Mr. Stephen S. Carter is the Associate Professor and Academic Director for Public Safety Administration, Emergency Management, Fire Service Administration, and Homeland Security at the University of Maryland University College (UMUC) in Adelphi, Maryland. He joined UMUC full-time in 2006 to coordinate the existing fire science major and to develop two new majors in Emergency Management and Homeland Security. He has more than 45 years of experience in emergency management and public safety delivery including 19 years on the faculty of the University of Maryland, Maryland Fire and Rescue Institute; service as senior staff of Johns Hopkins University assigned to the Maryland Emergency Management Agency; and 5 years as a rural Arizona fire chief.

Mr. Carter recently joined the adjunct faculty of the Mid-Atlantic Center for Emergency Management and the Emergency Management Program at Frederick Community College (FCC) in Frederick, Maryland. He is doing curriculum development, administrative reporting, and special projects for FCC’s Emergency Management Program.

Mr. Carter holds an undergraduate degree in psychology from Thiel College and an M.S. in management with a specialty in state and local government from UMUC.

UMUC initiated an undergraduate Homeland Security major and an undergraduate Emergency Management major in the fall of 2007. In the fall of 2013, the existing Public Safety majors (Emergency Management, Fire Service Administration, and Homeland Security) became minors under an umbrella Public Safety Administration major. The undergraduate Public Safety online majors support the Homeland Security specialty and the Emergency Management specialty of the UMUC Graduate School in the Master’s of Science in Management, the Master’s of Science in Information Technology, and the Master’s of Science in Technology Management.

UMUC is one of 11 colleges and universities in the University Systems of Maryland, which is accredited by the Commission on Higher Education of the Middle States Association of Colleges and Schools. UMUC has a network of 16 in-state and more than 60 out-of-state community colleges with articulations in 1 of the 30 undergraduate majors. UMUC serves more than 90,000 students around the world, including military personnel and dependents.
