1. After not having a quorum to conduct the executive session as scheduled, Ms. Ford called the General

Session meeting to order at 9:15 a.m.

Ms. Ford read the following statement: Except in instances when the Board of Occupational Therapy expressly invites public testimony, questions, comments, or other forms of public transportation, or when public participation is otherwise authorized by law, no member of the public attending an open session may participate in the session.

2. Ms. Moghimi motioned to approve the General Session agenda – September 16, 2011. Ms. Julien

seconded the motion. The Board voted unanimously in favor.

3. Ms. Moghimi motioned to approve the General Session minutes – June 17, 2011. Ms. Julien seconded the motion. The Board voted unanimously in favor.

REPORTS

1. Ms. Ford did not have any legislative or regulatory issues to report.

2. Mr. Kshepakaran and Ms. Adams reported no continuing education issues at this time.

3. Ms. Ashman and the Board discussed an inquiry received regarding a CCR carryover request. Ms.

Ashman will contact the inquiry with a response.

3a. Ms. Ashman and the Board discussed an inquiry received from an OT regarding a facility where the

demand for OT services exceeds the available supply. Ms. Ashman will contact the licensee with a

response provided by the Board.

3b. Ms. Ashman and the Board discussed an inquiry received regarding in home therapy. Ms. Ashman

will contact the licensee with a response from the Board.

3c. Ms. Ashman summarized the 2011 annual renewal of licenses reporting that a total of 2,512

occupational therapists renewed. Of that total, 96% renewed online and 4% renewed by submitting a

hard copy application. The occupational therapy assistants had 534 renewals. Of that total, 94%

renewed online and 6% renewed by submitting a hard copy application. Of those choosing inactive

status 89% renewed on line and 11% renewed by submitting a hard copy application. The current

renewal online system is now operating with less manual intervention than any previous renewal.

3d. Ms. Ashman reported that Ms. Gupta, Mr. Kshepakaran, and Ms. Stevenson have been reappointed

and sworn in.

3e. Ms. Ashman reported that the state of Indiana passed legislation to license occupational therapy

assistants. This is the 47th state to license occupational therapy assistants.

4. Mr. Gerber stated that the sanctioning guidelines developed by the Dental Board have been approved and would be the model to use for all other allied health occupation boards per the Secretary of DHMH, Dr. Joshua M. Sharfstein. Mr. Gerber will prepare a final draft of the OT sanctioning guidelines as well as a draft of competency regulations.

UNFINISHED BUSINESS

1. Mr. Gerber and Ms. Moghimi will present at the MOTA Conference on Saturday, November 19, 2011

at 8:00 a.m.

2. Ms. Ashman reported that NBCOT is waiving the fee for all registrants who will be attending the NBCOT Annual State Regulatory Conference. Ms. Ashman requested if the Board members could forward their final plans relative to registration and lodging by the end of the Board meeting. The Board had discussion on whether to have a Board meeting in October as it would occur on the same day as the NBCOT Conference. The Board decided to conduct the meeting with the Executive Session scheduled first and to conclude General Session meeting no later than noon.

NEW BUSINESS

1. The Board had discussion with the MOTA representative, Marjorie Vogeley, regarding the Board’s

invitation to meet with MOTA leadership in an effort to improve communication. Ms. Vogeley

indicated that she felt a meeting was unnecessary at this time.

ADJOURNMENT

Pursuant to the Maryland Government Article, Section 10-508 (a)(13), Annotated Code of Maryland, Ms. Ford adjourned the General Session meeting at 10:45 a.m.

1. Ms. Stevenson motioned for ratification of a total of 79 occupational therapist applications and 13

occupational therapy assistant applications. One occupational therapist application and one

occupational therapy assistant application were not approved by the Board. Mr. Kshepakaran

seconded the motion. The Board voted unanimously in favor.
