribbean countries characterized by complex institutional arrangements. The incumbent provides USAID/ Jamaica with expert-level input for implementing its HIV/AIDS strategy under the

overall administrative supervision of the OEH Health Officer, the OEH Office Director, USAID Country Representative and the Deputy Chief of Mission. The incumbent ensures sound analysis of the epidemic and assists the Caribbean Regional countries to develop programs that are scientifically grounded and incorporate OGAC and USAID policies and lessons learned. The incumbent also represents USAID at technical, policy and strategic planning meetings, including meetings with collaborators and donors. The job holder supports improvement of HIV service delivery by government entities as well as civil society organizations (CSOs).

Duties are of significant scope and complexity, and require specialized knowledge of USG and HIV/AIDS programming, including policies, procedures and documentation related to all areas of the program cycle. At this level, the incumbent must demonstrate diplomatic skills in consistently dealing with high level government and senior management staff and officials. Public speaking skills, negotiation, influence, persuasion and tact are crucial. The incumbent should know and understand the local, regional and international partner community and their respective strategic objectives. Their goals and objectives must be taken into consideration when planning USAID's contribution to the HIV/AIDS sector and what modalities should be used for its implementation, what benchmarks must be established for the local governments to meet, and how to avoid oversaturation and duplication of health projects sufficiently funded by donor community.

The main duties of the job holder are as follows:

a) Program Management Support

(60%)

The incumbent will serve as Activity Manager of the $4.5 million per year Ministry of Health (MoH) Government to Government (G2G) agreement, $900,000 per year Health Policy Plus (HP+) and $200,000 per year GHSC-Procurement and Supply Management (PSM) projects. Responsibilities include management and day-to-day communication with MoH and with implementing partners' Chief of Parties for USAID Cooperative Agreements and headquarter based field support mechanism. The total multi-year PEPFAR portfolio is over $25 million.

The incumbent will exercise broad individual judgement in setting collaborative project priorities, managing resources, implementing programs and coordinating relations with high-level representatives within the GoJ, MoH, local and regional organizations.

Is responsible for close monitoring of PEPFAR funds allocated to implementing partners. The incumbent will be required to develop and maintain program and project budgets in collaboration with the Budget Analyst, Washington based Agreement/Contracting Officer, and the Regional Controller. Annual program and project budgeting requires extensive program budgeting skills and coordination with all OEH staff and must prepare and analyze project pipelines.

Amends any practices in day-to-day operations of the implementation of the program that would jeopardize the success of the activity. Implements consistent site visits to health facilities and project sites that require greater consultations and close oversight. Incumbent ensures that all activities are in line with OGAC and USAID priorities and programing objectives set annually through the Regional Operational Plan (ROP), and is responsible for all reporting i.e. POART, annual reports etc that monitor progress. Incumbent must be able to successfully defend program activities and progress for high level interagency, OGAC and USAID headquarter senior staff.

The incumbent leads the team, working with the Monitoring and Evaluation Specialist and other Program Management Specialists to conduct periodic portfolio reviews, and analyzes the effectiveness of development activities. Duties include may include arranging and/or facilitating USAID evaluations and assessments of program successes and challenges and review and analysis of country and program data. The incumbent ensures the documentation for program evaluations i.e. midterm, impact etc, new project designs and modifications of existing projects is fully compliant with Agency and Mission-specific rules.

Assesses training needs and ensures that all the training requirements for the implementing partners are met. This includes monitoring that the quality and effectiveness of the training activities are met. Job holder also provides briefing on the latest public health technical developments in the prevention and above site areas and best practices for HIV and LGBTI-focused CSOs.

b) Technical Leadership

(20%)

Incumbent serves as the technical subject matter expert of key population based HIV/AIDS

programs in Jamaica and the Caribbean. Provides advice on public health and HIV/AIDS

technical issues that deal with planning for future programs, complex cross-cultural issues

that may hinder the success of the program, including monitoring and evaluation, planning

and forecasting.

Incumbent provides advice to senior officials at Ministries of Health, National Family Planning Board, other government and cooperating partner managers on PEPFAR policies and strategies in developing and executing program activities.

Incumbent must lead or co-chair technical working groups (TWG) within the interagency and outside stakeholders, effectively representing USAID interest while providing expert technical assistance. Incumbent must be able to effectively develop and edit technical policy briefs, reports and concept notes for Agency, interagency and OGAC use. Incumbent is responsible to develop with TWG quarterly status reports of programs across the PEPFAR program.

Provides policy and procedural advice and recommendations to various mid-to high ranking officials in these groups that are involved in HIV programs at the national, regional and community level. The job holder will have an impact on the US image in Jamaica and across and among regional contacts. Develops and maintains working relationships with external contacts in order to sustain two-way communication.

This will entail conducting in-depth and complex analyses of various MoH's past performance, sustainability of current projects, and social engagement strategies. Incumbent works with other members of the OEH and USAID team to provide technical assistance to regional health authorities and health facilities across Jamaica and in the Caribbean. The incumbent is also expected to prepare analytical reports including recommendations on courses of action for addressing constraints and exploiting opportunities for consideration for the health sector by the US Ambassador, USAID Country Representative, OEH Director, and the interagency.

c) Strategic Planning

(20%)

The incumbent will lead strategic development and implementation of HIV/AIDS

programs that complement GoJ priorities. The incumbent manages a broad range of

key activities including the development of in-depth analyses of existing programs

and projects and makes policy recommendations to OEH senior leadership, the

Mission, the interagency and the US Embassy as necessary.

As the regional PEPFAR program shifts in the Caribbean, the incumbent will be responsible for technical and strategic recommendations for the complex task of maintaining maximum impact. The incumbent is required to write comprehensive HIV/AIDS related reports, action memos, results frameworks, project appraisal documents, concept papers and other design documentation for influential, senior leadership audiences. The level of writing entails exceptional background, competency and understanding of the HIV/AIDS sector, and to have exceptional creative ability to convey important yet difficult ideas in a logical, persuasive and coherent manner.

On the strength and basis of documents authored by the incumbent, decision-makers are able to provide direction for our programs; USAID implementing partners can receive input on USG's stance regarding certain issues; and Washington senior policy makers are made aware of progress, roadblocks, and other issues requiring higher level intervention.

Provides technical and budgetary input in the annual PEPFAR ROP and participates in forward planning for new and/or revised prevention and above-site programs to meet PEPFAR and Agency goals.
