Call to Order: Chairman Phil Lampert called the meeting to order at 5:00 in the Commissioners’ Room of the Custer County Courthouse

Approval of Agenda:

Holland moved to approve the agenda. Johnson seconded the motion. The motion passed unanimously.

Approval of Minutes

Kronemeyer moved to approve the minutes of December 10, 2013. Holland seconded the motion. The motion passed unanimously.

B. Permit, Petition and Plat Review:

1. Katsch Subdivision – Plat of Lot 1R of Katsch Subdivision (Formerly Lot 1 of Katsch Subdivision and NW4 of Lot 2 and W2 of NE4 of Lot 2 of Section 1, T5S, R8E, BHM) Located in NW4 of SW4 and in S2 of SW4 of Section 36, T4S, R8E, BHM and in Lot 2 of Section 1, T5S, R8E, BHM, Custer County, South Dakota

Applicants: Kieth Katsch Owner: Kieth Katsch

Parcels: 9952, 10635

Discussion: D. Green stated that a lot line was removed to make a parcel that is greater than 40 acres. There were small corrections which the surveyor is correcting.

Johnson moved to approve the plat per the Planning Department’s recommendations. Kronemeyer seconded the motion. The motion passed unanimously.

2. Copperleaf Subdivision – Plat of Lot 6R Copperleaf Subdivision, (Formerly Lots 5 and 6 Copperleaf Subdivision) Located in NW4SE4 Section 33, T2S, R7E, BHM, Custer County, South Dakota.

Applicant: Dolores and William Nielsen Owners: Dolores and William Nielsen

Parcel: 13747, 13748

Discussion: D. Green stated that this is two parcels being consolidated into one. The surveyor said he will correct the items per the staff report. It was discussed that the private access easement should be identified to lot 6 as noted in the previous plate. The utility easement will be vacated.

Wood moved to approve the plat per the Planning Department’s recommendations. Fleming seconded the motion. The motion passed unanimously.

3. McDill Subdivision Phase II – Plat of Tract A (Formerly the balance of HES 283, Tract 2 of Gvt. Lot 17 and the balance of Tract McDill of Reservation and Reservation No. 1 of MS 15153) all located in Section 1 T3S R3E BHM, Custer County South Dakota

Applicants: Doris McDill

Owner: Doris McDill and Robert McDill Family Trust

Parcels: 502, 503, 509

Discussion: This is the McDill land on the east side of the road. The plat is creating one lot. It is uncertain what the acreage should be for the corrected lot. This plat had a number of errors. The road measurement does not match the previous plat Book 12 Page 570.

Johnson moved to table the plat until the next meeting to resolve the road issues. Holland seconded the motion. The motion passed unanimously.

C. Additional Items:

1. Ordinance 2, Land Use Ordinance Discussion

Discussion: D. Green stated that he reorganized the Ordinance 2 draft putting the definitions and the fire protection standard at the back. He requested that everyone highlight and uses a red pen on their copy before the next Ordinance 2 meeting. There was discussion about what had to be accomplished to implement the sign ordinance. Some definitions still need to be added like feedlot and there was discussion about the difference between airport and airstrip. Fleming asked whether the reorganization meant the work that had been done is negated. D. Green said no and then Lampert stated that it was now in a more organized format. There was discussion about when the next Ordinance 2 meeting will be. Momeyer will check with Lampert regarding his schedule and e mail the other board members the date for next week.

The meeting was adjourned by Lampert at 7:00 pm.
