PLEASE NOTE:

1. For reasons which could include a large existing inventory of un-assessed applications; low labour market-demand; and/or significant barriers to labour market participation, Expressions of Interest from Skilled Workers Overseas in the following occupations have not been considered in this draw, unless they were directly invited by the MPNP under a Strategic Recruitment Initiative:

• Registered Nurses

• Secondary and Elementary School Teachers

• Vocational and College Instructors

• University Professors

• General and Specialist Physicians

2. If your score is higher than that of the lowest-ranked candidate, but you have not received a Letter of Advice to Apply, this could be because:

• You have indicated that you have taken an approved third-party language test to demonstrate your language ability in English/French, but have not provided a valid Test Number in your EOI or your language test is no longer valid

• You have indicated that you have received an Invitation to Apply to the MPNP under a Strategic Initiative, but did not provide a valid Invitation Number

Submit an Expression of Interest

Important

An Expression of Interest is NOT an application, but an indication of your interest in being considered to apply to the MPNP for Skilled Workers. All candidates must answer all EOI questions accurately and completely. If you provide false or misleading information in your EOI, it may be considered misrepresentation and you may be subject to a ban which would prevent you from submitting another EOI for a period of two years.

Who can submit an Expression of Interest?

Submitting an Expression of Interest (EOI) is your first step to immigration to Manitoba as a Provincial Nominee. If you are eligible under one of our application streams, you will be able to submit an Expression of Interest.

What do you submit?

Eligible candidates complete a series of questions online and are not required to upload supporting documentation before submitting their profile into the EOI pool.

Your profile will be placed in a pool with other eligible candidates and you will receive a score based on the answers you provide. We will then rank you using several factors and if you are amongst the highest-scoring candidates, you may be invited to submit an application to the MPNP.

There are no limits on the number of candidates who can submit an Expression of Interest and no deadline. The information you provide will help us determine if you are eligible to immigrate through the MPNP.

Before starting, please familiarize yourself with the eligibility criteria of the MPNP as you may have to take a language test or fulfill other requirements prior to submitting an Expression of Interest.

You will be able to update the information in your Expression of Interest after submission by logging back into your account. Please ensure that all information in your profile remains up-to-date.

How the pool works

If you successfully create an Expression of Interest, you will be entered into a pool of all eligible candidates.

• Your profile will be valid for one year from the day you submit it.

• You will receive EOI Ranking Points based on the information you provided in your profile.

• The MPNP will regularly draw the highest scoring candidates and invite them to submit a full application to the MPNP.

• The MPNP uses an electronic system for both the submission of Expressions of Interest and complete applications and we will communicate with you via email. Please ensure that you provide a valid email address to us.

• If you are invited to submit an application, you can use the same log-in information you created for your Expression of Interest to complete your application.

• You must make sure that the information you provide in your Expression of Interest stays true and accurate at all times. If your situation changes, you must update your profile.

• If we find that you provided false information or left out important details, your application will be refused and you could be barred for two years from submitting another application.

Understanding the ranking system

By completing an Expression of Interest, you automatically receive a score based on a number of criteria. The highest-scoring candidates in the pool will be invited on a regular basis to provide a full application to the MPNP.

A points-based system is used to assess and score your profile, and to rank you in the pool of Expressions of Interest. You will be assessed based on factors including:

• your language ability

• your education

• your work experience

• your adaptability and other factors

These factors all play a role in your future economic success in Manitoba. A goal of the Expression of Interest system is to ensure strong economic outcomes and long-term retention in Manitoba for those selected.

Factor 1: Language Proficiency

Points are based on individual Canadian Language Benchmark (CLB) band scores for Reading Writing, Listening and Speaking. Points awarded based on official test results provided. Those candidates who do not submit valid results of an approved language test do not receive points in this category. To be considered valid, your test must have been taken no more than two years prior to the date you submit your MPNP Online application. Points for the second official language are also based on evidence in form of official test results indicating the candidate scores at least at CLB 5 overall.

Factor 2: Age

Points are based on your age at the time your Expression of Interest is submitted to the MPNP.

Factor 3: Work experience

Points are calculated based on your years of full-time work experience. Your employment is considered full-time if you are working for 30 hours or more each week for the same employer.Only full-time jobs of six months or longer should be included. You should ONLY count full years of work experience you have already completed. Do not round up your work experience (Ex.: If you have gained 7 months of work experience, you would have to answer less than 1).

Additional points for licensing are ONLY awarded to those candidates who are working in professions or trades that require licensing in Manitoba and have completed ALL necessary steps to be able to seek employment in Manitoba. Evidence of this is required at the time an application is submitted to the MPNP.

Factor 4: Education

Points are calculated based on the highest level of education you completed at a recognized education institution. A completed program is one for which you have met all requirements and received a certificate, diploma or degree.

Factor 5: Adaptability

Adaptability points are calculated based on the type of connection you have to Manitoba. All candidates must have at least one type of connection to our province (Regional Development is considered a supplemental connection factor; points can only be awarded in combination with a Manitoba connection). You cannot be awarded points for more than one connection factor, you will only be scored based on your connection which gives you the highest score. Supplemental points for Regional Development cannot be awarded to candidates whose connection to Manitoba is based on Manitoba Demand. All candidates indicating that they plan to settle outside of Winnipeg MUST at the time of application satisfactorily demonstrate that they have a convincing connection to a region outside of the capital city indicating a strong likelihood that they will make a long-term economic contribution to that region.

Letters of Advice to Apply

On a regular basis, the highest-scoring EOIs in each of the MPNP’s application streams, Skilled Workers in Manitoba and Skilled Workers Overseas, are drawn from the pool according to the MPNP Ranking Points system above and those selected receive a Letter of Advice to Apply (LAA). The number of LAAs issued in each draw is dependent on annual processing targets and capacities.

If you receive a LAA, you have 60 days to submit a complete application to the MPNP and you will have to provide proof of the information you provided to us in your Expression of Interest. Please note: If you provide false or misleading information in your EOI, it may be considered misrepresentation. Your application could be refused and you may be subject to a ban which would prevent you from applying to the MPNP for a period of two years.

If you are invited to apply, your LAA will advise you on what you should do next. By following these instructions you will be able to log in to the Government of Manitoba account you created for your Expression of Interest and will now have access to the full application.

Your Expression of Interest will remain active for one year from the date you originally submitted it. After it expires, you will have to submit a new Expression of Interest to still be considered.
