Amendments to Action Plans
In accordance with Department of Housing and Urban Development (HUD) guidelines, Jefferson Parish is
publishing this summary of proposed changes to the Jefferson HOME Consortium Fiscal Years 2018 to 2022
Consolidated Plan and Action Plans for CDBG, CDBG-CV, HESG, HESG-CV and HOME grant programs to
be adopted through Jefferson Parish Council Resolution. The various plans can be viewed by contacting the
Jefferson Parish Department of Community Development, Planning Section at 504-736-6262.
Summary of Changes to the Action Plan Activities
CDBG-CV and HESG-CV: Due to COVID-19, there is new emergency funding for eligible activities
including, food banks, meals on wheels, rental assistance, commercial loans, and other activities throughout
Jefferson Parish. These amendments will allow the allocation of new COVID-19 funding to provide immediate
assistance.
Estimated CDBG-CV CPD CARES Act (Increase, $1,539,468) current with expected future increase.
Estimated HESG-CV CPD CARES Act (Increase, $756,079) current with expected future increase.
Amendment to FY-2018-2022 Consolidated Plan for the Jefferson HOME Consortium
REVISE the FY 2018-22 Consolidated Plan to add eligible projects and activities for COVID-19 Response:
Anticipated funding (see above for current funds) and activities to be added (but not limited) to FY 2020.
REVISE the FY 2018-22 Consolidated Plan to increase the First Time Homebuyer Subsidy Limits form
$40,000 to $50,000 for Jefferson Parish and from $50,000 to $60,000 for the city of Kenner with expected
increases to be added to but not limited to Fiscal Year 2020.
REVISE the FY 2018-22 Consolidated Plan to change the HOME recapture provisions to include full recapture
in the first 7 years on the Affordability Period and thereafter a prorated amount expected to be added to but not
limited to Fiscal Year 2020.
HOME: Due to COVID-19, there is a waiver to allow an increase in HOME Administration costs from 10% to
a new cap not to exceed 25% of the HOME grant allocation. These amendments will allow for the increased
costs to administer the HOME grant for current and future years where applicable, see below:
Amendment to the FY-2019 Action Plan
REVISE the following FY 2019: HOME Program Administration Overall. Action Plan Narrative and Budget
Change to increase HOME Admin to 25% of grant overall. Current HOME Admin. Budget $143,788, Proposed
Admin. Budget $359,471, (Increase, $215,683).
REVISE the following FY 2019: HOME Program Administration Jefferson Parish. Action Plan Narrative and
Budget change to increase HOME Admin. Current Jefferson Parish Admin Budget $117,703, Proposed Admin.
Budget $294,259 (Increase, $176,556).
REVISE the following FY 2019: HOME Program Administration City of Kenner. Action Plan Narrative and
Budget change to increase HOME Admin. Current Kenner Admin Budget $16,133, Proposed Admin. Budget
$40,332 (Increase, $24,199).
REVISE the following FY 2019: HOME Program Administration St. Charles Parish. Action Plan Narrative and
Budget change to increase HOME Admin. Current HOME Admin Budget $9,952, Proposed Admin Budget
$24,880 (Increase, $14,928).
REVISE the following FY 2019: HOME Program Developer Funding Pool. Action Plan Narrative and Budget
change to decrease HOME Developer Funding Pool to account for Administration increase. Current Budget
$443,670 Proposed Budget $227,987 (Decrease of $215,683).
Amendment to the FY-2015 and FY 2016 Action Plans
REVISE the following FY 2015: HOME Program Jefferson Parish Finance Authority JPFA Subfund.
Assistance/COVID-19 Response needed. Due to HUD HOME voucher switch, a change is needed in IDIS for
FY15 JPFA Subfund to reallocate funds. Current Budget of $300,000. Proposed Budget $0 (Decrease of
$300,000) funding needed for emergency FY19 COVID-19 Response TBRA and or other eligible HOME uses.
REVISE the following FY 2015: City of Kenner Use of HOME Funds. Reallocate Kenner First Time Home
Buyer Funded Activities combined for closing cost at $8,971 and Home Purchase at $100,000. Funds needed
for CHDO Acquisition in FY15. Current Budgets of $108,971. Proposed Budget $0 (Decrease of $108,971).
REVISE the following FY 2016: City of Kenner Use of HOME Funds. Reallocate Kenner First Time Home
Buyer Funded Activities combined for closing cost at $10,000 and Home Purchase at $100,000. Funds needed
for CHDO Acquisition in FY16. Current Budgets of $110,000. Proposed Budget $0 (Decrease of $110,000).
ADD the following FY 2015: City of Kenner Use of HOME Funds. Proposed Reimbursement of CHDO
Acquisition of two properties estimated in the amount of $115,940 and $94,630 for the development of quality
affordable housing in Kenner. Current Budget of $0. Proposed Budget $108,971 (Increase of $108,971)
ADD the following FY 2016: City of Kenner Use of HOME Funds. Proposed Reimbursement of CHDO
Acquisition of two properties estimated in the amount of $115,940 and $94,630 for the development of quality
affordable housing in Kenner. Current Budget of $0. Proposed Budget $110,000 (Increase of $110,000)
A JEFFERSON PARISH COUNCIL RESOLUTION APPROVING THE PROPOSED AMENDMENTS
TO THE ACTION PLAN DESCRIBED ABOVE WILL BE ON THE AGENDA FOR THE
REGULARLY SCHEDULED MEETING OF THE JEFFERSON PARISH COUNCIL ON
WEDNESDAY, JUNE 24th, 2020 AT 10:00 A.M. IN THE COUNCIL CHAMBERS 2ND FLOOR, GENERAL
GOVERNMENT BUILDING, 200 DERBIGNY ST., GRETNA LA.
In addition to the Council meeting citizen comments can be submitted to the Jefferson Parish Department
of Community Development, Joseph S. Yenni Parish Office Building, 1221 Elmwood Park Boulevard,
Suite 605, Jefferson, LA. telephone (504) 736-6262. prior to the close of business (4:30 P.M.) on
Wednesday, June 24th, 2020. Any public comments accepted during the Jefferson Parish Council
Meeting approving the amendments to the Action Plan that are deemed substantial to the Action Plan
will result in subsequent Jefferson Parish Council action through a new resolution.
