Background:Under RCW 74.39A.320 and WAC 388-105-0035, the department will:Pay a capital add-on rate for every SFY to any AL contractor that has a Medicaid occupancy percentage of sixty percent or greater. The Medicaid occupancy percentage will be calculated using Medicaid service days from the last six months of the calendar year preceding the applicable fiscal year divided by the product of all the AL contractors’ licensed assisted living facilities irrespective of use, times calendar days for the same six-month period; andInclude in Medicaid service days those from Medicaid managed long-term care program, including but not limited to the Program for All-inclusive Care for the Elderly (PACE).What’s new, changed, orClarified: The capital add-on is typically reserved for AL contractors, but has been expanded to include an additional rate and cover additional contracts as specified by the Legislature. Effective July 1, 2019, the capital add-on includes AL, ARC, and EARC. Those providers that meet requirements will receive a capital add–on. The requirements are that providers have a Medicaid occupancy of 60% or greater from July 2018-December 2018 and a Medicaid contract to provide AL, ARC, or EARC services during that timeframe. The WAC and procedure remain the same. Not all facilities that qualified for the capital add-on rate for SFY 2019 (July 1, 2018 through June 30, 2019) qualified for the add-on for SFY 2020 (July 1, 2019 through June 30, 2020). Some facilities on the new lists, attached below, were not on the SFY 2019 list. ACTION:Staff must begin authorizing new services for July 1 forward using the new rates.
