Resumption of the sessionThe session suspended Thursday 14 November 2019 was resumed.2. Opening of the sittingThe sitting opened at 17.06.3. Statement by the PresidentThe President made a statement to mark that year's International Day for the Elimination of Violence against Women. He called for joint action to ensure gender equality, prevent violence against women and protect victims. He further urged all EU Member States to ratify the Istanbul Convention as a matter of urgency.The President announced that Parliament was participating in the 'Orange the World' initiative and that the Parliament building would be bathed in orange light that evening to express solidarity with all victims of violence against women. Parliament observed a minute's silence to commemorate all of these victims. 4. Approval of the minutes of the previous sittingsThe minutes of the sittings of 13 November 2019 and 14 November 2019 were approved.° ° ° ° ?lvaro Amaro had been present at the sitting of 13 November 2019 but his name had not been included on the attendance register.?lvaro Amaro had been present at the sitting of 14 November 2019 but his name had not been included on the attendance register.5. Announcements by the PresidentThe President announced that, pursuant to Rule 176(1), he had decided to censure Manon Aubry for appealing to 'Extinction Rebellion' activists to occupy the European Parliament in a video recorded on Parliament's premises and published on her YouTube and Twitter accounts on 17 October 2019. This behaviour constituted a serious breach of Rule 10(2).Ms Aubry was issued a reprimand. The President had also decided, again pursuant to Rule 176(1), to censure Pierre Larrouturou for the behaviour of certain individuals he had helped enter Parliament's buildings on 16 October 2019 and whom he was obliged to accompany. This behaviour constituted a serious breach of Rules 10(2) and (7).The President reminded Members of their responsibility concerning the behaviour of visitors they welcome to Parliament. Mr Larrouturou was issued a reprimand. Both Members had been informed, and were entitled to lodge an internal appeal with the Bureau pursuant to Rule 177.6. Requests for waiver of immunityThe German authorities had forwarded a request to waive the immunity of Gunnar Beck in relation to the reopening of criminal investigations against him by the Düsseldorf Public Prosecutor.The Bulgarian authorities had forwarded a request to waive the immunity of Elena Yoncheva in relation to ongoing criminal proceedings brought against him by the Specialised Public Prosecutor.Pursuant to Rule 9(1), the request had been referred to the committee responsible, the JURI Committee.7. Composition of committees and delegationsThe President had received from the ECR Group and from the non-attached Members' secretariat the following decisions changing the composition of the committees and delegations: CULT Committee: Gilbert Collard to replace Catherine GrisetJURI Committee: Jean-Paul Garraud to replace Gilbert CollardDelegation for relations with Canada: Ru?a Toma?i? to replace Johan Van OvertveldtThe decisions took effect as of that day.8. Corrigenda (Rule 241) (follow-up)Corrigenda Nos P8_TA-PROV(2019)0178(COR01), P8_TA-PROV(2019)0374(COR01), P8_TA-PROV(2019)0376(COR01) and P8_TA-PROV(2019)0375(COR01) had been announced in plenary on Wednesday 13 November 2019 (minutes of 13.11.2019, item 10).In accordance with Rule 241(4) these corrigenda were deemed approved as no request had been made by a political group or Members reaching at least the low threshold that they be put to the vote.9.
